result in a decrease of the personnel of the Water Department.
The widespread manpower shortage makes it extremely difficult, if
not impossible, to obtain competent temporary employees during such
vacation periods. The enactment of this Ordinance will permit the
immediate establishment of various bi-monthly periods and permit
the assignment of regular employees of the Water Department to
duties in such a manner as to increase the efficiency of the depart-
ment, to better serve the community, and to best overcome the
unavailability of trained and competent replacements.

of this Ordinance and prior to the expiration of fifteen (15) days
from the passage thereof shall cause the same to be published once
in the Arcadia Bulletin, a newspaper of general circulation, pub-
lished and circulated in the City of Arcadia.
