FOR INSTALLATION OF THE PRESSURE REDUCING STATION FROM ZONE 2 TO ZONE 2A PROJECT AS COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS. Recommendation: Approve SUMMARY On July 5, 2011 the City Council awarded a contract to J.A. Salazar Construction & Supply Corp. in the amount of $135,220 for the construction of the Pressure Reducing Station from Zone 2 to Zone 2A at Colorado Place north of San Juan Drive (Attachment). The terms and conditions of this project have been complied with and the work has been performed to staff's satisfaction for a total project cost of $143,274.00. This amount reflects the original contract amount of $135,220.00 plus five (5) contract change orders for additional and deleted work, totaling $8,054.00, or 5.96% of the original contract price. Staff recommends that the City Council accept all work performed by J.A. Salazar Construction & Supply Corp. as complete and authorize the final payment to be made in accordance with the contract documents, subject to retention of$14,327.40. DISCUSSION Water pressure throughout the City is regulated by the difference in elevation between the storage reservoir and the point of use. In order to provide pressures within a reasonable range, the City is divided into seven pressure zones, with two sub-zones. The work performed under this contract involved adding a secondary connection from Zone 2 to Zone 2A, based on recommendations made in the 2008 Water Master Plan. Page 1 of 3 Mayor and Council November 15, 2011 Zone 2A was originally designed with only one point of connection to Zone 2. This made Zone 2A vulnerable to losing its supply of water in the event of an earthquake, unscheduled maintenance, or some other system disruption. This contract included the construction of a secondary connection to Zone 2A, which has improved the system reliability of the zone. The final construction cost of the Project is $143,274.00. This amount reflects the original contract amount of $135,220.00 plus contract change orders for additional and deleted work, totaling $8,054, or 5.96% of the original contract price. The nature of the change orders include increased quantities of sidewalk and street repair necessary to make the completed repairs connect better with the surrounding street surfaces. Additionally; the City received credit by not having to replace approximately 50 feet of pipe after discovering the condition of an existing pipe was acceptable for use once it was excavated and examined by the Project Engineer. In addition, staff approved a change order to construct a Line Stop that allows the contractor to continue to work while not interrupting water service to local businesses and residents. The project had originally planned to perform the shut down at night; however, it was determined that performing the work at night would still result in a negative impact to businesses and residents. The change order reflects the additional cost to perform the work during the day while maintaining domestic water and fire service to the businesses and residents. A breakdown of the additional and deleted work performed in the change orders are as follows: Change Order Description of Extra Work Cost ($) 1 Additional removal and replacement of sidewalk 2,550.00 2-3 Installation of a Line Stop and 8"x8" tapping sleeve for 7,664.00 tie-in to avoid interruption of services to local businesses. 4 Reduce the installation of 8-inch ductile iron pipe from (5,160.00) 469' to 413' and reduce the amount of removal and replacement of curb and gutter. 5 Additional 600 SF of grind and cap asphalt concrete 3,000.00 Total Cost $ 8,054.00 The terms and conditions of this contract have been complied with and the work has been performed to staff's satisfaction. Staff commends that the City Council accept all work performed by J.A. Salazar Construction & Supply Corp. as complete and authorize the final payment to be made in accordance with the contract documents, subject to retention of $14,327.40 Page 2 of 3 Mayor and Council November 15, 2011 ENVIRONMENTAL IMPACT: This project consists of minor alteration of an existing public utility system with no expansion of the system and therefore qualifies as a Class 1 categorical exemption per 15301 (b) of the California Environmental Quality Act. FISCAL IMPACT Funds in the amount of $260,000 have been budgeted in the 2010-11 Capital Improvement Program for the Installation of Pressure Reducing Station from Zone 2 to Zone 2A Project. RECOMMENDATIONS 1. Accept all work performed by J A Salazar Construction & Supply Corp. for the Installation of Pressure Reducing Station from Zone 2 to Zone 2A as complete 2.
