ORDINANCE NO. 939
AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ARCADIA; CALIFORNIA;
PROVIDING F,OR THE ORGANIZATION;
CONDUCT AND OPERATION OF CERTAIN
OFFICES AND DEPARTMENTS.
I.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES ORDAIN AS
FOLLOWS:
SECTION 1. Pur~uant to the Arcadia City Charter and par-
,
ticularly Section 601 the~eof, the City Council makes the follOWing
provision for the organization, conduct and operation of the re-
spective departments hereinafter enumerated and prOVided for.
SECTION 2. The City Treasurer shall perform:
a. Such duties and functions as are specifically re-

quired by the Arcadia City Charter to be performed by the City
Treasurer;
b. Such duties and functions as are prescribed by any

law of the State of Califgrnia of which the City of Arcadia has or
may from time to time ele~t to avail itself;
c. Such duties'and functions as are or may be specifi-
cally required of the City Treasurer by any applicable ordinance or
resolution of the City of,. Arcadia.
SECTION 3. The Arcadia City Water. Department shall:
a. Plan, desig~, install and maintain an adequate system
for the production and distribution of domestic, commercial, indus-

trial and agricultural water as is required for the use of the in-
habitants and properties within the City of Arcadia, and for the use
of such other persons andiproperties as the Council may from time
to time determine when the City of Arcadia has a surplus of water in
excess of that needed for, its own residents and properties.
b. Keep and make available for the proper city officials
accurate current records of water production, distribution and

and consumption.
c. Do all things required of water 'companies byapplica-

SECTION 4. The:r:e ics h,eI,'eby create,daDepartment of
Finance. The City ,Controller .shall ex officio be the department
head of the Department of,Finance. In addition to the functions and
duties required to be performed by the Controller by the Arcadia
City Charter, the Department of Finance shall:
a. Prepa:r:e and:maintain accurate current records of all
accounts receivable of the City of Arcadia, based on pertinent data

received from the respectfve departments of the City, and shall
make timely billings of all such accounts receivable.
b., Act as the purchasing agency of the City of Arcadia

under and in accordance with rules and regulations adopted by the

City Council under Section 50l-(eJ of the City Charter.
SECTION 5. There is hereby created a Department of Pub-

lic Works, and , the position of Director of Public Works as the de-
partment head thereof. The City Engineer shall ex officio be the
Director of Public Works'and ex'officio the Superintendent of
Streets. The Department of Public Works shall consist of four
divisions which shall perform the respective functions herein-
after provided:
a. The Service Division, which shall be under the direct
supervision of the Assistant Street Superintendent. The Service

Division shall have full charge of the construction, maintenance,

repair and operation of pUbl1c'streets, parks and parkways, storm

drains, public buildings and grounds, sewers, Btreet lights and weed
abatement. '
b. The Equipment Division, which shall be under the

direct supervision of the Master Mechanic. The Equipment Division

shall have charge of the ,storage, maintenance and repair of all

transportat~on and construction equipment of the City.
c. The Engineering Division, which shall be under the
direct supervision of the ~ssistant City Engineer. The Engineering
Division shall have charge of the planning, design and supervision

and construction of publi~ works; traffic engineering; subdivision
control 'and flood control..

d. The Building and Safety Division, which shall be under

direct supervision of ~he.Chief Building Inspector. The Building

Building Code and Zoning Ordinances of the City of Arcadia; all --

building inspection; electrical inspection; plumbing inspection;

sewer, driveway and other "miscellaneous related inspections.
SECTION 6. The ,personnel of the offices and departments
hereinab,ove provided for shall be such as is from time to time desig-
nated by resolution.
SECTION 7. The 'City Clerk shall certify to the adoption
of this Ordinance and pripr to the expiration of fifteen (15) days

from the passage thereof,.. shall cause the same to be published once
in the Arcadia Bulletin; a newspaper of general circulation pub-,
lished and circulated in the City of Arcadia.
I HEREBY CERTIFY that the foregoing Ordinance was adopted
