Wa:~> ....OZO 16 -II-z~ CI:!;[~o i -: ~ 17 . c 18 19 20 21 22 23 24 25 26 27 28 J.;- 2Q 30 31 32 ,/ 1 ~ 7dZ AlJ ORDINAl~CE OF THE BOARD OF TRUSTEES OF THE CITY OF ARCADIA REGULATING THE ESTABLIS~NT AND OPERATION OF HOSPITALS, SANITARIUMS OR SANATORIUllS III SAID CITY OF ARCADIA AnD PROVIDInG A PEllALTY'FOR THE VIOLATIOlJ ~HEREOF. 2 3 THE BOARD OF TRUSTEES OF THE CITY OF ARCADIA DO ORDAII~ 4 AS FOLLOIlS: 5 SECTION 1: 'For the purpose of this Ordinance a hospi tal, sanitarium or sanatorium is hereby defined to be any insti- tution or place used for the reception or care, temporary or con- tinuous, of one or more siak, injured or dependent persons, or used for the treatment and care of one or more persons suffering or afflicted ~Lth any mental or physical disease or bodily injury, not including any private home or residence used for the care of any member of the family:occupying such private home or residence. SECTION 2: It shall be unlawful for any person, firm 6 7 8 11 or corporation to establish, maintain or conduct, keep open or manage, any hospital, sanitarium or sanatorium as defined in this Ordinance ~ithin that portion of the City of Arcadia bounded and described as follo\"lS: From l!hi te Oak Avenus on the North to Azusa Road on the South and from Baldwin Avenue on the TIest to the East erly boundary line of said City of Arcadia. SECTION 3: It shall be unlauful for any person, firm or corporation to establish, maintain or conduct, keep open or manage, any hospital, sanitarium or sanatorium as defined in this Ordinance ~ithin the City of A~cadia other than that portion ther - of particularly described in Section 2 of this Ordinance, uithout first having obtained a permit i~ writing from the Board of Trus- tees of said City so to do, as hereinafter provided. SECTION 4: Any person, firm or corporation desiring such permit shall apply in ~Titing to said Board of Trustees of said City of Arcadia, and "shall truly stats in such application the location, or proposed location of said ~ospital, sanitarium or sanatorium, the purpose for uhich it is to be conducted or maintained, the accomodations for the inmates thereof, the nature r,i:\'EALEO <:'RO.llo. Jtt I -1- ddUVI.Ol'MC--<- 110. 7<.6 1 and kind oj; treatments to be given or proposed to be given therein 2 and the nace and address of the person, firm or corporation that 3 shall 0\7D such hospital, sanitarium or sanatorium and also the 4 name and ac~dress of the person who shall actually conduct and man- 5 age such hoapital, sanitarium or sanatorium. 6 It shall be the duty of the Board of Trustees, upon the 7 receipt of such application, to make or cause to be made, strict 8 inquiry into the facts set forth in such application, and if upon Q such inquiry said Board shall find such hospital, sanitarium or 10 sanatorium is, or is intended to be, conducted so as to comply 11 with all the laws, ordinances, rules and regulations 1:1hich shall 12 then be in torce in said City concerning the location, management G . z 9 13 and control of su.ch hospitals, sanitariumaor sanatoriumR,and that z~~i ,... :J<C:lII:lII: O....KO 14 .~~~ the same shall not be a menace or probable menaoe to the public 11. > ~u ~~~! 15 peace, health, comfort and welfare, then said Board of Trustees 1IIa:~> ...OZO .J I- I: ~ 16 <t~ ~~ sha~l grant a permit to conduct such hospital, sanitarium, or san- ;t : <II: = 17 itorium and shall issue or cause to be issued a permit authorizing 18 said applicant to open, conduct., manage or maintain such hospital, 1Q sanitarium or sanatorium at such place in the manner and for the 20 purpose in such application set forth. 21 SECTION 5: Every hospital, sanitarium, sanatorium or 22 other public place conducted, maintained or managed by any persoD, 23 firm, or co?poration under the provisions of this Ordinance, shall 24 at all reasonable times be open to the inspection of the Health 25 Officer of said City or by any person duly appointed by s aid Board 26 27 of Trustees to make suoh inspection &nd said Board of Trustees is empowered hsreby to inspect the same, or cause inspection to be 28 made, whene'ver and as often as they may deem proper. Ita. 7o:c..., 5 6 2 8 9 10 11 12 0 . z 9 13 Z:l5:! j4:~ 14 o.Jzo ... < . cr.flI::i . c II.>-~u 15 a:~2'" wcr"'" ...ozo 16 ..J'" ..~ C(~co co:!! 3: ~ 17 . . 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 1 City of Arcadia, then said Board of Trustees shall revoke said 2 permit issued to such .person, firm or corporation for the conduct- 3 ing, managing and maintaining of such hospital or said Board of 4 Trustees may revoke said permit ',for any other good and su:f'ficient cause, uhich in their discretion may seem necessary for the pro- tection of the public peace, health and comfort. ~IECTION 6: That any person, firm or corporation vio- lating any of the provisions of this Ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof, shall be punished by a fine not exceeding Q300.00 or by imprisonment in the City Jail of said City of Arcadia for a term not exceeding three months or by both such fine and imprisonment. ~!he 0ity Clerk shall certify to the adoption of this Ordinance end shall cause the same to be published once in the Arcadia Jot~al, a weekly newspaper published and circulated in said City of Arcadia, and thirty days from and after the final passage of this Ordinance, the same shall take effect and be in force. The foregoing Ordinance'uas adopted at a regular meet- ing of the Board of Trustees of the City of Arcadia, held on the 7th. day of' November, 1917, by the affirmative vote of at least three Trustees, to-wit: .A.YES: Trustees l\OES: Trustees and signed and approved this 7th. day of November, 1917.
