SUBJECT: ACCEPT ALL WORK PERFORMED BY DOWNING CONSTRUCTION,
INC. FOR THE WATER TRANSMISSION MAIN EXTENSION ON
COLORADO STREET PROJECT AS COMPLETE AND AUTHORIZE
THE FINAL PAYMENT TO BE MADE IN ACCORDANCE WITH THE
CONTRACT DOCUTMENTS
Recommendation: Approve
SUMMARY
On May 17, 2011, the City Council awarded a contract to Downing Construction, Inc. in
the amount of $223,287 for the construction of the Water Transmission Main Extension
on Colorado Street. The terms and conditions of this project have been complied with
and the work has been performed to staffs satisfaction for a total project cost of
$228,118.56. This amount reflects the original contract amount of $223,287 plus one
(1) contract change order totaling $4,831.56 or 2.2% above the original contract
amount.
Staff recommends that the City Council accept all work performed by Downing
Construction, Inc. as complete and authorize the final payment to be made in
accordance with the contract documents, subject to retention of $22,811.86.
DISCUSSION
Recommendations made in the 2008 Water Master Plan Update included identifying
areas in the City's water distribution system that reduce system pressure losses and
improve fire flow demands. On Colorado Street between Baldwin Avenue and the City
limits is an area that meets theses requirements. Adding a section of water main in this
area will provide a more even distribution of water in the distribution system and help to
reduce system pressure losses.
The transmission main extension project on Colorado Street involved the installation of
a twelve inch (12") ductile iron pipe along Colorado Street from Altura Road to Vaquero
Road and a tie-in to the existing eight inch (8") water main on Catalpa Road.

During the excavation phase of work, the contractor encountered asphalt paving that
was thicker in some areas than was anticipated on the plans. Although Colorado Street
was potholed during the design phase to determine the asphalt thickness, the actual
thickness varied and was not known throughout the entire length of the project. The
extra work to cut, remove and dispose of the extra asphalt was covered in one (1)
contract change order.
The following reflects the change order associated with the project:

Staff recommends that the City Council accept all work performed by Downing
Construction, Inc. as complete and authorize the final payment to be made in
accordance with the contract documents, subject to retention of $22,811.86. This
amount reflects the original contract amount of $223,287 plus one (1) contract change
order for $4,831.56 or 2.2% above the original contract amount for a total contract
amount of $228,118.56.
ENVIRONMENTAL IMPACT
This project consists of minor alteration of an existing public utility system with no
expansion of the system and therefore qualifies as a Class 1 categorical exemption per
15301 (b) of the California Environmental Quality Act.
FISCAL IMPACT
Funds in the amount of $320,000 have been budgeted as a part of the 2010-11 Capital
Improvement Program for the Transmission Main Extension on Colorado Street Project.
RECOMMENDATION
1. Accept all work performed by Downing Construction, Inc. for the Water
Transmission Main Extension on Colorado Street project as complete.
2. Authorize final payment to be made in accordance with the contract
documents, subject to retention of$22,811.86.
