AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA
REGULATING THE LOCATION, ERECTION, MAINTENANCE AND CONDUCT OF AUTO
TRAILER CAMPS, AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF.
THE CITY COUNCIL OF THE CITY OF AR<:ADIA DOES ORDAIN AS
FO ILOWS:
SECTION I:
DEFINITIONS.
For the purposes of this
Ordinance, certain terms used herein are defined as follows: All
words used in the present tense shall include the future; all words
in the plural number shall include the singular number, and all words
in the singular shall include the plural number unless otherwise
clearly indicated in the context. Any gender shall include the
other genders.
A. "Person" means natural person, firm, association or cor-
poration.
B. "Auto Tr,ailer" means any "camp car", "camp trailer";
"building or othe:I' structure" used for living or sleeping purposes
and equipped with wheels or other means to facilitate movement from
place to place, and automobiles and automobile trucks, when used
for living or sleeping purposes.
C. "Auto Trailer Camp" means any lot, parcel of land or any
place used or intended to be used for the accommodation of two or
more auto trailer:3, whether for compensation or no compensation.
D. "Trailer Unit" means a plot of land in an auto tra1ler
camp used or intended to be used for the accommodation of not more
than one (l) auto trailer and not more than one (l) automobile
which is not an mlto trailer.
E. "Family" is one person living alone or a group of two or
more persons liviI~ together in an auto trailer whether related to
each other or not..
F. "Tent Camp" means any lot, parcel of land or any place
used or intended 1;0 be used for the erection of two or more tents,
used or intended t;o be used for living or sleeping purposes. It

shall be unlawful for any person to permit, allow, consent to,
conduct, manage or control any tent camp within the City of Arcadia.
G. It shall be unlawfUl for any person to erect or put up any
tent in any tent camp as defined in this Ordinance. It shall be
unlawfUl for any person to live in, sleep in, occupy, maintain, keep,
or permit any tent to be used for living or sleeping purposes in any
tent camp as defined in this Ordinance.
H. "Squatte:r" is a person who settles, occupies or locates on
land enclosed or unenclosed with no bona fide claim or color of
title or without 'the expressed consent of the owner of the land or
persons legally in charge of the land.
I. "Squatter Camp" is an area of land occupied by two or more
squatters. It shall be unlawful for any person to conduct, manage,
permit, allow, or occupy any squatter camp for living or sleeping
purposes.
J. "Camp S~ver" means a sewer for auto trailer camps as pro-
vided in this Ordinance.
SECTION B: TRAILERS ON PRIVATE PROPERTY.
(a) It shall be unlawful for any person to place, keep or
maintain any auto trailer on any land within the City of Arcadia
without the writtEln permission of the owner of such land.
(b) No person shall allow, suffer, permit, keep or maintain
any auto trailer in any part of the City of Arcadia for a period of
time exceeding tWE>nty-four (24) hours, except in an auto trailer
camp for which a permit has been issued by the Building Inspector,
authorizing an auto trailer camp to be conducted thereon and thereat.
SECTION 3: ZONING REQUIREMENTS.
(a) Subject to the provisions of this Ordinance, auto trailer
camps may be established and maintained in Zones E, F and Gunder
the present Ordinance and Zones C-2, M-l and M-2 under the proposed
new zoning ordinance as such zones are or may be established by any
comprehensive zoning ordinance which has been or may be adopted by
the legislative body of the City of Arcadia.

(b) Permits issued for auto trailer camps by the Department of
Building shall expi:re one year from the date of issue unless renewed
as provided in this Section. If the auto trailer camp is to be main-
tained for a period longer than one year a renewal of the permit there-
for shall be obtained from ,the Department of Building. Such renewal
shall be for a period not exceeding one (1) year and shall be applied
for not less than fIfteen (15) days prior to the date of expiration of
said permit.
(c) Any person desiring a permit for an auto trailer camp shall
file an application therefor with the Building Inspector on a form to
be furnished by said Building Inspector. Said application shall give
the location by street number and legal description of the property on
which such auto trailer camp is to be established and maintained, the
dimensions of said property, the number of units in said camp and such
other information all the Building Inspector may reasonably require.
A plot plan in dupUcate of said property shall be filed by applicant
with his application, drawn to a scale of not less than one-eighth
(l!eth) of an inch per foot, showing the location and dimension of all
the units, roads, buildings, cesspool, septic tank or sewer connections,
water connections, electric outlets, baths, toilets and other essential
requirements of this: Ordinance.
(d) Where nc. work is done under a permit within ninety (90) days
of its issuance it shall become null and void.
(e) Permits issued under the terms of this Ordinance convey no
right to erect any building or to do any plumbing work or to do any
electrical work. Regular building, plumbing, electrical or other
permits, as required by the provisions of the ordinances of this City,
shall be secured for all suCh work.
(f) Permits may be revoked by the City Council for violation
of the provisions of this Ordinance, or if said auto trailer camp is
maintained in an unsanitary or unsafe manner or in a manner such as
to create a nuisance, or is maintained in such a manner as to be
detrimental to the h~alth of any person.

SECTION 4:
FEES.
(a) Each application for a permit to establish an auto trailer
camp shall be accompanied by a fee in the amount of Five Dollars and
Fifty Cents ($5.50) for each trailer unit therein. Each application
for the annual renewal of such permit shall be accompanied by a fee
of Five Dollars ($5.00) for each trailer Unit thereon.
(b) The Building Inspector shall cause an accurate account
to be kept of all fees collected under the terms of this Ordinance,
which account shall show the date of collection, by whom paid, the
address for which such payment is made and the amount of each such
fee. He shall cause all fees collected hereunder to be transferred
to the City Treasurer daily.

(c) Where no work has been done and no work is to be done, the
Ci ty Council may rllfund not more than ninety (90) per cent of the
fee paid therefor pursuant to written application, upon forms to be
furnished by the Building Inspector, which shall be signed by the
permit holder and filed with said Inspector; providing, that a
written claim for the refund is filed within six (6) months from the
date payment was made; otherwise no refund will be allowed.
SECTION 5:
SUPERVISION.
(a) The owner or operator of every auto trailer camp, before
allowing any auto trailers therein, shall file with the Chief of
Police, Health Officer and Building Inspector, the name of the person
who will be in continuous responsible' charge of said camp, and who is
authorized to act for him. Any change in such person in charge shall
be immediately repoI'ted to the above mentioned officers.
(b) In every s~to trailer camp there shall be an office building
in which shall be located the office of the person in charge of said
camp. The camp register shall at all times be kept in said office.
(c) It shall be the duty of the owner, operator or person in
charge of any auto t:I'ailer camp
(1) To kel3p at all times a register of all persons staying

in his camp, which :register shall at all times be open to the officers
of the City of Arcadia. Said register shall record the names and home
addresses of all persons staying in said auto trailer camp, the date
of their arrival, date of their departure, the number of and state in
which the driver's license of such persons was issued, the license
number of all auto trailers and automobiles in said camp, the name of
the state or countr;r in which they are registered, the trailer unit on
which each is located and the place at which the last overnight stop
was made.
(2) To mnintain said camp in a clean, orderly and sanitary
condition at all tiE1BS;
(3) To allow no more than one auto trailer and one auto-
mobile on anyone tI'ailer unit at anyone time;
(4) To require that all such auto trailers and automobiles
are located on their respective trailer units as required by the terms
of this Ordinance;
(5) To require all toilets in every auto trailer in said
camp to be connected. with a cesspool, septic tank or sewer or in case
any such toilet is so constructed that it cannot be so connected, to
require it to be sealed so that it cannot be used during the total time
it shall remain in said camp;
(6) To require every sink and every lavatory in any auto
trailer in said camp to be connected with a cesspool, septic tank or
sewer during its entire stay in said camp;
(7) To see that all required lights are kept lighted as -
provided for in this Ordinance;
(8) To se':l that all garbage is drained and wrapped in
paper and deposited In the garbage cans required by Section (7-i) of
this Ordinance and to see that all such garbage cans are COllected,
cleaned and redistributed as required by said Section 7 (1);
(9) Not tc> permit any domestic animal in said camp unless
said animal is kept on a leash or is confined in an adequate enclo-
sure;

(lO) Tel report promptly to the proper authorities any vio-
lations of law which may come to his attention;
(ll) To see that no person overstays his legal limit of
residence in said camp; and
(12) To post in a waterproof holder in a conspicuous place
in each trailer unit a copy of this subsection and Section 18 of this
Ordinance.
SECTION (;: LAYOUT.
(a) Every auto trailer camp shall have access to a public street
either by abutting directly on such street or by means of a private
road not less than twenty (20) feet wide. Along one side of such
private road for its full length, shall be a walkway not less than
three (3) feet wide and raised six (6) inches above said roadway.
Such roadway from the street line in and every road required by the
terms of this Ordinance within any auto trailer Cflmp shall be paved
as set forth in Ordinance No. 307 as amended, of the City of Arcadia.
(b) Roadways not less than eighteen (18) feet wide shall be pro-
vided in every auto trailer camp so located that each and every
trailer unit shall have direct access thereto.
(c) The entire area of every auto trailer camp, exclusive of
roadways, well maintained lawns and planted areas, shall be thoroughly
graveled or paved.
(d) Every auto trailer camp shall be surrounded on all sides,
except those sides directly abutting on a public street, with a fence
not less than six (6) feet high constructed and maintained so as effec-
tively to prevent the passage of persons. There shall be no opening or
gate in such fence except with the written approval of the owner of the
immediately adjoining land, which approval shall be filed with the
Building Inspector.
(e) Each trailer unit in every auto trailer camp shall contain not
less than eight hundr'3d (800) square feet of ground and shall be not less
than twenty-five (25) feet in minimum width measured at right angles to
the side lines thereof. The boundary lines of every trailer unit shall
be plainly and permanently marked, or otherwise indicated.

(f) The setbacks established by any setback ordinance or any such
ordinance which may hereafter be adopted by the City of Arcadia shall
apply equally to trailer units and to buildings of the same outside
dimensions.
(g) There shall be not less than five (5) feet between any part
of an auto trailer and any boundary line of the trailer unit on which
it is located.
(h) No auto trailer or automobile parked on any trailer unit
shall extend beyond the boundaries of said unit.
SECTION 7:
SANITATION.
(a) On each and every trailer unit there shall be a connection
to a camp sewer consisting of cesspools or septic tanks arranged so
that the sanitary fixtures in any auto trailer may be readily con-
nected thereto. Immediately after being placed on a trailer unit,
every auto trailer shall have all its sanitary fixtures connected to
said sewer or sealed so that they cannot be used. Every such con-

(b) On each trailer unit there shall be an ample supply of water
from the City water service for the use of the occupants thereof.
There shall be two outlets on such service, both of which shall be
adapted for hose connection.
(c) In every auto trailer camp there shall be provided not less
than one public toilet for each sex for every five (5) trailer units
or fraction thereof. In addition thereto there shall be one urinal
for every five (5) trailer units. All toilet and urinal rooms shall

~~~ tered with Portland cement plaster with a polished steel trowel finish.
AIl'corners shall b.3 rounded with a fillet of not less than one-half
(l!2) inch radius. Walls and floors may be finished in non-absorbent
tile in lieu of the cement finish specified above.
(d) In every ro~to trailer camp there shall be provided one (1)
bath tub or stall shower for each sex for every five (5) trailer units

or fraction thereof. All such baths shall be provided at all times
with an ample supply of hot and cold water. Bath rooms shall be con-
structed as spec1.fied for toilet rooms in subsection (c) of this
Section.
(e) In every' auto trailer camp there shall be provided not less
than one (1) double compartment laundry tray and one (l) lavatory for
every five (5) trailer units, and all such fixtures shall be at all
times provided with an ample supply of hot and cold water. All such
fixtures shall be installed in rooms constructed as specified for
toilet rooms in subsection (c) of this Section. All bath rooms shall
be supplied with adequate heating equipment maintained in proper
operating condition.
(f) In every auto trailer camp there shall be provided not less
than one (l) sink and one (l) slop sink for every five (5) trailer
units, and such fixtures shall be supplied with an adequate supply
of hot and cold water.
(g) No trailer unit shall be more than two hundred (200) feet
from any of the sEmitary fixtures required by this Section to serve
said trailer unit.
(h) Under and around every laundry tray sink, lavatory and slop
sink there shall be a concrete or tile floor and such floor shall ex-
tend three (3) feet in all directions beyond such fixtures.
(i) Every trailer unit shall be provided with an adequate number
of covered metal water tight and fly tight garbage cans. Such gar-
bage cans shall be kept on a concrete pavement not less than three
(3) square feet ani four (4) inches thick, with a smooth troweled
top. In every auto trailer camp all such garbage cans shall be col-
lected at one convenient place prior to garbage collection time on
each day on which garbage is collected in that district. Garbage
shall be collected at least every other day and removed from the
premises. Immediately after the garbage has been collected all such
cans shall be carefully cleaned and returned to their respective
trailer units.

(3) Every aut., trailer camp shall be provided with a masonry in-
cinerator of a size suitable to handle the combustible wastes of said

camp and located as directed by the Chief of the Fire Department of
the City of Arcadia.
(k) In every auto trailer camp where automobiles or trailers are
washed or are to be washed, there shall be installed a wash rack and
no such washing shall be done except on such wash rack. All such wash
racks shall be pavEld with a continuous concrete floor slab not less
than fifteen (15) feet by twenty-five (25) feet by four (4) inches
thick and all part~1 thereof shall slope toward a drain so connected as
to dispose of all waste water without nuisance or creation of an un-
sani tary condition.,
SECTION 8:
LIGHTING.
(a) Every required roadway in any auto trailer camp shall be
lighted from one-half (l/Z) hour after sunset of every day to one-half
(l/Z) hour before sunrise of the succeeding day. The lighting equip-
ment shall be such that there will be not less than one-half (l/Z)
watt for each and every square foot of roadway surface. Individual
lamps for such lighting shall be so located that the maximum distance
between them does not exceed one hundred (100) feet.
(b) Every public toilet and every public urinal room shall be
lighted from one-half (l/Z) hour after sunset of each day until one-
half (l/Z) hour before sunrise of the succeeding day. Such lighting
shall be provided in an amount not less than one-half (l/Z) watt per
square foot of floo:r area in any such room. Every public bath,
laundry tray, sink and slop sink shall be supplied with lights which
may be turned on by the person using such room.
SECTION 9:.
ELECTRICAL CONNECTIONS.
(a) Every trailer unit shall be furnished with an electric ser-
vice outlet. Said outlet shall be equipped with an externally operated
switch, a fuse of not less than thirty (30) amperes capacity and a
heavy duty outlet re.ceptacle and shall be supplied with current from a
supply circuit.

(b) All electrical work in every auto trailer camp shall comply
in all respects with the requirements of the Electrical Code of the
C1ty of Arcadia ani with the various rules and regulations of the in-
dustrial Accident Commission of the State of California.
SECTION 10: COMPLIANCE WITH PLUMBING ORDINANCE.
In every auto trailer camp all plumbing work shall comply
with the requirements of the Plumbing Ordinance of the City of Arcadia.
SECTION II: BUILDINGS, COMPLIANCE WITH LAW.
In every auto trailer camp all buildings and structures other
than auto trailers shall comply with the Building Code of the City of
Arcadia and with the State Housing Act of the State of California
where its requirements are applicable.
SECTION l:~: EFFECT OF ZONING ORDINANCE.
Nothing ill this Ordinance shall be deemed to prohibit the
erection and maintElnance in any auto trailer camp of any building or
structure which is permissible under the terms of the Zoning Ordinance
of the City of Arc!ldia for the zone in which said auto trailer camp or
part thereof is loc:ated.
SECTION IS: FIRE PROTECTION.
(a) Every aut;o trailer camp shall be provided with one (I) or
more standpipes not less than one and one-half (Ii) inches in diameter,
and such standpipes shall be provided with one and one-half (Ii) inch
fire hose of such lengths that every part of such auto trailer camp
may be reached therewith and each such hose shall be equipped with a
standard nozzle. All such hose shall be kept on a reel or rack, pro-
tected from the weather and shall be used for no purpose other than
fire protection.
(b) Every auto trailer camp shall be provided with not less than
two (2) acid and soda two and one-half (2!) gallon fire extinguishers
located as directed by the Chief of the Fire Department of the City of
Arcadia.

SECTION 14:
REINSPECTIONS.
Before issuing a renewal of any permit as provided for in
Section 3 (b) hereof, the Department of Building shall make a re-
inspection of the buildings, structures, electrical equipment and
plumbing of any au,to trailer camp and no such renewal shall be
issued by said Department unless and until any defects or violations
of law found therein have been corrected.
SECTION 15:
LIMIT OF STAY.
It shall be unlawful for any person to live for more than
three (3) months in any period of six (6) months in any auto trailer
camp, or for any person in charge of an auto trailer camp to allow any
person so to do or to allow any auto trailer to remain in such auto
trailer camp for more than three (3) months in any period of six (6)
months.
SECTION l6: STORAGE OF TRAILER BY OWNER.
Nothing in this Ordinance shall be deemed to prohibit the
storage of any auto trailer on the home premises of its owner for any
length of time when not used for living or sleeping purposes.
SECTION 17: It shall be unlawful for any person to violate
any provision or to fail to comply with any requirement of this
OrdinlUlce. Any person violating any of the provisions of this Ordi-
nance or failing to comply with any of its provisions shall be guilty
of a misdemeanor and upon conviction thereof shall be punishable by
a fine not to exceed three hundred dollars ($300.00), or by imprison-
ment in the City Jail for a period of not to exceed three (3) months,
or by both such fine and imprisonment. Each such person shall be
guilty of a separate offense for each and every day during any portion
of which a violation of any provisions of this Ordinance is committed,
continued or permitted by such person. In addition to the penalties
hereinabove provided, any condition caused or permitted to exist in
violation of any of the provisions of this Ordinance shall be deemed a

public nuisance, and may be summarily abated as such by the officers
of said City of Arcadia.
SECTION 18:
If any section, sub-section, sentence, clause,
phrase or portion of this Ordinance is for any reason held invalid or
unconstitutional by any court of competent jurisdiction, such holding
shall not affect the validity of the remaining portions thereof. The
City Council of the City of Arcadia hereby declares that it would have
passed this Ordinance and each section, subsection, sentence, clause,
phrase or portion thereof, irrespective of the fact that ijny one or
more sections, subsections, sentences, clauses, phrases or portions
thereof be declared invalid or unconstitutional.
SECTION 19:
The City Clerk shall certify to the adoption of
this Ordinance and shall cause the same to be published once in the
Arcadia Tribune a 'daily newspaper of general circulation published
and circulated in the ~ity of Arcadia and thirty (SO) days from and
after final passage thereof the same shall take effect and be in force.

ducted thereon and thereat.
SECTION 3: ZONING REQUIRE-
MENTS,
(a) Subject to the provisions of
this Ordinance, au-to trailer camps
may be establ1shed and maintained
in Zones E, F. and G under the
present Ordinance and Zones 0.2.
M-I and M-2 under the proposed
new zoning ordinance as such zones
are or may be established by any
comprehensive zoning orcUnancp:
which has been or may be adopted.

(b) Pennits isSued for auto trailer
camps by the Department of BuUd-
Ing sha.1l expire one year from the
date of is.sue unless renewed as pro-

trailer camp is to be maintained :for

renewal of the permit therefor sha.ll
be obtained from the Department of
Building. Such renewal shall be for
a period not exceeding one (1) year
and shall be applied for not less
than fifteen (15) days prior to the
date of expiration of said penn1t.
(c) Any person desiring a permit
tor an auto tra.iler camp shall file
an application therefor with the
Bunding Inspector on a form to be
furnished by said Building Inspect-
or. said application shall give the
location by street numher antI legal
description of the property on which
such auto traUer camp is to be es-
tablished and maintained, the di-
mensions of said property. the num-
ber of units In said camp and such
other information as the Bund.lng
Irupector may reasonably require.
A plot plan in dupl1cate of said
property shall be filed by appUcan t
with his application. drawn to a
SCRIp. of not less than one-eighth
(%:th) of an inch per foot, show-
ing the looatton and dimension of
all the units. roads, buildings, cess-
pool, septic tank or sewer connec-
tions. water connections, electr1.c
outlets, baths, toilets and other es-
sential requirements of this Ordi-
nance.
(d) Where no work Is done under
a pennlt within ninety (90) days of
its issuance it shall become nulI and
void.
(e) Pennlts Issued under the
terms of this Ordinance convey no
right to erect any building or to do
any plumbing work or to do any
electrIcal work. Regular building,
plumbing, electrical-or other per-
mits, as requiTed by .the provisions
of the ordinances of this City, shaH
be secured for all such work.
(f) Permits may. be. revoked by
the City council tor. violation of
the provisions' of'thtS Ordinance, or
if saId auto traUer camp Is main-
tained In an unsanitary or unsafe
manner or In a manner such as to
create a nuisance, or is maintained
in such a manner as to be detri-
mental to the health of any per-

BECTION 4: FEES,
(a) Each appl1cat1on for a pennlt
to establish an auto trailer camp
shall be accompanied by a fee In
the amount of Five Dollars and
Fifty Cents ($5.50) for eaoh trailer
unit therein. Each applica.tion for
the annual renewal of such permit
shall be accompanied by a fee of
Five Dallal'S ($5.0()) for each traller
unlf; thereon.

SEOTION 5: SUPERVISION,
(a) The owner or operator of ev-
ery auto traller camp. before allow-
ing any auto trailers therein, shall
file wi-bh the Chief of Police, Health
Officer and Building Inspector,
the name of the person who will be
in continuous responsible charge of
said camp. and who is authorized
to act for him. Any change in such
person in oharge shall be inuned.

all times be kept in said office.
(c) It shall be the duty of the
owner, operator or person in charge
of any auto trailer camp

ister at all persons staying in his
camp, which register shall at all
times be open to the officers of the
City of Arcadia. Said register shall
record the names and home ad-
dresses of all persons staying in said
auto trailer camp. the date of their
arrival, date of their departure, the
number of and 8te. te in which 1:.he
driver's license of such persons was
issued. the lIcense number of all
auto trallers and automo.biles in said
camp, the name of the State or
Country in which they are r.egis-
teredo the traHer unit on which each
18 loc.ated and the place at which
the last overnight stop was made:.
(2) To maintain said camp in a
clean. orderly and sanitary condi.
Uon at all times;
(3) To allow no more than one
auto trailer ano one automoblle on
anyone traller unit at anyone
time;
(4) To require that all such
auto trallers and automobiles are
located on their respective traDer
units as required by the terms of
this Ordinance:
(5) To require all tollets in every
auto trailer in said camp to be con-
nected with a cesspool, septic tank
or sewer or in case any such toilet
Is so constructed that it cannot be
so connected, to require it to be
sealed so that it cannot be used
during the total time It shall remain
in said camp;
(6) To require every sink and
every lavatory in any auto traUer
in said camp to be connected with
a cesspool, septic tank or sewer
during its entire stay in said
camp;
(7) To see that all required
lIghts are kept lighted as provided
for in this Ordinance;
(8) To see that all garbage Is
drained and wrapped in paper and
deposited in the garbage c.a.ns re-

SECTION 6: LAYOUT,
(a) Every auto trailer camp shall
have access to a public street either
by abutting directly on such street
or by means at a private road not
less than twenty (20) feet wide.
Along one side of such private road
for its full length, shall be a walk-
way not less than _three (3) feet
wide and raised six (6) inches above
said roadway. Such roadway from
the street line in and every road
required by the terms of this OrdJ.

(b) Roadways not less than

provided in every auto trailer camp
so located that each and every
traUer unit shall have direct access
thereto.

trailer camp. exclusive of roadways.

(d) Every auto trailer camp shall
be surrounded on all sides. except
those sides directly a.butting on a
public street. with a fence not less
than six (6) feet hIgh constructed

There shall be no opening or gate
in such fence except with the writ-
ten approval of the owner of the

(f) The setbacks established by
any setback ordinance or any such
ordinance which may hereafter be
adopted by the Olty of Arcadia shall
apply equally to traner units and to
buildings of the same outside dl.

(g) There shall be not aess than

auto trailer and any boWldary line
of the traUer unit on which it is
located.
(h) No a.uto trailer or automobile
parked on any tral1er unit shall ex-
tend beyond the boundaries of said
unit.
SECTION 7: SANITATION,
(a) On each and every traller unit
there shall be a connection to a
earn p sewer consisting of cesspools
or septic tanks arranged so that
the sanitary fixtures in any auto
trailer may be readily connected
thereto. Immediately after being
placed on a traller unit, every auto
trailer shall have all Its sanitary

sealed so that they cannot be used.
Every such connection shall be by
means of a rigid pipe. Hose con.
nectlons are not Dermissible.
(b) On each trailer unit there
shall be an ample supply of water
from the City water service for
the use at the occupants thereof.
There shall be two outlets on such
servi-ce, both of which shall be
adapted for hose connection.
(e) In every auto trailer camp
thEre shall be provided not less
than one public toHet for each sex
for every five (5) trailer units or
fraction thereof. In addition there-
to there shall be one urinal for
every five (5) traller nnlts. All
toUet and urinal rooms shall have
hard smooth finished cement floors
and shall have walls plastered with
Portland cement plaster with a
polished steel trowel tlnlsh. All eOf-
ners shall be rounded with a fillet
of not less than one-half (1h) inch
radius. Walls and fioors may be
nnished in non-ebsorbent tile in
lieu of the cement finish specified
above.
(d) In every auto trailer <:amp
there shall be provld'Ed one (1) bath
tub or sta..:! shower for each sex
for every five (5) trailer units or
fraction thereof. All such -baths
shall be provided at all times with
an ample supply of hot and cold
water. Bath rooms shall be con.
structed as specJ11ed for toHet
rooms in subsection (c) of this
Section.
(e) In every auto traHer camp
there shall be provided not less than
one (1) double compartment laun-
dry tray and one (1) lavatory for
every five (5) traHer units, and all
such tixtures shall be at all times
provided with an ample supply of
hot an'd cold water. All such fixtures
shall be installed in rooms 0011.

an adequate supply of hot and cold
water.
(g) No trailer unit shall be more
than two humlred (200) .:feet from
any of the sanitary fixtures 'required
by this Section to serve said trailer
unit,
(h) Under and around every laun-
'dry tray sink. lavatory and slop
sink there shall be a concrete or t1le
floor and such floor shall extend
three (3) feet in all directions be-
yond such fixtures.
(1) Every trailer unit shan be pro.
vIded with an adequate number of
COvered metal water tight and fiy
tight garbage cans. Such ga.rbage
cans shall ,be kept on a concrete
pavement not less than three (3)
square feet B.nd ;four (4) inches
thick, with a smooth troweled top.
In every auto trailer camp all such
garbage cans shall be collected at
one convenient place prior to gar-
bage collection time on each day on
which garbage Is collected in that
district. Garbage shall be collected
a t least every other day and re-
moved from the premises. Immed-
la.tely a.!ter the garbage has been
collected all such cans shall be
carefully cleaned and returned to
their respective trailer units.
(j) Every auto trailer camp shall
be provided with a masonry 1ncJn.

SECTION 11: BUILDINGS. COM..
PLIANCE WITH LAW,
In every auto trailer camp all
buHdings and structures other than
auto trailers shall comply with the
Building Code of the City of Arcadia
and with the State Housing Act of
the State of CalifornIa where its
requirements are applicable.
SECTION 12: ElFF'ECT OF ZON-
ING ORDINANCE,
Nothing in this Ordinance shall
be deemed to prohibl t the erection
and mlintenance in any auto
trailer camp of any building or
structure which is permissible un'der
the term.!; of the Zoning Ordinance
of the City of Arcadia for the zone
in which saId auto tn.Uer camp or
part thereof Is located.
SECTION 13: FIRE PROT&.iuON,

shaU be provided with one (1) or

(b) Every auto trailer camp shall
be pl'ovlded with not less than two
(2) acid and soda two and one-halt

the FIre Department of the City of

SECTION 14: REINSPECTIONS,
Before issuing a renewal of any
permit as provided for in Section 3
(b) hereof, the Department of
Building shall make a relnspectlon
ot the buildings, structures, electri-
cal equipment and plumblng of any
auto trailer camp and no such re-
newal shall be issued by said De-
partment unless and until any de-
fects or violations of law found
therein have been corrected.
SECTION 15: LIMIT OF STAY,
It shaH be unla w;ful for any per-
son to live for more than three
(3) months in any period of six
(6) months in any auto traller camp,
or for any person In charge of an
a.uto trailer camp to allow any per-
son SO to do or to aI'low any &Uta
trailer to remaIn In such auto
trailer camp for more than three (3)
months in any period of six (6)
months.
SECTION 16: STORAGE OF
TRAILER BY OWNER,
Nothing In this Ordinance shall
be .deemed to prohIbIt the stomge
of any auto trailer on the home
premises of Its owner for any
length of time when not used 10r
living or sleepIng purposes.
SECTION 17:
It shall be unlawful for any per-
son to violate any provisIon or to
fail to comply with any requIre-
ment of this Ordinance. Any person
violating any of the provisIons of
this OrdInance or famng to comply
with any of Its provisions shall be
guilty of a misdemeanor and upon
oonvIctlon thereof shall be punish-
able by 6. fine not to exceed
three hundred dollars ($300.00), or
by imprisonment in the City Jail
for a period of not .to exceed three
(3) months. or by both such fine and
shall be gu1lt.y of a separate often.se
tmprisonment. Each such person
for each and every day during any
portion of which a vIolation of any
provisIons of this OrdInance Is
committed, continUed or permitted
by such person. In addition to the
penaltles hereinabove provided, any
condition caused or permitted to
exist in violation of any of the pro-
visIons of this Ordinance shall be
deemed a public nuisance, and may
be sunun3rlly abated as such by the
ofticers of saId City of Arcadia.
SECTION 18:
It any section, sub-section. sen-
tence, clause, phrase or portion of
this Ordinance Is for any reason
held invalid or unconstitutional by
any court of competent Jurisdiction,
such holding shall not at.fect the
validIty of the remaining portions
thereof, The City Oouncll of the
CIty of Aroadla hereby d.eclares
that it would have passed th1a Or-
dInance and each sectlon, subsec-
tion, sentence, clause, phrase or
portion thereof, irrespective of the
fact that anyone or more sec-
tions. subsections, sentences,
