AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, AMENDING SECTION 0 OF
ORDINANCE NO. 431.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES ORDAIN AS
FOLLOWS:
SECTION 1. That Section 0 of Ordinance No. 431 of the
City of Arcadia, entitled "An Ordinance of the City Council of the
Ci ty of Arcadia creating and establishing a Personnel System for
said City", adopted March 5, 1940, be and the same is hereby
amended to read as follows:
"section o. Adoption of Rules. In addition to such other
matters as may be necessary and proper to carry out the
intent and purpose of this Ordinance, rules shall be for-
mulated by the Personnel Board, and shall be ~dopted by
the City Council establishing specific prooedures to
govern the following phases of the Personnel Program:
(a) The preparation, installation, revision and main-
tenance of a position classification plan covering all
positions in the competitive service.
(b) The formulation of minimum stsnda:da and qualifioations
for each class of position, provided, however, that said
standards and qualifications shall require that any appli-
cants for any of the classes of positions shall:
(1) Have an education equivalent to that represented by
completion of the twelfth grade;
(2-a) Every male person shall be a qualified voter of
the State of California in order to be eligible for
examination for said competitive service;
(2-b) Every female person shall be a citizen of the
United States of America and shall have been a resident
of the State of California for at least one year prior
to making application for examination for any position in
the competitive service, in order to be eligible for exa-
mination for said competitive service;
(3) The minimum age for appointment as fireman shall be
twenty-one, and the maximum age for such appointment shall
be thirty; the minimum age for appointment as pOliceman
shall be twenty-three and the maximum age for such appoint-
ment shall be thirty-three; provided, however, that in all
instances where the applicant is otherwise eligible and
has served in the Military Forces of the United States
during any period in which it has been engaged in war, the
maximum age for appointment to such applicant shall be
extended beyond thirty years, ahd thirty-three years, res-
pectively, for a period of time equal to that so served by
such applicant in said Military Forces; provided that said
maximum age shall not apply to promotional examinations or

appointments within the respective departments.
Every applicant for appointment as policeman must
demonstrate to the satisfaction of the Chief of
Police his efficiency in the use of those fire-arms
which are in general use by Police Departments, and
his fitness through such physical examinations as
the Chief of Police may prescribe.
(c) The public announcement of vacancies and examin-
ations and the acceptance of applications for employ-
ment.
(d) The preparation and conduct of examinations and
the establishment and use of employment lists contain-
ing names of persons eligible for appointment.
(e) The certification and appointment of persons from
employment lists to fill vacancies and the making of
temporary and emergency appointments.
(f) The evaluation of employees during the probationary
period.
(g) The transfer, promotion, demotion and reinstatement
of employees in the competitive service.
(h) The separation from the service of employees through
lay-off, suspension, dismissal and for incapacity to per-
form required duties.
(i) The standardization of hours of work, attendance and
leave regulations, working conditions and the development
of employee morale, welfare and training.
(j) The maintenance and use of necessary records and
forms. "
SECTION 2. The City Clerk shall certify to the adoption of
this Ordinance and prior to the expiration of fifteen (15) days from
the passage thereof, shall cause the same to be published once in
the Arcadia Bulletin, a newspaper of general circulation, published
and circulated in the City of Arcadia, and thirty (30) days from and
after the final passage thereof, said Ordinance shall take effeot
and be in force.
I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of Arcadia, held
on the 21st day of November, 1950, by the affirmative vote of at
least three Councilmen, to wit:
