SECTION 1. That Section 28 of Ordinance No. 497 of the City of Arcadia, entitled II An Ordinance 0 f the City Council of the City of Arcadia, ProvidinG for Licensing and Regulating the Carrying on of Certain Businesses, Professions, Trades, Callings and Occupations ','lithin Said City of Arcadia and Repealing Ordinances Nos. 232, 245, 268, 403 and 429. II adopted on the 17th day of November, 1942, be and the is hereby amended to read as follo~s: same REPEALED I URO. No. '7 s SECTION 28. PEDDLING AND SOLICITING CERTAIN TYPES OF SALES. .~t."I.t.\) 1. (a) Every person selling, offering for sale, or soliciting ,,'<. y.~' <:J~<:J' ~,+ for the sale of, by means of peddlers, any sheet, dodger, handbill, circular, letter, booklet, or any other printed, typewritten, mineo~ graphed or ~ritten matter of any kind, pertaining to any horse race, choice of a horse or horses, recommending any horse or horses, or giving or conveyin0 any information about any horse, horse race or contest of endurance o~ speed between horses or beasts, and whether at a fixed place of business within said city or otherwise, shall pay a license fee of Three Hlmdred ($300.00) Dollars per ninety day period; provided however, that the provisions of this subdivision (1) of this Section shall not ,,<:; 'v S:vt- ~~~ r:,~<::,\.,\ prohibit, or require a license, or the payment of a fee, for the sale, distribution or delivery of newspapers of general circulation, as defined by Secti.ons 4460 and 4462 of the Political Code of the State of California, nor shall said provisions apply within any racing enclosure duly licensed by the State of California, to conduct horse racine; under and in accordance with the la\'ls of said State relatin.:; to such matters; nor to sale s of such materials or i tens :r.ade by a merchant duly licensed by t:1e City of Arcadia, provided such sales are made in which his licensed business is conducted. only inside a. building \\f.Pf.AL'W ORO, No. t31 (b ) That any pe rson licensed under the provisions of tbis Section (1) shall be entitled to sell, solicit for' the sale of, or offer for sale said ~aterials throu6h not oore than three (3) persons dlTing any -1- \~ (J/ld 5"::.3 ( 9 -.r...:. day; provided however, that no pcrscn shall be entitled to act for and on behalf of such licensee until such licensee has filed ~ith the '---...
