!IN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF ARCADIA, CALIFORNIA, AMENDING ORDINANCE NO.
431 OF SAID CITY BY ADDING SECTION 6-A THERETO.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES ORDAIN AS FOLLOliS:
SECTIm~ 1. That Ordinance No.431 of the City of Arcadia en-
titled: " AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA,
CREATING AIIJD ESTABLISHING A PERSONNEL SYSTEM FOR SAID CITY.", as
amended, be and the same is hereby further amended by adding there-
to a new section. 6-A, the same to read as follows:
"SECTION 6-A. Waiver of Quall:ications". The City Manae;er

SECTION 2. This Ordinance is hereby declared to be an em-
ergency measure for preserving the public peace, health and safety,
and shall take effect immediately upon its adoption.

possible to secure sufficient applicants for City positions to
fill existing or prospective vacancie~. The City of Arcadia is
presently operating ~ithout a full complement of personnel; many
eligibility lists are either exhausted or seriously depleted;
under the present qualifications it is impOSSible to obtain a
sufficient numoer of applicants to fill either existing vacancies
or vacancies which are certain to occur in the near future, unless
a ready supply of personnel may be made available.
~.,'i SECTION 3. The Ci ty Clerk shall certify to the adoption

I days from the passage thereof, shall cause the same to be published
once in the Arcadia Bulletin, a newspaper of general circulation,
published and circulated in the City of Arcadia.

at a regular meeting of the City Council of tho City of Arcadia,
