AN ORDIHANCE OF THE CITY COIDWIL OF TIrE CITY OFARCAbIA PllOVIDING
FOR THE REGIS'l'RATIOH OF BICYCL::S n: T1'E CITY OF ARCi>DIA.

SECTION 1. It shall be unlawful for the ormer of any bic.cle
propelled wholly or in part by L1Uscular pOrler, to o~erate or use such bicycle,
or to cause o~ pe~it such bicycle to be operated or used upon any public
street, alley, hi}hway, park or other public place in the City of Arcadia,
without first obtaining from the Chief of Police
of the
City of Arcadia a re[5iEltratian certificate therefor; and it shall be unlaYlful
for any person not the owner thereof, to operate or use any such bicycle,
upon any public strcet,alley, hi3hway, park or other pUblic place in the City
of Arcudia unless such bic~Tcle has been reGistered in accordance \lith the
provisions of this Ordinance.
SECTION 2. Any person, firm or corporation desirinG to obtain
such bicycle re~istration certificate shall make ap,lication to tho Chief of
police upon forms provided by the City of Arcadia, settinG forth
the name and address of the applicant, the make, serial number and color of =:
the bicycle, tOGether with such information or description as may be require~~
by the Chief of Police sufficient to identify the same. Upon receipt of

required, the Chief of Police shall issue a reGistration certificate
and a metallic or fibre plate for the bicycle to be registered, which shall
expire on the 30th day cf June following the issuance thereof.
. SECTION 3. Said me tallic or fibre plates and such rec;istration
certificates shall be numbered and shall indicate the year for which the Dame
\.lere issued, and shall bear the name "ARCADIA. 11 Such metallic or fi::Jre platoD
shall. be suitable for attachment to the frame of a bicycle and it shall be the
duty of the Chief of Police immediately upon the issuance thereof, to

shall retain upon file in his
office all applications for bic~cle licenses, and shall also keep and main-

SEC~'ION 4. All persons enja.:,;ed in the business of buyinc;
secondhand bicycles are hereby required to make a daily report of purchases
to the Chief of P~]ice
, ~ivinG the name and address of the person from
whom each bicycle is purchased, the description of each bicycle purchased,
tQe framo number thereof, and the number of the metallic license plate
found thereof, if any. All persons enggged in the business of selling ne~
or secondhand bicycles are hereby required to make a daily ~eport of sales
and purchases to ';he Chief of Police

made by such .dealors,. \"lhich list shall include the name and address of each
person to \"lhom sold, the kind of bicycle sold, tOGether \Vi th a description
and frame number thereof, and the nur.lber of the metallic or fibre license
plate attached tbereto, if any.
SECTION 5. It shall be.the duty of every person who sells or
transfers oTInership of any bicycle, to report such sale or transfer, ~ithln
five (5) days thereafter, by delivering to t.he r.hiA~ n~ Pn1ice
the registration certificate issued to such person for said bicycle, to-
Gether with the nrol\e and address of the persOn to uhom said bicycle \Jas
sold or transferred.. It shaJ 1 be the duty of the purchaser or transferee

for a transfer of ree;istration thereof, within five (5) days after said sale
or transfer.
SECTICH 6. It shall be unlawful for any person willfully
or maliCiously to remove, destroy, mutilate or alter the number of any
bicycle frame reGisteved pursuant to this Ordinance. It shall also be
unlawful for any person to remove, destroy, mutilate or alter any license
plate, seal or registration certificate durinG the time in which such
license .plate, seal or reGistration certificate is operative; prOVided,
however, tnatnotl1in3 in this Ordinance shall prohibit The Chief of
PnlicA from stumping letters or numbers on the frame of bicycles

illegi~le or insufficient for identification purposes.
SECTION 7. The annual registration fee to be paid for eaoh
bicycle shall be Twenty-five Cents (~0.25) and shall be paid in advance,

pursuant to Section S of this Ordinance, such re(5istration may be

Gnneral Fund of the City of Arcadia.
SECTION 8. Any person, firm or corporation violatinB any of
the provisions of this Ordinance shall be punishable by a fine not exceod~nc
TrtRE~ RUHDRED (0300.00) DOLLfu1S, or by imprisonment in the City Jail of
said City of Arcadia, or in the County Jail of said County of Los An3eles,
State of Californ:la, at the discretion of the Connni ttinc I,Ia3istrate, for
a period notexceodinG three (3) months, or by both sucl1 fine and imprison-
L1ent; and each su<:h person, firm or corporation shall be deemed Cluilty
of a se~mte offense for each -day durinG any portion of which the
violation of or f€~lure, neGlect or refusal to comply with any of the
provisions of t~is Ordinance is committed, continued or permitted.
SECTION 9. The City Clerk shall certify to the adoption
of this Ordinance and shall cause the same to be pUblished once in the
Arcadia Tribune and Arcadia Ne~s, a ne~spaper of (5eneral circulation,
published and circ'J.lated in the City of Arcadia, ~i thin fifteen (IS)
days after the dato of its passage, and said Ordinance shall become
effective, and in full force and effect, on and after July I, 1942.
