AN ORDINANCE OF THE. CITY COUNCIL OF 'l'HE CITY OF ARCADIA
ADDING CERTAIN EMPLOYMENTS OF SAID CITY TO THE COMPETITIVE SERVICE
OF SAID CITY.
THE CITY COUNCIL. OF THE CITI OF ARCADIA DOES ORDAIN AS
. FOLLO\/S:
SECTION I. Pu):'sua'nt to the author1,ty gl'anted to the
legislative body of any city within the State of California, under
the provisions. of Chapter 48, Statute,s 1935, as amended by Chapters
134, 623 and. 1101 of Statutes of 1939, there is hereby added to the
. "
c'ompetitive .service of the City. of Arcadia, ;in-addition to' the .de,part-
ments,. appointive officers and employees of said City, placed there-
under by Ordinance No. ~, adopted thel5th day of March, 1940, and
Ordinance No. ,438, a9.opted the 2i3th da7 of' jun~', 1940, the. follOWing
employments; to-wit:
All waged employments of the Cny of Arcadia, the earnings.
of wl1tch are .computedon a daily or hourly basis.
SECTION 2. All such employments shall be subject to and
governed by the provisions of Ordinance No. 431 of said City of Arcadia,
creut:i.ngthe personnel 'syst~m,. exc~pt as her:'einafter provided. .
SECTION 3. The Personne~ Board or the Personnel Clerk shall not
esto.blishany,.minimum or maximum age limits for any competitive service
examination, nor shall age be considered to be a minimum qualification
for any City, employment in the competitive service,' except as provided
in Section '6 of Ordinance No. 431 of the City of Arcadia, for quali-
fication as to education and age of applicants. for position.s in the
Police Dep~rtment and the Fire Department of said City. 'Any person
possessing all the minimum qualifications for the position shall be
eligible to take any civil service examination regardless of his age,

and neither the Personnel Board nor the Personnel Clerk nor the City
Council shall adopt-:any rule, either written or un\'iritten prohibiting
the employment of any perso;n. 'in any, City employment who is otherwise
qualified therefor, solely because of his age, except as provided in
said Ordinance No. 431 f'oremployment of City Policemen or City' Firemen.

SECTION 4. The req1,l.irement contained in Section '6 of said
Ordinance No. 431, that ant applicant'for ~ny of .theclasses of positions
shall have an education equal to that represented by completion of the
twelfth grade shall apply.to employment in the.Police'Department and
Fire Department of said ,City only, such education shall not be a
mandatory requirement for any competitive service examination'or
application ~or any other' employment of said City, the earnings of which
are computed on a daily or hOurly basis. but such minimum standards and
quaiifications for each class of positions, as to education, as by this
Council deemed proper shall be adopted.
SECTION 5. . All empioy'ees of the City of Arcadia, employed
,
upon an hourly or daily basis upon the .effective date of this Ordinance,
whose status is affected by this Ordinance, shall be deemed to hold their
respective employments. under, temporary appointment as permitted in
SectiOn 7 of Ordinance No. 431 of, said City, and such employees shall not
be 'entitled to assume.permar+ent status in the competitive service except
through competitive examination and reemployment fr~m appropriate
eligibility lists by the appointin8power under the provisions of
Ordinance No. 431 of said City.
SECTION 6. The City Clerk shall certify to the adoption of
this Ordinance and prior to the expiration of fifteen (15) days from
the pas sage .thereof, sha11 cause the same to be 'Published once in the
Arcadia Tribune and Arcadia News, a newspaper of.general circulation,
published and circulated in the City of Arcadia,: and thirty (30) days from
and after the final passage thereof said Ordinance shall take effect and
be in force.
