The Cit7 Council of the City of Arcadia does ordain as follows: SECTIOll l.There shall be established at Booe central, safe and enclosed place in thJ.s City a room, or rooms, which shall be knorm as the Control Center, and \mich shall be used in times of imminent pUblic dan~er as the center from which the Emergency Services hereinafter referred to shall be directed unil coordinated. SECTIon 2. There are hereby created the followinG Divisions of Emergency Service and said Divisions shall include the following eoergency service organizatiOnfl, \71l,6ther volunteer or 0 therrlise: (a) DJ.vision of' Emergency Fire Service (1) Fire Department un Auxiliary Firemen (~;) Rescue .Squads (b) Division of Emergency Police Service (1) (B) (~; ) Police Depart::1ent Auxiliary Po~ice Bomb Squads (c) Divisio~ of :!ardens Service ( 1) Air Raid '::o.rdens U:) Fire \:atchers (3) Emergency Food and Housing Corps (d) Di.vlfJion of Emer:;ency lledical Ser':ice ( 1) Nedical Corps ( ~:) Nurses Aides Corps (3) Emergency l.ledical Field Units (4,) Ambulance Units (5 ) Casualty Stations (e) First Aid Posts (e) Division of Emer.3ency Public \!orks Service (1) Repair Squads for roads, serlers, and water-mains (:::') Demolition and Clearance Squads (3) Decontam~nation Squads for buildings and streets ~..\ -1- ~ ", Od If-/) . (f) Division of Emergency Utilities Service (1.) IJunicipally-ovmed Utili ties (2) Privately-o\vned utilities (2;) Volunteer Utility Repair Squads SECTION 3. There is hereby created in each Division of Emer- gency Service the position of Chief of the Division. The Chiefs of the several Divisions 0:1' Emergency Service shall be the follo\7ing: (a) Division of Emergency Fire Service - Chief of the Fire Department. (b) Division of Emergency Police Service - Chief of the I'olice Department (c) Division of ,.[ardens Service - Chief Air Raid \:arden (d) Division of Emergency Iledical Service - Chairman of Rousing Committee of Arcadia Defense Council. (e) Division of Emergency Public \forks Service - Super- i.ntendent of \7ater Department. (f) Division of Emergency utilities Service - Such City officer or other person as may hereafter be appointed Chief of the Division of Emergency service by Resolution of the City Council. SECTION 4. The Chiefs of the several divisions of Emergency Service s;:all attend, either in person, or by their duly appointed alter- nates, at the Control Canter during periods of imminent public dan~er to direct as far as possible theemergency activities.of their Divisions from the Control Center. SECTION 5. The Control Center shall be organized by a Co-ordinator, uhich position is hereby created. The Co-ordinator shall be the Chief of Police.During periods of L~ninent public d~nGer the activities of all Divisions of Emergency Service shall be organized in the Oontrol Center by the Co-ordinator. The Co-ordinator shall arran:;e for theprove.tely o\vned gas, electric, transportation, and telephone utilities, and the American Red Cross to send reprooentatives to the Control Center for the purp~se of assisting in the emergency ITork thereof. SECTIon 6. The Co-ordinator shall arranGe for the install- atton in the Contro~ Center of such communication facilities as may be ~\ -2- ~ c//f.d /A:J necessary to enable the several Chiefs of the Divisions of EmerGency Service to keep in touch with and superintend the uork of their respective Divisions during periods of ~Xlnent public danGer and to enable the Control :Jenter to Reep in constant touch 'lith the County Control Center, or other Control Center of any larGer area in ~hich this City may be includej, for purposes of reGional co-ordination and mutual aid, or the Control Center of an:;" hi,5her level of eovernment, and to enable the control Center to receive the messaGes and ~arnings of the United States Air Raid ITarninG System. The Co-ordinator shall arrange for an adequate number of messengers to carry messages to and from the Control Center in the event of the failure of communication f!l.cilities or other necessity, and shall arra~e f,)r a properly protected room for them and for parkinG facilities for thei~ vehicles as close to the Control Center as possible. The Co";ordinator sh,,,-ll arranGe for an al terna tive Control Center for use in case the primary Control Center is d~a~ed or destroyed. SECTION 7. The Chief of each Division of Emergency Service shall install in ~le Control Center such maps, files and office equipment and shall provide such assistants as may be necessary to carryon efficiently the ,~rk of his Div~sion of EmerGency Service durinG periods of ~~inent public dan.:;er. and he shall maintain an accurate roll of the names and addresses of the members of the several Services included '7i thin his Division, shall supt'rvise their traininG and shall desir;nate the persons in his Division to \"lho1)1 equipment, and any official.insiGnia provided or authorized for such Services by the United States Office of Oivilian Defense, shall be issued, an6 shall have the authority to dismiss any volunteer member' of his Divisi.on and to require the surrender of equipment and insiGnia by such dismissed members. SECTICN 8. The Coordinator and the several Chiefs of the Division of Emergency Service shall designate Deputies to take their places and perform their du.ties in the Control Center in the event. they are absent, become incapacitated, or other~ise unable to act. SECTIOR 9. DurinG any period of limninent public don~er the Co-ordinator shall keep all Control Centers, referred to in Section 6 hereof, fully informed concerninG conditions uithin the City und the necessity for and availability of personnel and equipment for mutual assistance. SEC'lIQ}! 10. In the event this City is included in any plan for a larGer or hiGher Conttrol Center, uhich plan calls for the presence therein of a representative of any of the Divisions of Emergency Service of this City, the ~hief of such Division may be authorized by Resolution of the City Council to participate in such plan and to arran3e for such representation. SECT:CON 11. This Ordinance is required for the immediate preservation of the, public !:leace, health and safety and the follO\'.'in~ is the statement of f!:.cts constituting such urGency: The United States is at \7ar and this City is in c;reat and continuing dancer of air and other att..ck by the enemy. SECTION 12. The City Clerk shall certify to the adoption of this Ordinance and s1:lall cause the same to be publis.hed in one retiular issue of the Arcadia Tribune and Arcadia Neus, a newspaper of General circulation,. published and circulated in said Oity of Arcadia, and thereupon and thereafter the Hame shall take effect and be in force.
