THEREOF 1 AND PROVIDDlG A P:ii;llALTY FOR THE VIOLATION OF THIS ORDINANCE.
THE CUY COUNCIL OF THE CITY OF ARCADIA DOES ORDAIN AS
FOLLOWS:
SECTIOILl. It is hereby declared to be a nuisance and it
shall be unlawfu: for any person, firm or corporation, as principal,
agent or employee, to permit any dead animal or any putrid or offensive
animal or vegetable matter, or excrement from any animal or fowl to
remain or be deposited upon the surface of the ground of any premises
owned, controlled or occupied by him, them or it, in the City of
Arcadia in such manner or mode as to become offensive to the senses
or to interfere with the comfortable enjoyment of life or property
by an entire cOlmnunity or neighborhood, or by any considerable
number of persona.
SECTIO:U. It shall be the duty 01' the Chief of Police
and his deputies, to enter upon any premises, lot, yard or enclosure
for the purpose of inspectin(5 such premises, to ascertain if any
nuisance herein named shall exist, or if said officer or officers
hae reason to believe any such nuisance shall exist and whenever a
nuisance shall be found to exist in the opinion of the Chief of Police
or his deputies, to notify in writing any person or persons owning
or havin~ control of or acting as agent for, leasing, or occupying
such premises, or other place, to abate or remove such nuisance
within a reasonable time to be stated in such notice; each separate
day or any part of a separate day during which such nuisance exists
after service of such notice to abate or remove the same, shall be
deemed a separate and distinct offense, and it is hereby made the
duty of the Chief of Police and his de2uties to prosecute all persons
guilty of violating this Ordinance by continuous prosecutions until
the nuisance is abated and removed.
SECTION 3. That any person, firm
or corporation violating
any of the prov~sions of this Ordinance shall be deemed guilty of a
misdemeanor and upon conviction thereof shall be punishable by a fine

not exceeding TEREE HUNDRED ($300.00) DOLI.ARS, or by imprisonment in
the CITY JAIL of said City of Arcadia, or in the COUNTY JAIL of said
County of Los Angeles, State of California, at the discretion of the
Committing l~agistrate, for a period not exceeding three (3) months,
or by both such fine and imprisonment; and each such person, firm or
corporation shall be deemed guilty of a separate offense for each day
during any portion of which the violation of or failure, neglect or
refusal to comply with any of the provisions of this Ordinance is
COllLnitted, continued or permitted.
SECTION 4. The City Clerk shall certify to the adoption of
this Ordinance and prior to the expiration of fifteen (15) days from
the passage thereof, shall cause the same to be published once in the
Arcadia Tribune and Arcadia News, a newspaper of general circulation,
published and circ;ulated in the City of Arcadia, and thirty (30) days
from and after thE' final passage thereof said Ordinance shall take effect
and be in force.
I hereby. certify that the foresoing Ordinance was adopted
at a rep:ular
meeting of the City Council of the City of Arcadia,
held on the 1.7.thday of .lunA , 1941, by the affirmative vote of
at least three Councilmen, to-wit:
AYES: Bouncilmen, Adcock, Bolz, Leeper and Ormsby.
NOES: N,me
