That Section 2. of Ordinance No. 431, of the City of 11rcadia, entitled, "fm Ordinance of the City Council of the City of Arcadia Creatinu and Establishing a Personnel System for said City,n adopted on IIarch 5, 1940, be and the same is hereby amended to follo\"ls: read as S~CTION 2. There is hereby created a Department of Personnel which shall consist. of a Personnel Board and Personnel Clerk. The Personnel Board shall consist of five (5) members to be appointed by the City Council. The first Board to be appointed shall, at its first meetinG, so classify its members by lot that one shall serve "or.a term which shall expire April 1, 1941, two shall serve for terms which shall expire April 1, 1942, and two shall cerve for ter~8 which shall expire April 1, 1944. At the expiration of each of the terms so provided for, a successor s'lall be appointed by the City Council for a term of four years. Vacancies on the Personnel Board from whatever cause, shall be filled byappointrnent by the City Council for the unexpired term. Each l.1em- bel' of the Doard shall serve until bis successor is appointed and qualified. A four-fifths (4/5ths) vote of all the members of the City Council shall be required to appoint a member of said oO!lrd or to fill any vacancy thereon or to remove any member of said Board from office prior to the expiration of his term of 0 fi'ice. The members of the Personnel Board shall be residents of the City of Arcadia for a continuous period of at least one year immediately precedinc; appointlm..nt to said Board, shall be qualified electors of said City, and shall serve without compensation. No person shall be appointed to said Board durine such time as he holds any office or emplo~nent in tho City Government of the City of Arcadia; nor shall any member, while a member of the Board or for a period of one year. after he has ceased for any reason to be a member, be eli~ible for appointment to any salaried office or eillployment in the service of such city. -1- \",oliJ.~ (l-td', YC:? The City Clerk shall certify to the adoption of this Ordinance and prior to the expiration of fifteen (15) days from the pas sase thereof, shall cause the same to be published once in the Arcadia Tribune and Arcadia News, a nEl\7Spaper of general circulation, published and circulated in the City of Arcadia, and thirty (30) days from and after the final pasoa3e thereof said Ordinance shall take effect and be in. force.
