ORDINANCE NO. 949
AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
AMENDING SECTIONS 13 AND 23 OF
ORDINANCE NO. 737 OF THE CITY OF
ARCADIA.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA; DOES
ORDAIN AS FOLLOWS:
SECTION 1. That Ordinance No. 737, adopted November 16,
1948, entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AR-
CADIA, CALIFORNIA; LICENSING THE TRANSACTION AND CARRYING ON OF CER-
TAIN BUSINESSES; TRADES, PROFESSIONS; CALLINGS AND OCCUPATIONS IN
THE CITY OF ARCADIA, FOR THE PURPOSE OF RAISING MUNICIPAL REVENUES;
AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF AND REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH", be and the
same is hereby amended by amending Section 23 thereof, the same to
read as follows:
SECTION 23. LICENSE RATES. Except for those businesses,
trades or occupations for which a license fee is specifically re-
quired by any other ordinance of the City of ~rcadia, the following
license fees are hereby fixed and established and shall be paid by
the owners or agents thereof at the time, in the manner and in the
amount hereinafter specified respectively for each of the following
businesses, trades or occupations:
1. ADVERTISING. For every persoo conducting or managing
the business of advertising by means of billboards, bulletins or
other media on private property, $50.00 per year.
2. ADVERTISING - DISTRIBUTING. For every person who dis-
tributes posters, dodgers, free samples or printed advertisements,
$50.00 per day; prOVided that the license fee shall be $50.00 per
year when such posters, dodgers or printed advertisements are in-
corporated in and distributed in conjunction and concurrently with
a published newspaper of general circulation, as defined by the
Government Code of the State of California. This section shall not
apply to the proprietors of businesses in the City of Arcadia when
advertising such businesses.
3. ADVERTISING - SOLICITATION. For every person engaged
in soliciting advertising where no regularly established place of
business is maintained in the City of Arcadia, $50.00 per year or
fraction thereof, and for every such person who has a regularly es-
tablished place of business in the City of Arcadia, $12.00 per year.
4. ADVERTISING VEHICLE. 'For every person operating an

advertising vehicle on public streets or property, $25.00 per day per
vehicle.
, 5; Al'ARTMENT HOUSES, BUNGALOW COURTS; MOTELS, etc. For
every person engaged in the business or occupation of conducting an
apartment house, bungalow court, motel, motor courto'r auto camp,
$12.00 per year.
Four or,more separate or connected dwelling units on any
one parcel or contiguous parcels of land in the City of Arcadia shall
constitute a bungalow court within the meaning of this Section.
6. AUCTIONEERS. For every auctioneer, $25.00 per day. No
license shall be required for the selling of goods at public sale be-
longing to the United States of America or to the State of Califor-
nia, or for the sale of property by virtue of any process issued by
any State or Federal Court, or for the bona fide sale of household
goods at the domicile of the owner thereof, or for the sale of any
property of an estate by the legally appointed administrator, execu-
tor or guardian thereof.
7. BANKRUPT, ASSIGNED OR DAMAGED GOODS. It shall be un-
lawful for any person to advertise or conduct any sale of goods,
wares or merchandise, at retail, that is represented as a bankrupt,
insolvent, assignee, adjusters, trustees, executors, administrators,
receivers, wholesalers, jobbers, manufacturers, closing out, liquida-
tion, closing stock, fire or water damage sale, or any other sale
which is by representation or advertisement intended to lead the pub-
lic co believe that the person conducting such sale is selling out or
clos~ng out the goods, wares or merchandise of any business for less
than the current or going retail price thereof in the City of Arcadia,
without first filing with the City Clerk the inventory hereinafter
provided for and obtaining from him a license so to do, to be known
as a "Closing Out Sale License." The fee for such license shall be,
a,nd the same is hereby fixed as follows: For a period not to exceed
thirty (30) days, $25.00; for a period not exceeding sixty (60) days,
$50.00; for a period not exceeding ninety (90) days, $75.00; pro-
vided that only one such license shall be issued to anyone person
withi;l a twelve (12) montiJ. period, and no such license shall be is-
sued fer less than thirty (30) days nor more than ninety (90) days.
The provisions of this section shall not apply to a bona
fide closing out sale of merchandise by a person who has conducted
said bu&iness for a period of one year immediately preceding such
sale.
The inventory re01ired by the preceding section shall con-
tain a complete 2.nd accura.te list of the stock of goods, wares and

It shall be '-l!'!larful to sell, offer or expose for sale at
any such sale, or to li~t on such inventory, any goods, wares or mer-
c:handise which are not the regular stock of the store or other place,
the business of which is to be closed out by such sale, or to make
i).flY replenishments or additions to such stock for the purposes of
;;l\lch sale or during the time thereof, or to fail, neglect or refuse
to keep accurate records of the articles or things sold, from which
l'0cords the City Clerk may ascertain the kind and quantity of goods
~(}~d.
8. BARBER SHOP, For every barber shop, for the first
chair, $l2.00 per year, and $2.00 per year for each additional chair.
For every manicurist, or person shining or polishing shoes, employed

in connection with or operating in any barber Shop there shall be paid
an additional license of $2.00 per year for each person so employed.
9. BEAUTY PARLOR. For every beauty parlor, $12.00 per year
for the first operator and $2.00 per year for each additional operator
employed therein.
10. BOWLING ALLEYS, etc. For every place where billiards or
pool are played, or bowling or tenpin alleys, shuffleboard, table
shuffleboard, skee-ball or other similar device, for each table or
alley or,device~ $4.00 per year.
11. BROKERS; REAL ESTATE; For every person engaged in busi-
ness as a real estate broker, $12.00 per year plus $3.00 per year for
each salesman over three in number, including the broker proprietor.
12. CARNIVAL. For every wild west show, carnival or other
exhibition or entertainment at which feats of horsemanship, acrobatic
feats, mechanical amusement devices are exhibited or displayed or
other similar show or exhibitions, $75.00 for the first day and $10.00
for each additional day.
13. CHARTER BUSSES. For every person, operating a charter
bus business, $12.00 per year plus $2.00 for each employee.
14. CIRCUS. For each exhibition for pay of a circus, $50.00.
15. CONTRACTORS. For every general engineering contractor,
general building contractor, specialty contractor, or contractor as
defined in Section 1, $50.00 per year. A separate license shall be
required of an electrical contractor and plumbing contractor even
though licensed hereunder as a general contractor.
l6. DANCE HALL (Public). For every person conducting,
man~ging or carrying on any publiC dance hall, dance floor or ball-
room, open to ~he public, $24.00 per year.
17. EXHIBITIONS. For each exhibition for pay of any rare
or unusual animal or thing, $5.00 per day.
18. FUMIGATING AND SPRAYING. For every person engaged in
the business of fumigating, spraying or dusting fruit trees, plants,
vines or orchards, $12.00 per year or fraction thereof.
19. GAME MACHINES. For every person carrying on the busi-
ness of renting, leasing or maintaining any game machine or device,
juke boxes, devices for the playing of records or music automatically
upon deposit of a coin, slug or other device, pin ball machines or any
other instrument or machine of like character, not otherwise licensed
hereunder, or any such similar machine or device not prohibited by
law, where any sum is charged by means of a coin, slot or otherwise,
$12.00 per year or fraction ,thereof for each such machine. Each ap-
plication for such a license shall describe the type of machine, the
serial number, if any, the name of the manufacturer and the location
where each machine is to be operated. Each machine shall also bear
the name of the licensee in plain view in letters of not less than
one-fourth inch in height. .
Each and every machine described herein and operated in the
City of Arcadia and not licensed or not complying with other regula-
tions of this Ordinance may be sealed against further operation and
held by the City of Arcadia, at the owner's risk, until all license
fees, storage charges and other accumulated costs are paid.
20. GAMES (Arcade). For every person carrying on the busi-
ness of operating an arcade wherein the sole business is the operation
of game machines, vending machines or similar machines or devices
not prohibited by law, which said business is not merely an adJunct

of some other principal business, the license shall be $200.00 per
year or fraction thereof.
21. HOTELS, ROOMING HOUSES AND LODGING HOUSES. Hotels,
rooming houses and lodging houses over three rooms and not more than
ten rooms, $12;00 per year; over ten rooms and not over twenty-five
rooms, $20.00 per year; over twenty-five rooms and up to fifty rooms,
$28.00 per year; over fifty rooms, $40.00 per year.
22. HOSPITAL. For every hospital, nursing home or materni-
ty home maintaining more than three beds; but not over ten beds,
$16.00 per year; and over ten beds, but not over twenty-five beds,
$24.00 per year.
23. HOUSE MOVER. For every person engaged in the business
of moving houses, $24.00 per year or fraction thereof.
24. JUNK DEALER. Every person engaged in the business of
collecting, purchasing, selling or dealing in junk and not having a
regularly established or fixed place of business within the City of
Arcadia shall pay a license of $36.00 per year, or if having a regu-
larly established or fixed place of business within the City of
Arcadia, $24.00 per year.
25. KENNELS. For every person conducting a kennel or a
place where dogs or cats are cared for or bred, $l2.00 per year. Four
or more dogs and cats, or four or more of either, maintained at any
one location shall constitute a kennel within the meaning of this sec-
tion.
26. LAUNDRY. For every laundry in the City of Arcadia
where more than three people are engaged in such laundry work, $24.00
per year, and $8.00 additional per year per vehicle in excess of one
vehicle. For every self-service laundry, laundromat, or launderette,
$6.00 per year plus 50~ per year for each waShing-machine upon the
premises of such laundry, laundromat or launderette.
27. LAUNDRY COLLECTIONS. For every business operating any
vehicle gathering, securing or accumulating soiled articles of cloth-
ing, bedding or any other article or articles in this City, for the
purpose of carrying, hauling or transporting the same to any laundry
located outside of the City of Arcadia, $20.00 per year or fraction
thereof per vehicle. '
28. MEDICINE SHOW. For every person carrying on the busi-
ness of a medicine show, $100.00 per year or fraction thereof. For the
purpose of this Ordinance a "medicine show" shall mean and include the
using of any music, lecture, entertainment, operation of other like
scheme or plan to attract an audience or crowd, and the selling or
giving away to any person in such audience or crowd, any drug or medi-
cine, or pretendedmalicamen~ or any surgical or medical appliances or
instrument.
29. MERRY-GO-ROUND. Any person conducting or operating any
flying horses, merry-go-rounds, ferris wheels, or other riding de-
vices, upon a temporary or transient basis, when said flying horses,
merry-go-rounds, ferris wheels, or other riding devices are not shown
with any other show, game, attraction or carnival, as mentioned here-
in, shall pay a license of $10.00 per day, provided, however, that
when any such riding device is installed and o~erated upon a permanent
basis, such person shall pay a license fee of ~200.00 per year or ~-
tion thereof. '
30. MOTION PICTURES. Every person, firm, or corporation
engaged in the business of taking motion pictures or photoplays shall
pay a license fee as follows:
a. $25.00 per day or any portion of such day, when said
business is conducted wholly or partially in any public street, ~ail-
way 'right-of-way, railway station or public park.

b. $10;00 per day, or any portion of such day, when said
is conducted in the City of Arcadia on property other than
in subdiVision "a" hereof;
31. PALMISTRY. etc. Every person engaged in the business
of, or who practices the profession' of astrology, palmistry, phre-
nology, life reading, minerology, fortune telling, cartomancy, clair-
voyance, clairaudience, crystal gazing, hypnotism, mediumship, pro-
phecy or augury, and who demands or receives a fee for the practice,
exercise or exhibition thereof, or who charges therefor an admission
fee, shall pay a license of $20.00 per day.
32. PAWNBROKER; For every pawnbrokerj $50.00 per year.
33. PEDDIERS Aim SOLICITORS.
a. ,Definition. Every person who travels from place to
place or house to house and makes demonstrations of, or solicits'
takes orders or canvasses for the sale of, or who sells any goods,
wares or merchandise, or things or articles of value of any nature,
kind or description, shall be defined as a peddler and solicitor for
the purposes of this section whether he does one or more of the fore-
going.
b. License Fees. Except as otherwise specified, every ped-
dler or solicitor having no established place of business in the City
of Arcadia, $10.00 per month per peddler or solicitor. For every ped-
dler or solicitor having an established place of business in the City
of Arcadia, a fee of $50.00 per year for a master license for the
business establishment and an additional fee of $2.00 per peddler or
solicitor per year for each individual peddler or solicitor. Such
master license shall at all times be kept and displayed in the estab-
lished place of business and the individual license shall be carried
upon the person of the licensed peddler or solicitor at all times
when he is engaged in peddling or soliciting. Each individual license
issued under the master license shall carry the name of the peddler
or solicitor below the name ,of the company by whom he is employed.
c. Exceptions.
(1) No peddler's or solicitor's license shall be re-
quired of a bona fide agent or employee of a business, trade or occu-
pation having an established place of business in the City of Arcadia
and licensed as such,if more than 50% of the business is conducted
solely at the established place of business and if less than 50% of
the business conducted results from peddling or solicitation by such
bona fide employees and agents.
(2) The provisions of this section shall not apply to
commercial travelers or selling agents selling goods, wares or mer-
chandise to dealers at wholesale for resale purposes, or to persons,
firms or corporations who use the purchased goods, wares or merchan-
dise in the making of a product to be manufactured in the City of
Arcadia, or to persons engaged in Interstate Commerce.
(3) The provisions of this license shall not apply to
any person peddling fruits and vegetables grown in the City of Ar-
cadia by such person, provided, however, that such person shall file
with the City Clerk a verified statement containing his address, the
kind of goods to be sold, the method of solicitation, sale and de-
livery and any other facts necessary to establish such claim of exemp-
tion.
34. PEDDIERS: DRUGS AND MEDICINES. For every person ped-
dling any drug or medicine or going from place to place or from house
to house in the City of Arcadia, and selling, distributing, or giving
away any drug or medicine, or any sample or samples of any drug or
medicine, $50.00 per year or fraction thereof.

35. PHOTOGRAPHERS. For the business of conducting a
photograph studio, $12.00 per year.
For every person, not having a regularly established
place of business in the City of Arcadia and engaged in making
~hotographic exposures for sale within the City of Arcadia.
~50.00 per year or fraction thereof.
For every film developing or printing laboratory, not
connected with a licensed photograph studio or photographic supply
shop $12.00 per year.
36. POULTRY, FOWL AND PRODUCTS THEREOF. For every per-
son conducting, managing or carrying on a business of hatching,
raising, breeding or selling birds, fowl, poultry, rabbits or
animals, other than horses, or the business of selling any of the
foregoing or the offspring. products or by-products of any of the
foregoing. $12.00 per year. Every person who in the City of Ar-
cadia owns or maintains twenty-five (25) or more birds, fowl,
poultry. rabbits or animals, other than horses, and who sells,
offers to sell. trades or exchanges for anything of value, or who
by any sign or other means of advertising offers to sell, trade or
exchange for anything of value, any birds, fowl, poultry, rabbits
or animals, other than horses, or the offspring, products or by-
products of any thereof, shall conclusively be presumed to be con-
ducting, managing and carrying on a business for which a license
is required by this paragraph.
37. RESTAURANT. For every person engaging in the cafe
or restaurant business or as a retailer of cooked foods or deli-
catessen foods, $12.00 per year. which shall include the owner;
for each additional employee. $2.00 per year per employee. An em-
ployee for the purpose of this section shall mean one who is on
duty at least four hours out of twenty-four hours. Licenses shall
not be issued to persons engaged in the cafe or restaurant busi-
ness or for the operation of lunchrooms, cocktail bars, soft drink
dispensaries or soda fountains until a permit has first been se-
cured from the City Health Officer.
38. SCHOOLS. For every private shool or college where
tuition is charged, $12.00 per year.
39. SIDE SHOWS. For each side show, where a separate
admission is charged, $10.00 per day, unless such side show is a
part of a carnival or circus.
40. SKATING RINK OR SHOOTING GALLERY. For every
skating rink or shooting gallery, $100.00 per year or fraction
thereof.
4l. SOCIAL CLUBS. For every person, firm or corpora-
tion operating or maintaining a social club in the City of Arcadia,
in which club charges are made to members in addition to member-
ship fees,

for games or entertainment, excepting the food furnished the members
of said club, $50.00 per year.
Any member of the Police Force of the City of Arcadia or any
Peace Officer of the State of California shall, at all times, be per-
mitted to enter the club rooms or grounds of said social club; and if
the owner, manaGer or keeper of said social club shall violate any law

45 . THEATRES AND SHOWS.
e. For every person eng~g~d in the business of conducting
a theatre or moving picture show, either at an established place of
business, or by means of a mobile unit, the license fee shall be $50.00
per year.
b. For every person engaged in the business of conducting
en open air theatre or tent show wherein vaudeville, comic, dramatic
or operatic productions or performances are given, motion pictures
bhown or exhibited, as an independent business and not as a part of
~ny other business or entertainment, the license fee shall be $25.00
per day.
c. For each separate exhibition of minstrels, opera or con-
cert singers, the license shall be the same as requir~d for theatri-
cal performances.
The provisions of the above subdivisions shall not apply to
exhibitions or entertainments given exclusively for the benefit of
churches or schools, or charitable entertainments given by any frater-
nal organization of this City.
46. TIP SHEETS.
a. License.
, (1) Every person who by any means in the City of Ar-
cadia engages in the business or practice of disseminating, distribut-
ing, passing out, giving away, handing out, selling, offering 'for
sale, or soliciting for the sale of any sheet, dodger, handbill, cir-
cular, letter, booklet, or any other printed, typewritten, mimeo-
graphed or written matter of any kind, pertaining to any horse race,
choice of a horse or horses, recommending any horse or horses, or
giving or conveying any information about any horse, horse race or
contest of endurance or speed between horses or beasts, and whether
at a fixed place of business within said City or otherwise, shall pay
a license fee of $600.00 per ninety day period; prOVided, however, _
that the provisions of this subdivision (a) of this section shall not
prohibit, or require a license, or the payment of a fee, for the sale,
distribution or delivery of newspapers of general circulation, as de-
fined by Section 6000 of the Government Code of the State of
California, nor shall said provisions apply within any racing enclo-
sure duly licensed by the State of California to conduct horse racing
under and in accordance with the laws of said State relating to such
matters; nor to sales of such materials or items made by a merchant
duly licensed by the City of Arcadia, provided such sales are made
only inside a building in which his licensed business is conducted.

(2) That an~ person licensed under the provisions of
the foregoing subsection (lJ shall be entitled to disseminate, dis-
tribute, pass out, give away, hand out, sell, offer for sale, or
solicit for the sale of a~y of the said materials described in the

sa,!_e, or soliciti,(ig for thel sale, of any of said materials described:;;i~
in the foregoing aubsection (1), interfere with or cause interference
with t':1e normal flow of traffic upon the.c ity streets of Arcadia.
For the purpose of preventing congestion in traffic upon the public
streets of the City of Arcadia the location occupied by such person
in the conduct of such business, whether such location be on publiC
or on p~ivate property, shall be subject to the approval of the Chief
of Police of the City of Arcadia; provided, however, that any person
aggrieved by the decisionaf'the Chief of Police under this subsection
may appeal to the City Council, in which event the City Council by
order of the maJority of its members entered upon the council minutes,
may affirm, modify or reverse such decision of the Chief of Police,
and the Council's action in such matter shall be final; provided,
further, however, that it shall be unlawful for any person at any
time in the City of Arcadia to disseminate, distribute, pass out,
give away, hand out, sell, offer for sale or solicit for the sale of
any of said materials described in the foregoing subsection (1)
either in violation of any proviSion of Ordinance No. 840 of the City
of Arcadia, or in, on, or from that portion of any street in the City
of Arcadia customarily travelled by motor vehicles; and provided fur-
ther that it shall be unlawful for any'person to disseminate, dis-
tribute, pass out, give away, hand out, sell, offer for sale or
solicit for the sale of the said materials described in the foregoing
subsection (1) at any place within the City of Arcadia within the
ho~rs of 4:00 P,M. and 7:00 P.M. on any day. The violation of any
provision of this subsection shall in addition to any other penalty
be grounds for the cancellation by the City Council of any license
issued pursuant to this Section.
(4) No person shall sell, solicit for sale or offer
for sale any of said material or materials upon any day unless a true
copy of such material or materials has been filed in the office of
the Chief of Police of said City, at or before 11:00 o'clock A.M. of
said day.
b. License Extension. Upon written application filed with
the City Clerk requesting such extension (accompanied by the required
extension fee) the City Council of said city may in its discretion
grant an extension of the ninety day periods referred to herein for
either: '
(1) An additional thirty day period immediately fol-
lowing said ninety day period; or
(2) An additional sixty day period immediately fol-
lowing said ninety day period; prOVided that if said Council grants
such thirty day extension an additional license fee of $200.00 must be
paid by t1censee for such thirty day extension; and if said Council
grants such sixty day extension an additional ,1:lcense fee in the
amount of $400.00 must be paid by licensee for such sixty day exten-
sion. No extension shall be valid unless and until such additional
fee is paid.
47. VENDING AND WEIGHING MACHINES OR DEVICES. For every
person engaged in the business of renting, leasing, operating or
maintaining any vending, weighing, or merchandise machine or device

or any other such similar or like machine or device, not otherwise
licensed under this ordinance and not prohibited by law, wherein
the sum of one cent (l~) or less than five cents (5~) is charged
or collected for such machine or device by means of a coin slot or
otherwise, $1.00 per year or fraction thereof for each such machine
or device; where the sum is from five cents (5~) to ten cents (lO~),
inclusive, charged by means of a coin or token slot or otherwise,
$3.00 per year or fraction thereof for each such machine or device;
and when a sum over ten cents (lO~) is charged by means of a coin
or token slot or otherwise, $6.00 per year or fraction thereof for
each such machine or device.
48. WHEELED VEHICLES.
a. Every person who, in conjunction with the business in
which such person is engaged, runs, drives or operates, and every,,',
person engaged in the business of running, driving or operating, l'\:>r
hire or otherwise, any wheeled vehicle for the purpose of hauling,
distributing, selling, receiving or delivering, and who actually
hauls, distributes, sells, receives or delivers within the City of
Arcadia, for resale or otherwise, personal property of any kind,
nature or description unless otherwise herein provided, shall pay a
license of $12.00 per year for each such wheeled vehicle so run,
driven or operated; prOVided, that the provisions of this paragraph,
unless otherwise in this Ordinance provided, shall not apply to any
person having a fixed place of business within the City which has
been licensed under this Ordinance, and in the usual course of busi-
ness uses a wheeled vehicle or vehicles for the delivery of personal
property which has been sold from said place of business.
b. Every person, who, in conjunction with the business
in which such person is engaged, uses, drives or operates a fleet
of five 0:' more wheeled vehicles for any of the purposes stated in
subdivisi(jn "a" of this section, and no more than five wheeled vehi-
cles are used by such person in the City of Arcadia in anyone day ,
in connection with the business in which such person is engaged,
shall be deemed to have complied with the license requirements of
subdivisiC'n "a" he::'eof for all such wheeled vehicles of such fleet,
upon pa:nn~nt of a llce~sc of $60.00 per year and the compliance with
the provisions of Sectio~ 24 hereof as to license plates for each
wheeled vehicle of such fleet. The license provided for in this
subsection shall be known as a "Fleet License."
c. Exceptions. Every person, including persons having a
fixed place of business in the City of Arcadia, engaged in the busi-
ness of selling at retail foodstuffs for human consumption from a
wheeled vehicle upon the streets, over a fixed route from door to
coor or otherwise, except retail milk delivery or retail ice deliv-
ery, and unless othel~ise herein provided, shall pay a license of
$30.00 per year for each vehicle so used.
SECTION 2. That Section 13 of said Ordinance No. 737 be
and the same is hereby amended to read as follows:
SECTION 13. Every person, firm or corporation for whom a
license is required by this Ordinance, shall make application there-
for in writing to the City Clerk setting forth the followlng infor-
mation:
a. The name and address of the applicant.
b. The name, if any, under which such business or occu-
pation is conducted.
c. The address at which such business or occupation is
conducted, and the portion of such property devoted to such busi-
ness or occupation.

d. The nature of the business or occupation conducted
thereon, including each separate and distinct type of business con-
ducted on the premises undp..' the same ownership.
e, The estimate1 average number of employees the appli-
cant intends to employ during the year for I~hich the license is to
be issued.
f. If the businens is located o'.ltside of the City of
Arcad:i.a, the estimated average number of employees the applicant
intends to employ for wor~ in the City of Arcadia.
g. The na tUI'E', q'o.ls,ntity and loca tien of all equipment
used in connection with the business or occupation for which ap-
plication is made, and in the case of a business, trade or occupa-
tion involving birds, fowl, poultry, rabbits or animals, the num-
ber of each of the foregoing located on the premises upon the date
of the application. E&ch ~pplication shall be signed by the owner
of the business, trade or Gccupation on behalf of which the appli-

nance No. 949 specified shall be applicable to and paid by all busi-
nesses, tr11des and occupations conducted in the City of Arcadia on
and after the p.ffective date hereof. If a license fee was paid for

not excuse the payment of any fee heretofore due and payable but not

person, firm or:corpoc~tion for the violation of Ordinance No. 737
of the City of Arcadia as amended and in effect prior to the effec-
tive date of this Ordinance No. 949.
SECTION 4. The City Clerk shall certify to the adoption
of this Ordinance and prior to the expiration of fifteen (15) days
fr~n the passag~ thereof shall cause the same to be publiShed once /
jn the Arcadia Bulletin, a newspaper of general circulation pub-
lished and circulated in the City of Arcadia, and thirty (30) days
from and after the final passage thereof said Ordinance shall take
effect and be in force.
