THE CITY COlmCIL OF THE CITY OF ARCADIA DOES ORDAIN AS FOLLO'.:S: SECTION 1. That Section 2. of Ordinance No. 462 of the City of Arcadia, entitled "An Ordinance of the City Council of the City of Arcadia creating a local dt~fense council and prescribing its duties and responsibili- ties.", adopted Ju:ly 15, 1941, be and the same is hereby amended to read as follows: SECTION ~l. That the defense council shall be composed of' the Mayor who shall be ex-officio Chairman of the Council, Albert Adcock, who shall be ex-officio Secretary of the Council, and such other'local officials and citizens, not exceeding twenty-eight in number, as may be appointed thereto by the Mayor and with the approval of the Council. The Mayor shall desi3nate one of the members of the local defense council as Vice-Chairman, who shall preside at all meetings of said Council in the absence. of the Mayor. The Mayor shall designate one of the members of the local council as Treasurer, who shall receive and safely keep all moneys which shall (lOme into his hands as Treasurer of said defense council. He shall payout moneys only on checks signed by persons designated by the delfense council as the proper persons to sign checks and not otherwise. The Secretary, subject to the Mayor'S direction, shall be responsible for coordinating its activities, keeping its records, conducting its correspondence and performing such other duties as the said Council may from time.to time require of him. SECTION 2. That Section.S. of said Ordinance No. 462 be and the same is hereby emend'3d to read as follo~'1s: SECTION 5. There is hereby created as permanent committees of the defense counc:ll: (1) Committee on Civil Protection, which shall consider defense mat1;ers relating to the public safety, the protection of civil liberties and the maintenance of law and order, including the prepar- ation of a disaster preparedness plan; (2) Committee on Human Resources and Skills, which Bhs.ll assist in the registration of persons for defense work of all kinds, cooperate with governmental agencies in making plans for defense training of skilled workers and other persons engaged in defense -1- INDEX&!) ()If /OJ t/P9' Hork requiring spe,cial training, and analyze and report to the defense coUncil on all prc.ffers of assistance from private persons and organi- !lations; (3) Committee on Health, \/elfare, and Consumer Interest, which shall consider activities designed to contribute directly to the social, physical and economic well being of the individual and the fmnily, protec- tion from want, protection against unwarranted rise in prices; (4) Committee on Transportation, Housing, Works and Facilities, which shall consider provisions for defense ~ousing, buildings and atructures, \~rks for water supply and transportation, highways, airports and other transportation facilities; (5) COIlDnittee on Public Information, wmch shall serve all committees of the Council as a medium through which to inform the publio of. defense activities, develop plans for the use of newspapers, radio, and other means of public infonnation, and attraot and sustain citizen interest and participation tn defense work; (6) Committee on Salvage of any and all materials deeme,d neoessary for production of war materials; (7) Co~ttee on Industrial and Agricultural Resources and production, which shall consider the following: Industrial resources of the City as these relate to defe~se production. together with the conservation and use of land and the crops and livestock it supports, .the I3rowing and marketing of plant and animal products for consumption as food, or as raw me.terials entering into industrial production, and assist in makinl3 the most adVantageous use of such fe.cilities. .The City Council by resolution shall create such other permanent and such temporary '~ommittees of the defense council as the City Council deema necessary, shall define their duties wi thin the purpose of this Ordinance and may abolish arty' such Committees. The Chairman of the permanent committees of the defense council shall be designated by the Defense Council ChalI'J1lan from among the mem:)ers of the defense council appointed as provided in Section 2. of Ordinance No. 462, as amended herein. Members of the permanent committees other than the ChaiI'Jllan and all members of temporary committees shall be ~Ointed by the Chairman of the. defense council, and need not be members of the defense council. SECTION 3. The City Clerk shall certify to the adoption of this Ordinance and shall cause the same to be published in one regular issue of . -2- .
