ORDINANCE NO. 365.
AN ORDnANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA
AMENDING ORDINANCE NO. 126 KNOWN AND DESIGNATED AS THE PLUMBING
ORDINANCE OF THE CITY OF ARCADIA BY ADDING THERETO SECTIONS 7-A,
7-B AND 7-C AND PROHIBITING CESSPOOLS IN A CERTAIN AREA OF THE CITY
OF ARCADIA.
THE CI'l'Y' COUNCIL OF THE CITY OF ARCADIA DOES ORDAIN AS
FOLLOWS:
SECTION 1:
That Ordinance No. 126 of the City of Arcadia
known as the Plumbing Ordinance is hereby amended by adding thereto
Sections 7-A, 7-B and 7-C, to read as follows:
SECTION 7-A:
That it shall be unlawful for any person,
firm or corporation to build, lay, erect, construct, maintain, use
or permit or cause to be maintained any privy, toilet, latrine or
cesspool on any premises within the area of land bounded and de-
scribed as follows:
All that territory within the following described exterior
boundary line:
Beginning at the intersection of the Easterly line of
Michillinda Avenue with the Easterly prolongation of the center
line of CalifornJa Street, in the Michillinda Tract, as per map
recorded in Book 21, pages 14 and l5 of Maps, records of Los Angeles
County, thenc,e Nor1;heaster1y in a direct line to the Northwesterly
corner of Lot 5, TI'act No. 949, as per map recorded in Book 17, Page
l3 of Maps, Records of said County; thence along a direct line to the
intersection of thE. center line of Santa Anita Avenue and Forest
Avenue, Tract No. 'i'820, as per map recorded in Book 83, Page 30 of
Maps, Records of se.id County, to the intersection of said line with
the Southwesterly l.1ne of the right of way of the Atchison, Topeka
and Santa Fe Railway; thence Northwesterly and Westerly along the,
said Atchison, Topeka and Santa Fe Railway right of way to the
Easterly line of Michillinda Avenue, thence Southerly along the said
Easterly line to the place of beginning.
SECTION 7-B:
It shall be unlawful for any person, firm or

corporation to bulld, lay, construct, use or permit a septic tank
in the City of Arc:adia without first obtaining a permit from the
Plumbing Inspector of the City of Arcadia.
Any person, firm or corporation desiring a permit to put
in a septic tank In the City of Arcadia shall first make an appli-
cation, to, be in v;'riting, to the Plumbing Inspector of the City of
Arcadia. The application shall contain a full description of the
septic tank ana le,e.cliing system or any other drainage system, and
the Plumbing Inspector shall charge Two Dollars ($2.00) for issuing
said permit.
SECTION 7-C:, Each septic tank shall have a capacity.of
not less than ninety (90) cubic feet for not to exceed two water

closets discharging into the septic tank and shall have an ad-
ditional capacity of not less than ten (lO) cubic feet for each
additional water closet in excess of two water closets discharging
into the septic tank.
Each sep,tic tank shall be constructed of re-inforced con-
crete not less than four (4) inches in thickness, or of plain con-
crete not less than five (5) inches in thickness for the walls and
bottom of any such tank.
No septic tank shall be built nearer than four (4) feet
to any boundary line of the lot on which it is located or closer
than five (5) feet to any building used as a dwelling. All septic
tanks shall be constructed of at least two (2) compartments and all
compartments and b~Lffle. plates shall be constructed of concrete.
In the at'ea described in Section 7-A of this Ordinance,
each septic tank shall discharge into a drainage leaching system
of sufficient length and capacity to properly take care of the
run off for each building served by the septic tank. Leaching and
drainage systems sball be at least two (2) feet under the ground.
Surface drainage and rainwater leaders will not be permitted.
SECTION 2: This Ordinance is declared to be an emer~
gency measure for the preservation of the public health, safety and

convenience and tlm facts constituting such necessity are as follows:
That in the area of land described in Section 7-A of this
Ordinance, which land lies behind what is known as the Raymond Dyke
Basins, the Raymond Dyke constitutes a barrier and the drainage from
the San Gabriel Mcmntains percolates under the ground and forms a
reservoir behind the Raymond Dyke., In some places near the lake on
the Baldwin Ranch and other areas, the water level is high and cess-
pools dug to a depth of eighteen (18) feet and less come in contact
with the water, QD,d if cesspools are permitted the watsr will be
polluted and unfit for human consumption. Building is being held
up, permits are not being issued and sanitary engineers have been
trying to work out a system of sanitation for this particular area
and it is therefore necessary that this Ordinance take effect im-
mediately.
SECTION 3: The City Clerk shall certify to the adoption
of this Ordinance and shall cause the same to be published once in
the Arcadia Tribunt~, a daily newspaper published and circulated in
said City of Arcadia, and thereafter the same shall take effect and
be in force.
