HomeMy WebLinkAboutItem 2e: Accept Work by Parc Specialty for Lead Paint Abatement and Painting of Sierra Madre Boulevard Bridge as Complete O R 44Y FO I V I Y, `y i„,,, ,:,...4,,,,;,,, ,�'4ulsy°t STAFF REPORT Public Works Services Department DATE: November 15, 2011 TO: Mayor and City Council FROM: Tom Tait, Public Works Services Director Prepared by: Ken Herman, Deputy Public Works Services Director Mark Rynkiewicz, Associate Civil Engineer SUBJECT: ACCEPT ALL WORK PERFORMED BY PARC SPECIALTY CONTRACTORS, INC FOR THE LEAD PAINT ABATEMENT AND PAINTING OF THE SIERRA MADRE BOULEVARD BRIDGE OVER THE SIERRA MADRE WASH AS COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS Recommendation: Approve SUMMARY On June 21 2011, the City Council awarded a contract to PARC Specialty Contractors, Inc. in the amount of $77,900 for the construction of the Lead Paint Abatement and Paint of Sierra Madre Boulevard Bridge Project over Sierra Madre Wash. The terms and conditions of this project have been complied with and the work has been performed to staff's satisfaction for a total project cost of $74,900. This amount reflects the original contract amount of $77,900 minus quantity changes totaling $3,000 below the original contract amount. Staff recommends that the City Council accept all work performed by PARC Specialty Contractors, Inc as complete and authorize the final payment to be made in accordance with the contract documents, subject to retention of$7,490. BACKGROUND In 2009 the Los Angeles County Department of Public Works inspected the bridge on Sierra Madre Boulevard over Sierra Madre Wash as part of their bridge inspection program. All bridges in Los Angeles County are inspected every two years. The Sierra Madre Boulevard bridge was classified in good condition overall; however, the inspection noted that the exposed steel girders supporting the bridge showed areas of rust over the entire length of the steel girders. The recommendation from the County inspector was to remove all rust on the steel superstructure, prime, and re-paint all steel members. The County provided additional information that the existing steel members Page 1 of 2 Mayor and City Council November 15, 2011 are painted with lead-based paint. The lead-based paint is considered to be a hazardous material, which required the City to follow proper protocol and procedure for the removal of this hazardous substance. The bridge was constructed in 1953 and there was no record of the bridge ever being re-painted. While the condition of the bridge is currently good, corrosion is evident on the steel girders and it is apparent that what is left of the original paint, no longer acts to protect the steel from corrosion. Corrosion of the steel starts slowly but will increase more rapidly over time and the effects will be irreversible. On June 21 2011, the City Council awarded a contract to PARC Specialty Contractors, Inc in the amount of $77,900 to remove the lead-based paint and rust, and repaint the bridge. The terms and conditions of this contract have been complied with and the work has been performed to staff's satisfaction. Staff recommends that the City Council accept all work performed by PARC Specialty Contractors, Inc as complete and authorize the final payment to be made in accordance with the contract documents, subject to retention of $7,490. ENVIRONMENTAL IMPACT This project is categorically exempt per Section 15302 (c) replacement from the requirements of the California Environmental Quality Act. FISCAL IMPACT $82,000 has been budgeted in the 2010-11 Capital Improvement Plan Budget for bridge repairs. RECOMMENDATION 1. Accept all work performed by PARC Specialty Contractors, Inc for the Lead Paint Abatement and Paint of the Sierra Madre Boulevard Bridge over Sierra Madre Wash as complete. 2. Authorize final payment to be made in accordance with the contract documents, subject to a retention of$7,490.
