ORDINANCE NO. 987 AN ORDINANCE OF THE CITY COUNCIL OF THECIT~ OF ARCADIA, CALIFORNIA, REGU~ LATING PARKING IN CERTAIN DESIGNATED OFF-STREET PARKING LOTS'AND PROVIDING PENALTY FOR VIOLATION THEREOF. THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION l. DEFINITIONS. Unless it is apparent from the context that another meaning is intended, the folloWing words and phrases, when used herein, shall have the meaning ascribed to them by this Sec,tion. (a) "Off-street Parking Lot" shall mean any lot or parcel of land owned or leased by the City of Arcadi~and hereinafter in this Ordinance described, which is improved, marked or posted for use by the public generally for the, off-street parking of vehicles. , ' (b) "Park or Parking" shall mean the stopping or standing of a vehicle, whether'oqcupied or not, upon an off-street parking lot. . . (c) "Person" ,shall mean and include any individual, firm, copartnership, association or corporation. (d) "Vehicle" shall mean any device in, upon, or by which any person or property is or may be transported upon a street or' highway. SECTION 2. ESTABLISHMENT OF OFF-STREET PARKING LOTS. The lots and parcels of real property described in the following Section or Sections shall constitute off-street parking lots. SECTION 2-A. OFF-STREET PARKING LOT NO.2. Lots 29 and 30, Block 75, Arcadia Santa Anita Tract, in the City of Arcadia, County of Los Angeles, State of California, per map recorded in Book l5, page 89, Miscellaneous Records in the office of the County Recorder of said County, shall comprise Off-Street Parking Lot No. 2 -l- 987 in VehiCle Parking District No. 1 . ' SECTION .3., DESIGNATION AND MARKING OF PARKING PLACES. l. The 'City Engineer of the city of Arcadia is hereby, authorized and directed to mark off individual parking spaces in the off-street parking lots described in any of the preceding sections hereof. Said parking spaces shall be designated bylines painted or durably ~arked on the surface of said off-street parking lots. SECTION 4. PARKING REGULATED. No person shall at any ,time park any vehicle upon any off-street parking lot other than,en- tirely within one parking space,des~gnated as hereinbefore provided. No person shall at any time park a vehicle upon or across any line or marking designating a parking place. SECTION 5. PARKING RESTRICTED. Between the hours of 8:00 '/' ' o'clock a.m. and 0:00 o'clock p.m. on all days, including holidays, ,and excepting only Sundays, no person shall park any vehicle upon any off~street parking lot for a period in excess of two hOUrs dur- ing any one day, if a sign indicating that parking on such lot is restricted to two hours is conspicuously posted on, such off-street parking lot. SECTION 6. PERSONS TO WHOM APPLICABLE. No person shall cause, allow'or permit any vehicle registered 'in his name or oper- , , ated by him to be parked on any off-street parking lot contrary to any provision of this ordinance. SECTION 7. PENALTY. Any person violating any of the pro- '~isions of'this Ordinance shall be guilty of a misdemeanor and upon convictipn thereof, shall be 'pUnished by imprisonment in the Arcadia City Jailor in the County Jail for not exceeding six months, or by a fine of not to exceed Five hundred and nO/lOO Dollars ($500.00), 'or by both such fine and imprisonment. SECTION, 8. 'SEVERABILITY. If any section, sub-section, , ' ',:2- 987 sentence, clause or phrase of this ordinance is for any reason held to be invalid or unconstitutional, such decision shall not affect the validity of the remaining portions of this ordinance. The Mayor and Members of the City Council of the City of Arc~dia hereby declare that they would have passed this ordinance, and each section, sub- section, sentence, clause and phrase thereof, irrespective of the fact that anyone or more other sections, subsections, sentences, clauses or phrases be declared invalid or unconstitutional. SECTION 9. CERTIFICATION. The City Clerk shall certify to the adoption of this Ordinance and prior to the expiration of fif- teen (15) days from the passage thereof shall cause the same to be published once in the Arcadia Tr+bune 'and Arcadia News, a newspaper of general circulation, published and circulated in the City of Ar- ,cadia, and ~hirty (30) days from and after the final passage thereof, said Ordinance shall'take effe~t' arid be in force. I HEREBY CERTIFY that the foregoing Ordinance was adopted at a regular meeting of the City Council of the City of Arcadia, held on the 16th day of JUly , 1957, by the affirmative vote of at least three CounCilmen, to wit: AYES: Councilmen Jacobi, ,Camphouse, Phillips, Reibold and Dennis NOES: ,None ABSENT: None C~l~ ~~i~ SIGNED AND APPROVED , 1957.
