SERVICES AGREEMENT WITH IDMODELING FOR THE ORANGE
GROVE WATER FACILITY BLENDING MODEL IN THE AMOUNT OF
$21,219
Recommendation: Approve
SUMMARY
The Orange Grove facility consists of four (4) reservoirs built from 1920 to 1964 and
four (4) groundwater wells. Two (2) of the wells produce water that exceeds the
allowable water quality limits for nitrates and VOC's. A blend plan to reduce these levels
has been submitted to the California Department of Public Health (CDPH) with final
approval contingent on the condition that the City provide reasonable evidence to
demonstrate how the blending occurs within the facility, before being released to the
distribution system.
To ensure that the City is complying with terms and conditions of the CDPH, the Public
Works Services Department solicited proposals for the development of an analytical
water model for the Orange Grove water facility for the purpose of confirming the validity
of the City's approved Nitrate and VOC blend plan. Staff evaluated the proposals and
interviewed qualified firms and recommends that the City Council authorize the City
Manager to execute a professional services agreement with IDModeling for the Orange
Grove Water Facility Blending Model in the amount of $21,219.
BACKGROUND
The Orange Grove facility is a vital component of the City's water supply and distribution
system. It is the City's only source of supply from the Santa Anita Subarea of the
Raymond Groundwater Basin, as well as the source of stored water for Pressure Zone

3. Water is also pumped through the Orange Grove facility to pressure zones serving
residents in another Zone north of the Facility.
The Orange Grove facility, like most of the City's water facilities has evolved over the
years, seeing the addition and deletion of wells, reservoirs, pipes and pumps, which has
resulted in a complex piping system within the facility. Even though the City has been
able to verify to the CDPH that the Orange Grove Facility water quality meets all State
and Federal standards prior to leaving the facility and entering into the distribution
system, the CDPH has required, due to the complexity of the facility piping system, that
the City identify how the water moves through the facility and where blending actually
occurs.
Creating an analytical model (water model) of the Orange Grove Water Facility is the
most effective way to predict the flow and water quality blending that would occur at the
facility under a variety of operational situations and conditions. This will give the City's
Water System Operator the knowledge and assurance that proper blending is taking
place in the reservoirs and that the City is not in violation of the Blending Plan.
DISCUSSION
The City of Arcadia must comply with all of the terms and conditions of the CDPH.
Creating a water model of the Orange Gove Water Facility's pipes and valves will assist
City staff to ensure that the City is not violating the approved Nitrate and VOC blend
plan. The qualified firm will develop a water model specific to the Orange Grove Water
Facility, which accurately depicts all wells, reservoirs, pumps, pipes, and other
applicable appurtenances; the supply from the wells and from lower zones; the demand
on the facility from lower and upper zones; the flow movement of water through the
facility; and the dilution in nitrate and VOC concentration as the water is blended in the
pipes and reservoirs of the facility.
On October 5, 2011, Request for Proposals were sent to the various firms known to be
experts in water modeling. Five (5) proposals were received on November 1, 2011.
After staff reviewed the proposals for content and investigated the consultant's
background and recent projects for competency, three (3) firms were invited for
interviews on November 10, 2011. The results of the interviews are as follows:

In accordance with Arcadia Municipal Code, the evaluation of proposals was based on
demonstrated competence and qualifications necessary for the satisfactory
performance of the professional services required to be performed at fair and
reasonable prices.

Based on staff's review of proposals and interviews with the three (3) firms, staff
considers IDModeling to be the most qualified firm to provide modeling services.
Therefore, staff recommends that the City Council authorize the City Manager to enter
into a Professional Services Agreement with IDModeling for Orange Grove Water
Facility Blending Model in the amount of $21,219.
ENVIRONMENTAL IMPACT
This project is considered to be equivalent in nature and in purpose to a feasibility and
planning study and is therefore exempt from CEQA as a Statutory Exemption under
Section 15262 of the CEQA guidelines.
FISCAL IMPACT
Funds in the amount of $28,000 have been budgeted in the 2011 -12 Capital
Improvement Program for the Orange Grove Water Facility Blending Model.
RECOMMENDATIONS
1. Authorize the City Manager to execute a professional services agreement
with IDModeling for the Orange Grove Water Facility Blending Model in the
amount of $21,219.
2. Waive any informality in the bid or bidding process.
3. Authorize the City Manager and City Clerk to execute a contract in a form
approved by the City Attorney.
