ORDINANCE NO. 834
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, AMENDING ORDINANCE NO. 760
BY AMENDING SECTIONS 13 AND 16 THEREOF.
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES ORDAIN
AS FOLLOWS~
SECTION 1. Whereas there was filed with the City Clerk of the
City of ~cadia, a petition bearing approximately five thousand one
hundred forty-two (5,142) signatures of persons shown by said petition
to be residents and qualified voters of the City of Arcadia, which peti-
tion requested consideration of the amendment of Ordinance No. 760 of
said City as therein outlined, and further requested the holding of
public hearings as required by law and the adoption of the amendments
thus proposed; and whereas the said City Council on the 17th day of
April, 195~, passed, approved and adopted Resolution No. 2133 entitled,
"A Resolution of the City Council of the City of Arcadia, California,
Declaring Its Intention to Institute Proceedings for the Amendment
of Certain Provisions of Ordinance No. 760 of Said City", and whereas
on Apri~ 24, 1951, the City Planning Commission of the City of Arcadia
passed, approved and adopted Resolution No. 46 entitled, "A Reso-
~ution of the City Planning Commission of the City of Arcadia, Cal-
ifornia, Declaring Its Intention to Institute Proceedings for the
Amendment of Ordinance No. 760 of the City of Arcadia"; pursuant to
which said Reso~utions, pub~ic hearings were duly noticed and du~y
and regu~arly held by and before said City Planning Commission on
the 22nd day of May, 1951 and the 12th day of June, 1951, at which
times all persons present and interested were given a full oppor-
tunity to be heard relative to the matter of amending said Ordinance
No. 760 as outlined in aforesaid Resolutions; and whereas said City
Planning Commission on July 10, 1951, passed, approved and adopted
Resolution No. 49 entitled, "A Resolution of the City Planning
Commission of the City of Arcadia, California, Making Certain Findings

and Recommendations Relative to the Proposed Amendment of Ordinance
No. 760 of ' the City of Arcadia"; and whereas. upon receipt of said
Resolution No. 49. the City Council did on August 7. 1951. after
notice regularly and duly given. hold a public hearing for the pur-
pose of considering and receiving evidence relative to the matters
outlined in aforesaid Resolutions. at which time aILpersons present
and interested were given fUll opportunity to be heard and to pre-
sent evidence relative thereto; and whereas. at the conclusion of
. said hearing the matter was taken under advisement. and the Council
having fUlly considered all evidence presented at said hearings.
said Council does now find and determine that the public health.
safety and general welfare require that Ordinance No. 760 of said
City be amended as hereinafter provided; that the findings and
recommendations of said City Planning Commission as contained in its
said Resolution No. 49 should be and the same are hereby disapproved
and overruled insofar as the same are inconsistent with any pro-
visions of this Ordinance and the findings expressed and implied of
this Council.
SECTION 2. That pursuant to the foregoing. Ordinance No. 760
of the City of Arcadia entitled. "An Ordinance Establishing Zones

in the City of Arcadia and Therein Regulating the Use of Land: Height
of Buildings and Yard Spaces: Adopting a Map Showing the Boundaries
of Said Zones. Defining the Terms Used in This Ordinance: Providing
For Its Adjustment. Amendment and Enforcement: Prescribing Penalties
For Violation and Repealing Ordinances or Portions of Ordinances in
Conflict Therewith". adopted May 3. 1949. by and the same is hereby
amended by amending Sections 13 and 16:1.B. thereof. the same to read
when amended. respectively as follows:
SECTION 13: "S-l" SPECIAL USE ZONE. The following regu-
lations shall apply in the "S-l" Special Use Zone unless other-

wise specifically provided in this ordinance.
A. USE. No building or land shall be used and no build-
ing shall be hereafter erected, constructed or established
except for one or'more of the following uses.
1. Any use permitted in Zones nR-O" and "R_l.n
2. Barbecues,
3. Conventions,
4. Dancing,
5. Daytime baseball and football games and track
meets.
6. Dog shows,
7. Gasoline service stations,
8. Horsebreeding, raising, training and sale.
9. Horse shows,
10. Horse racing, with or without pari mutuel wagering
on the results thereof.
11. Motion picture production,
12. Picnics,
13. Turf Clubs, including retail on sale of liquor.
14. Any use by an organization, association or cor-
poration which is organized and carried on wholly
for the benefit of religious, charitable, edu-
cational, recreational or scientific purposes,

and from which ~ individual person other than
bona fide employees and assistants necessarily
employed receives any gain, remuneration or profit,
including veterans' associations and corporations,
and including any City, County, State, Federal,
Governmental, Political, public or quasi public
unit, body, agency and entity, for periods not
to exceed five (5) consecutive days, or a total

of ten (10) days in anyone calendar :year..
15. Accessory buildings and uses customarily incident
to any of the permitted uses in this zone; pro-
vided,
a. That no building or structure designed and
used for such purposes, excepting gasoline
service stations, shall be located closer
than one hundred and fifty (150) feet from
Huntington Drive.
b. No stable or other building or structure for
the shelter of horses or other animals shall
be located closer than two hundred and fifty
(250) feet from any public street or highway.
16. Any similar enterprise or business not here enumer-
ated when so determined as provided in Section 15,
A. Use, 1. General.
17. Parking space (See Section 15).
B. HEIGHT. None, except that for a use permitted in the
nR_On and "R-ln Zones the height shall be that permitted in

such zones.
C. FRONT YARD. No front yard shall be required, except
for permitted nR" uses, in which case the requirements of the
partucular "R" Zone shall apply.
D. SIDE YARD. No side yards shall be required except that
for permitted "Rn uses, in which case the requirements of the
particular "Rn Zone shall apply.
E. REAR YARD. No rear yard shall be required, except
that for permitted URn uses, the requirements of the particullr
"Rn Zone shall apply.
F. LOT AREA PER FAMILY. For permitted nRn uses the require-
ments of the Pirticular "Rn Zone shall apply.

SECTION l6:l.B. All of the following, and all matters
directly related thereto, except as specifically permitted in
Zone "S-l" under Section 13 hereof, are hereby declared to be
special uses, and authority for the location and operation
thereof shall be granted only under the provisions of and upon
compliance with the procedure outlined in this Section 16.
This declaration is based upon the fact that all of the uses
herein enumerated possesses characteristics of unique and ~V6~

special forms as to make impractical their being automaticallyj~
in any classes of use as set forth in the various zones herein
defined:
1. Airports.
2. Cemeteries.
3. Crematories.
4. Columbariums.
5. Establishments or enterprises involving large
assemblages of people or automobiles, including
a. Amusement Parks
b. Circuses
c. Fairgrounds
d. Expositions
e. Fairs
f. Exhibits
g. Automobile Shows
h. Pageants
i. Displays
j. Open-air Theatres
k. Race Tracks (other than for horse racing,
harness horse racing, and track meets)
1. Recreational Centers
m. Hospitals and Sanitariums.

6. Insti~u~ions of a philanthropic or eleemosynary
na~ure.
7. Mausoleums.
8. Na~urnl resources. developmen~ of. toge~her with
necessary buildings. appara~us or appurtenances
incident ~hereto.
9. Radio or television ~ransmit~ers.
10. Riding Academies.
SECTION 3. The City Clerk shall certify to ~he adop~ion of
this Ordinance and prior to the expira~ion of fifteen (15) days from
~he passage thereof shall cause the swne to be published once in
the Arcadia Bulle~in. a newspaper of general circula~ion. published
and circula~ed in ~he Ci~y of Arcadia.
