REGULAR MEETING MINUTES
TUESDAY, OCTOBER 18, 2011
CALL TO ORDER - Mayor Kovacic called the Study Session meeting to order at 5:40 p.m.
ROLL CALL OF CITY COUNCIL/REDEVELOPMENT AGENCY MEMBERS:
PRESENT: Council/Agency Member Amundson, Chandler, Segal and Kovacic
ABSENT: Council/Agency Member Harbicht
It was moved by Council/Agency Member Chandler seconded by Council/Agency Member
Amundson to excuse Council/Agency Member Harbicht.
STUDY SESSION PUBLIC COMMENTS
Mary Dougherty appeared and suggested that the Consultant seek input from individuals and
groups in the community.
STUDY SESSION
a. Discussion of job and candidate profile for City Manager recruitment.
Bob Murray of Bob Murray and Associates provided an overview of comments and highlights he
received from each City Council Member including a letter he received from Department Heads
regarding the type of individual they would like to see in the next City Manager; he also mentioned
that he previously spoke with Mayor Pro Tem Harbicht by telephone; he indicated that he learned
the importance of the race track and the future of what happens at that site is extremely important,
the changing of demographics in Arc-•'- •- • • -le ••-••.•• ■-• • - • Rusnak;
and stated that in his observation, there is nothing broken in Arcadia. He highlighted some of the
characteristics and leadership skills he received from the City Council and staff in order to prepare
the profile and recruitment brochure; he discussed various issues relating to what it would take to
bring someone on board such as the salary, background checks, severance package, and an
employment agreement; he advised that the closing date would be no later than mid December
and that he would return sometime in January with candidate recommendations.
In response to Mayor Kovacic's question regarding timelines, Mr. Murray indicated that an ad will
be placed in Western Cities Magazine for the November issue; that between now and the closing
date he will be reaching out and encouraging individuals who he feels meet Arcadia's criteria to
apply for the job; he noted that the closing date will be around early December and that he will
conduct personal interviews of potential candidates and recommend a few candidates to be
interviewed by the City Council sometime in January. He did ask that inquiries from potential
candidates be referred to him.
Mayor Kovacic adjourned the Study Session at 6:10 p.m.

Mayor/Agency Chair Kovacic called the regular meeting to order at 7:00 p.m.

It was moved by Council/Agency Member Amundson seconded by Council/Agency Member
Segal to excuse Council/Agency Member Harbicht.
REPORT FROM CITY ATTORNEY/AGENCY COUNSEL ON CLOSED SESSION ITEMS
City Attorney Deitsch reported that prior to the regular meeting, the City Council met in a Study
Session to discuss a candidate profile for the City Manager recruitment.

REGARDING AGENDA ITEMS - Mr. Penman announced there was no supplemental information.

A motion was made by Council Member Chandler, seconded by Council Member Amundson to
read all ordinances and resolutions by title only and waive the reading in full.
PRESENTATIONS
a. Presentation of "Believe in Arcadia...Volunteer!" Award to the Assistance League
of Arcadia.
PUBLIC COMMENTS
Scott Hettrick, Executive Director of the Chamber of Commerce appeared and announced that he
is the Chairperson of Library Board and provided statistical information relating to the Library; he
also announced that the Chamber Board meeting in January will be held at the Library; he noted
that it has been 90 years since the Chamber was formed; and provided information on events and
dates regarding upcoming activities in the community.
REPORTS FROM THE CITY COUNCIL AND CITY CLERK
Council Member Amundson announced that Friday there will be a earthquake preparedness class
at the Arcadia Community Center and urged residents to attend; he noted the annual Haunted
Halloween party at the Community Center for elementary school age children; and noted that on
Tuesday, November 8 at the Senior Center there will be a Veterans Day event, tickets are $10
and will include lunch and entertainment; and commented on the lack of state university money
but noted that at the San Gabriel Council of Governments meeting, cities were discussing the

financial burden the State is placing on taxpayers by shipping prisoners and parolees to the
County but did note that the Governor signed a bill to give reduced tuition to illegal aliens.
Council Member Chandler commented on a proposal sent to the City Council from the great great
great granddaughter of Lucky Baldwin proposing to donate a life size bronze statue of Lucky
Baldwin at her expense.
In response to Council Member Chandler's comments, Mayor Kovacic responded that at a recent
event at the Arboretum, he met the great great great granddaughter of Elias Jackson "Lucky"
Baldwin, Margaux Viera who was the guest of honor; that she proposed to donate to the City a life
size bronze statue of Lucky Baldwin to be placed in a prominent location in the City at her
expense; he explained that her proposal is for the City to pay for the cost of City permits, fees and
installation costs including the pedestal and bronze plaque on the pedestal and the family pledged
to fully fund the cost of the bronze statute; he indicated that the location Ms. Viera recommended
is at Campus and Huntington Drive separate near the Rotary Club's Clock and feels that this is an
excellent location; he commented on the renderings of the life size bronze statue of Lucky
Baldwin and would like to see the City move forward with this project. The idea and concept was
concurred by all four (4) Council Members present; Mayor Kovacic noted that staff should study
the idea and bring it back to the City Council as soon as possible; and that he will work with Mr.
Penman and Ms. Viera on this project since he has already been in contact with Ms. Viera.
Council Member Segal congratulated Mrs. Gilb and Mrs. Lauber on a successful 10th Anniversary
of the Ruth and Charles Gilb Museum on October 9th hosted by the Arcadia Historical Foundation
and noted that all proceeds will go to the new educational building.
City Clerk Barrows provided Arcadia High School Football game dates and statistics.
Mayor Kovacic announced that he was out of town on October 9 for the 10th Anniversary event of
the Ruth and Charles Gilb Museum but noted that his mother attended and raved about the event
and encouraged everyone to consider donating to the new educational center which will be an
important asset to the community and a fitting tribute to the Gilb's and the Historical Museum; and
he announced the Crystal Ball event which will be on October 29th and that Paul Anka will be the
entertainment.
Mr. Segal noted that tickets are still available and it will be a very exciting event and indicated that
the entertainment will be very special this year and different from past events.

c. Adopt Ordinance No. 2287 amending Article VI (Business, Professions, Trades
and Occupations) and Article IX (Division of Use of Land) of the Arcadia Municipal
Code.
Recommended Action: Adopt
d. Adopt Ordinance No. 2290 granting to Golden State Water Company, its
successors and assigns, a franchise to use or to lay and use, pipes, conduits and
appurtenances for transmitting and distributing water for any and all purposes in,
along, across, upon and under the public streets, ways, alleys and places within
the City of Arcadia (per Article XIII of the Arcadia City Charter)
Recommended Action: Adopt
e. Authorize the City Manager to execute a one (1) year contract extension with CLS
Landscape Management, Inc. for landscape maintenance at City facilities in the
amount of$460,250.
Recommended Action: Approve
f. Award a one (1) year purchase order contract extension to H. D. Supply
Waterworks for brass valves fittings and related accessories in the amount of
$113,252.
Recommended Action: Approve
g. Accept all work performed by Gentry Brothers Inc. for the Rehabilitation of
Westbound Huntington Drive between Holly Avenue and Baldwin Avenue as
complete and authorize the final payment to be made in accordance with the
contract documents.
Recommended Action: Approve
h. Approve the revised classification specifications for Library Aide I (Part-Time) and
Library Aide II (Part-Time).
Recommended Action: Approve
Council Member Amundson requested that Consent Calendar item 1.e be pulled for separate
discussion.
It was moved by Council Member Chandler, seconded by Council Member Amundson and carried
on roll call vote to approve Consent Calendar items 1.a through 1.d and 1.f through 1.h.
AYES: Council Member Amundson, Chandler, Segal and Kovacic
NOES: None
ABSENT: Council Member Harbicht
Mayor Kovacic announced that regarding Consent Calendar Item 1.e, his firm represented CLS
Landscape Management, Inc. in an eminent domain action which has now concluded but would
like to abstain, as he has done in past, from voting or participating in order to avoid any
appearance of impropriety.
Council Member Segal was designated as the acting Mayor Pro Tern since Mayor Pro Tern
Harbicht had an excused absence.

In response to an inquiry by Council Member Amundson regarding the cleaning of the off ramps,
Mr. Tait explained that he spoke to the owner of CLS and asked what they can do about cleaning
the on and off ramps; he indicated that CLS would clean up the trash and debris and cut weeds
on the on and off ramps at no additional cost however would like the City Council to consider an
additional two (2) year contract extension for a total of three (3) years at no additional cost instead
of the one (1) year extension.
It was moved by Council Member Chandler, seconded by Council Member Amundson and carried
on roll call vote to approve Consent Calendar item 1.e and extend the CLS Landscape
Management, Inc. contract for an additional two (2) years for a total of three (3) years at no
additional cost to the City and that CLS would maintain the off and on ramps during that time
period.

ADJOURNMENT
The City Council/Redevelopment Agency adjourned this meeting in memory of Dr. Lewis H. V.
May, physician and former Arcadia Unified School District Board Member and Christopher Handy
former Arcadia High School Football Team Member at 7:40 p.m. to Tuesday, November 1, 2011,
5:00 p.m. in the City Council Chamber Conference Room located at 240 W. Huntington Drive,
Arcadia.
