Commission have recommonded that the National Defe~se Pro~ram and activi-
ties related thereto be carried on thro~h re~ular 50vernmental chan~els
insofar as 'Possible; and

Commission has officially requested the California C01U1C il of Defense
to assist and to expedite the formation of local councils of defense; and
'ilIT.c.n:c;,s" the City of Arcadia desire!] to assist in the pro,,;rom
of i{lltional Defen:.e by coordinating all of its public and private facil-
ities, resources and activities \7ith the pro:,;rill:l aforesaid;

ordain as folIous:
SBCTIon 1. There is hereby created the Arcadia Defense Council.

SECTION 3. The members of said Defense Council shall serve for
a term of one year and until their succes cors are appointed and qualified.
~ A four-fifths vote of all the mem'~rs of the City Council ~ill be required
to remove any member of said Defense Council from office prior to the ex-
piration of his tern of office. Vacancies on the Defense Council shall
be filled by appointnent b~r the I.:ayor, \7ith the approval of the City
Council.
SECTIOH 4. It shall be the duty and responsibility of the
Defonse Council to coord~nate the activities ~ithin the city of eovernmental
~ and prQvate a~enc~es, and of individuals, cooperating in the defense
effort; to stimul'lte public interest and participation in defense
activities; to C03sider and recommend to appropriete ~overnmental autho-
rities plans for the public safety, health and ~elfare; to plan a
major disaster pro~ram, capable of functioni~ in a defense emergency;
and to perform such other advisory functions as may be required of it by
officials of the city, county, state, and Federal a~encies en~aged in the
defense effort.
Said Council shall receive, adknoYlled3e and appraise proffers of
facilities, serv~ees and ideas ori3inatin~ Y1ithin the community and ~e
appropriate disposition of same; clear information concerni~ defense
pro:;rams and obj<lctives amons cooperating aGencies; recommend adjustments
or arrnn3ements ~ecessary for rrompt assimilation of ~overnment pr03rwls
for defense to the appropriate officers, departments or a~encies; recoi ve
requests for assistance from the State Council of Defense and from
Federal defense authorities and transmit these requects to the proper
city authorities or a3encies; accumulate or assist in the accvmulation
of information reGardinG local 3overnmental, financial, economic, in-
dustrial and human facilities and resources and transmit any such facts,
as \'fell as other necessary in~'ormation, to the State Council of Defense
~~,~d to Federal Defense authorities.

~~~. . Every department, commission, officer, and employee of the City
of Arcadia shall cooperate Y/ith and assist the Defense Council so as to
ena.,le the Council to accomplish the objectives of this ordinance. The
Defense Council shall cooperate \7ith the County Council of Defense for
the purpose of coordinatin:; defense activities bet'.!een tho city and the

S~CTION 5. There is hereby created as permanent co~ittees of the

plans for the use of ne'.1spapers, radio, and other means of public in-
formation, and at:bract and sustain citizen interest and participation
in defense \70rk; (6) Co=i ttee on Industrial Reaources and Product'ion,
\"lhich sball cons~der the industrial resources of the city as thene reaate
to tlefense produ(ltion and assist in Baking the most a']vanta.:;eous use of
such facilities; (7) Connnittee on A]ricultural Resources and Production
\"rbich shall consider the conservation and use of land and the crops and
livestock it supports, the .:;ro\"rin::; and ;larketin::; of plant and animal
products for consWlp<;ion as food or as raw materials enterin:> into
industrial production.

SEC:r'IOL!3. T!lis ordinance is hereby decl:o>.red to be an emer-
~ency measure neceseary for the ~~ediate preservation of the p~)lic
peace, health and safety and shall take effect and be in force from and
after its rassase and publication as requi:!..ed by law. The follo\7in,:;
is a specific stateluent s .:owin':.; t;10 ursency of this ordinance:
An emer2:ency exists in the United Stutes ~J1d in t .is State in
providinG adequatE) National and Local Defense. It is necessary that all
infonnation be sathcred rolatins to National Defense and to provide
for the prope~ coo,eration and coordination of public and private asencies
so that adequate Local Defense may be provided for at as early a date as
possible.
S:":CTTOll 7. The City Clerk shall certify to the adoption of
this Ordinance ar.d shall cause the Same to be nn1-:Jlished in one re;;u:J.ar
issue of the Arcc.dia Tribuna and Arcadia i!ems, a nerlSpaper of (5eneral
circulation publ:.shed and c':'rculated in said City of Arcadia, and there-
upon and thereaf.~er the
same shall take offect and be in fo'..ce.
The fore30inG Ordinance was adopted at a resular meetinl3 of
the City Cotmcil of the City of ArcaQia, held on the 15th day of JUly,
1941, by the affirmative vote of at least four COlmcilmen, to-Hit:
