HomeMy WebLinkAboutItem 4c: La Salle High School Proposal for Improvements to Orange Grove Tennis Courts itity STAFF REPORT Recreation and Community Services Department DATE: December 6, 2011 TO: Mayor and City Council FROM: Sara Somogyi, Recreation & Community Services Director' Prepared by: Ryan Wright, Recreation & Community Services Assistant Director(k) SUBJECT: La Salle High School Proposal for Improvements to Orange Grove Tennis Courts Recommendation: Approve SUMMARY La Salle High School in Pasadena has secured bids to resurface the Orange Grove Park tennis courts, repair concrete cracks, re-line the court, and replace windscreens along the chain link fencing. In exchange, La Salle High School has requested use of the facility on an annual basis from 2:30-5:30pm each Monday through Thursday afternoon, from the beginning of September until the beginning of November. This item was presented to the Recreation & Parks Commission at the November 9th meeting. Since that meeting staff has been informed that La Salle High School intended to request annual use of the tennis courts from September through April, not only September through November. This was the intended request to allow for use by both the girls and boys teams, yet inaccurate in the original proposal. Staff does not anticipate any schedule conflicts for this request, as well as the original request, based on past experience. It is recommended City Council accept the proposal and subsequent improvements, subject to the conditions of this report. DISCUSSION La Salle High School in Pasadena has been utilizing the Orange Grove Park tennis courts in Arcadia for over the past ten years. This location serves as the home site for both girls and boys practices and games, while not creating any conflicts with general public use or contract classes. Over the years, La Salle High School has recognized some areas of potential improvements to the facility and submitted a proposal to improve the tennis court amenities. La Salle High School provided the Recreation & Parks Commission a written request to complete the contracted improvements at their own expense without any cost to the City. The proposals from two contractors include bids to clean the courts, repair cracks, apply a textured coat of course surfacing, paint while lines, install new 9' high mesh screen to the chain link fence perimeter. In return, La Salle High School has requested assurance the tennis courts will be allocated to the program in future seasons on Mondays through Thursdays from 2:30- 5:30pm, from the beginning of September until the beginning of November. The Recreation & Parks Commission discussed the item and made a motion to approve the request, while not granting a right of possession or ownership and requiring the program must go through the same annual process and procedure with regards to the facility allocation and pay whatever fees may ultimately be adopted. This motion was unanimously accepted 4-0. Staff has discussed these conditions with the high school and the school wishes to continue with the proposal with the aforementioned motion The City's contracted tennis program does not utilize Orange Grove Park tennis courts in the spring; therefore all schedule conflicts could be avoided during this time of proposed work. Staff anticipates a five to seven day period of time to complete the improvements which could be completed in late December or early January. FISCAL IMPACT, There will be no fiscal impact to the City of Arcadia since the contract will be entered into by La Salle High School with the contractors completing the proposed work. The City will require a written agreement from La Salle High School outlining the proposed work, the project timeline, insurance requirements, and business license requirements. The City will provide oversight of the project including review of plans and approval of completed work. RECOMMENDATION Approve the La Salle High School proposal for improvements towards the Orange Grove Park tennis courts improvements in the amount of approximately $20,000.
