FOR !.lINORS UNDER 'L'HE AGE OF SIXT'<;EN YEARS. THE CITY COUNCIL OF THE CITY O? ARCADIA DOES ORDAIN AS FOLLO~';S : SECTION I. Every minor under sixteen years of a~e who remains, strolls upon, wes, loiters on or is upon any street, hie;h~~ay, avenue, alley, public park, or publiC place between the hour of nine o'clock P.M. of any day and the hour of four Q'ctoCk A.M. of the fOllowir.,e; day, unless accompanied by his parent o~ ~uardian, ~r by some other adult person , having the care and custody of such minor, of unless having in his possession a permit as hereinafter provided, is guilty of a misdemeanor. SECTIon 2. Every parent, e;uardian, or other person havinG the lee;al. ca,re, custody, or c:mtrol of any, minor under. the ae;e of sixteen years who allows or permits such minor to violate any provision of this Ordinance is guilty of a misdemeanor. SECTION 3. If it is necessary for any minor under the ae;e of sixteen years to use or be in or upon any street, hi!~hway, avenue, alley, public park, or public place between the hour of nine o'clock P.M. of any day, and four o'clock A.M. of the following day, the parent or guardian of s~ch minor may file with the Ghief of Police of the City of Arcadia, an application for a permit to allovl such U:3e of such st"eets, hie;hways, alleys, or public places, at such times by such minor as is necessary. SECTION 4. The application for a permit shall: (a) Be in writing. (0) State the name and a~e of such minor. (c) Describe the height, weight, sex, color of eyes and lmir, and other physical characteristics of such person. (d) Explain the necessity which requires such minor to use the streets, highways, alleys, avenues, public.parks, and public places after the hour of nine o'clock P.M. SECTION 5. After tt~'filing of:an application therefor, the ~ Chief of Police may grant a permit in writing for such use of the streets, highways, alleys, avenues, parks, and public places, at such hours, by lIEl'EALED eM.ftD. ~) -1- 1)ll1~ O(lC/, J<5( ,'~ OIW.IlD, . the minor describ€ld in the application, as in his opinion is reasonably necessary. SECTION 6. Violation of this Ordinance or of any provision thereof is punishable by a fine not exceeding $300.00 or by impriso~ent in the City Jail of said City of Arcadia or in the County Jail of the County of Los Angeles, state of California, at the discretion of the Committing Magistrate, for a period not exceeding three months, or by both such fine and imprisonment. SECTION 7. If any provision of this Ordinance, or the application thereof to any person or circumstance is held to be un- constitutional, tbe remainder of this Ordinance and the application of such provisions to other persons and circumstances shall not be affected thereby. SECTION 8. The City Clerk shall certify to the adoption of this Ordinance and prior to the expiration of fift<:'len (15) days from the passage thereof, shall cause the same to be published once in the Arcadia Tribune and Arcadia News, a newiJpaper of general circulation, published and circulated in the City of Arcadia, and thirty (30) days from and after the final passage thereof said Ordinance shall take effect and be in force.
