AN ORDINAlICE OF THE CITY COUNCIL OF THE CITY OF ARCADIA AMENffiNG ORDINANCE 110. 431 OF THE CITY OF ARCADIA, INCREASING THE 1lAXIMUM AGE FOR APPOINTr.!ENT AS POLICEUAN OR FIR~,:AN UNDER THE PRO.. VISIONS OF SAID ORD:NANCE. THE CITY COUNCIL OF THE CITY OF ARCADIA DOES ORDAIN AS FOLLOVlS: SECTION 1. That Section 6. of Ordinance No. 431 of the City of Arcadia, entitled IIAn Ordinance of the City Council of the City of Arcadia creating an~ establishing a personnel system for said City.", adopted March 5, 1940, be and the same is hereby amended to read as fo1lo\vs: SECTION 6. ADOPTION OF RULES. In addition to such other matters as !nay be necessary and proper to carry out the intent and purposes of this Ordinance, rules shall be formulated by the Personnel Board, and shall be adopted by the C1,ty Council establ1shi~ specific procedures to govern the following. phases of the Personnel program: (a) The preparation, installation, revision and maintenance of a position classific,ation plan covering all positions in the competitive service. (b) The formulation of minimum standards and qualifications for each class of position, provided however that said standards and qualifi- cations shall require that any applicants for any of the classes of position shall: (1) Have an education equivalent to that represented by completion of the twelfth grade; (2) Be a qualified voter of the State of California in order to be eligible for examination for said competitive. service; (3) In order to be eligible for .appointment to competitive service employee must be a resident of said City, and in order to remain eligible for said employment, shall continue to be a resident of said City during the term of emp~oyment; (4) rhe minimum age for appointment as pOliceman or fireman shall be twenty-one, and .the maximum age for such appointment shall be forty-five; provided that said maximum age shall not apply to promotional examinations or appointments within the respective departments. ( c) The public announcement of vacancie s and examinations and the acceptance of applications for employment. (d) The p;~eparation and conduct of examinations and the establ1sb- ment and use of employment lists containing names of persons eligible for appointment. -l- IltvlillED o~ ~9o . appointment. (e) The certification and appointment of persons from employment lists to fill vacancies and the making of temporary and 4mergency appointments. (f) The evaluation of employees during the probationary period. (g) The transfer, promition, demotion and reinstatement of ~ employee.s in the competitive service. (h) The separation from the service of employees through lay- off, suspension, dismissal and for incapacity to perform required duties. (i) The standardization of hours of work, attendance and leave regulations, working conditions and the development of employee morale, welfare anC. training. (j) The maintenance am use of necessary records and forms. SECTION 2. The City Clerk shall certify to the adoption of this Ordinance and pt'ior to the expiration of fifteen (15) days from the passage thereof, shall cauE:ethe same to be pUblished once in the Arcadia Tribune and News, a newspaper of general circulation, published and circulated in the City of Arc~rlia, and thirty (30) days from and after the final passage thereof sal,d Ordinance shall take effect and be in force. I hereby certify that the fore~oing Ordinance was adopted at a regular meeting of the City Council of the City of Arcadia, held on the 1st day of Seotember , 1942, by the affinnative .vote of at least three Councilmen, to-wit: AYES: Co.~cilmen, A~cock, JoneR, Leeper. and.
