FOR THE WATER MAIN REPLACEMENT PROJECT AS COMPLETE AND AUTHORIZE THE FINAL PAYMENT TO BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS Recommendation: Approve SUMMARY On May 17, 2011, the City Council awarded a contract to Downing Construction, Inc. in the amount of $335,390 for the 2010 -11 Water Main Replacement Project. The terms and conditions of this project have been complied with and the work has been performed to staff's satisfaction for a total project cost of $343,203. This amount reflects the original contract amount of $335,390 plus contract change orders for additional work, totaling $7,813, or 2.33% of the original contract price. Staff recommends that the City Council accept all work performed by Downing Construction, Inc. as complete and authorize the final payment to be made in accordance with the contract documents, subject to retention of $34,320. DISCUSSION The 6 -inch cast iron water mains along Santa Maria Road and Louise Avenue were installed in the 1950's and City crews have frequently made emergency repairs to these locations due to the age and material of the pipe. The 2010 -11 Water Main Replacement project replaced the existing 6 -inch cast iron pipes with 8 -inch ductile iron pipes which lessen the potential for future water main breaks and improves water flow in the pipes. This improves the overall reliability of the City's water system in the event of a catastrophic event. The project also replaced under -sized fire hydrants and installed additional new fire hydrants to meet current fire protection requirements The final construction cost of the Project is $343,203. This amount reflects the original contract amount of $335,390 plus contract change orders for additional work, totaling Page 1 of 2 Mayor and City Council January 3, 2012 $7,813, or 2.33% of the original contract price. A summary of the items included in the change orders is as follows: Change Order Description of Change or Work Amount Additional asphalt work, cross gutter and spandrel, 1 and additional work due to unmarked utilities and $16,257.00 areas with thickened asphalt sections 2 Reduction in quantity of the installation of 2 -inch long side services and 8 -inch ductile iron pipe ($8,444.00) Total Change Order $7,813.00 The terms and conditions of this contract have been complied with and the work has been performed to staff's satisfaction. Staff recommends that the City Council accept all work performed by Downing Construction, Inc. as complete and authorize the final payment to be made in accordance with the contract documents, subject to retention of $34,320. ENVIRONMENTAL ANALYSIS: This project consists of the replacement and minor alteration of an existing utility system with no expansion of the system and therefore qualifies as a Class 2 categorical exemption per 15302 (c) of the California Environmental Quality Act. FISCAL IMPACT: Funds in the amount of $400,000 have been budgeted as part of the 2010 -11 Capital Improvement Program for the Water Main Replacement Project. RECOMMENDATION: 1. Accept all work performed by Downing Construction, Inc. for the Water Main Replacement Project as complete. 2. Authorize final payment to be made in accordance with the contract documents, subject to retention of $34,320.
