Cd) It shall be unlawful to keep any hog, swine, boorjpig or shoat anywhere within the City of Arcadia. II Section 2. This Ordinance is hereby declared to be an urgency measure, required for the immediate preservation of the publiC peace, health and safety in and of the City of Arcadia and of the inhabitants thereof, and shall be in effect immediately after its passage. The following is a statement of facts constituting the urgency: To require the removal of existing ranch facilities by the construction or occupancy of a new dwelling within 35 feet of preexisting ranches will cause great inconvenience, hardship, financial loss and suffering to numerous persons in the City of Arcadia who cannot otherwise remedy the situation, whereas adjoin- ing owners have it within their power to minimize the situation without serious loss on their part. Section 3. The City Clerk shall certify to the adoption of this Ordinance, and prior to the expiration of 15 days from the passage thereof shall cause the same to be published once in the Arcadia Bulletin, a newspaper of general circulation, published and circulated in the City of Arcadia.
