HomeMy WebLinkAbout0847 ORDINANCE NO. 847 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA AMENDING ORDINANCE NO. 343 OF SAID CITY BY AMENDING SECTION 1 THEREOF. THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES ORDAIN AS FOLLOW: SECTION 1. That Ordinance No. 343 of the City of Arcadia, entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF' ARCADIA FIXING THE RATES AND COMPENSATION TO BE CHARGED AND COLLECTED BY SAID CITY OF ARCADIA FOR SUPPLYING WATER FOR DOMESTIC, IRRIGATION AND OTHER PURPOSES TO THE INHABITANTS OF SAID CITY, PRESCRIBING RULES AND REGULATIONS FOR THE GOVERNMENT OF THE WATER SERVICE AND m.onDING A PENALTY FOR THE VIOLATION THEREOF, AND REPEALING "" /' . ... ... .~ ... ORDINANCES NOS. 66, 67, 69, 88, 98, 113, 119, 120, 135, 164 AND 165 OF SAID CITY OF ARCADIA AND ALL OTHER ORDINANCES OR PARTS OF . ORDINANCES OF SAID CITY OF ARCADIA IN CONFLICT THEREWITHII, apprc,ved and adopted November 4, 1936, as amended, be and the same is hereby further amended by amending Section 1 thereof, the same to read, when amended, as follows: SECTION 1. The following rates and compensation are hereby fixed and established as the bi-monthly minimum rates and compensation to be charged and collected by the Water Department of the City of Arcadia for water furnished by said Department: Size Meter in Inches 5/8" for first 2000 cubic feet or less, $2.00. 3/411 for first 2000 cubic feet or less, $2.00. 1" for first 2000 cubic feet or less, $2.00. 1'-1/211 for first 3000 cubic feet or less, $3.00. 211 for first 4000 cubic feet or less, $4.00. 3" for first 6000 cubic feet or .less, $6.00. 411 fl'lr first 8000 cubic feet or less, $8.00. 611 fer first 12000 cubic feet or less, $12.00. u 811 for first 16000 cubic feet .r less, $16..0. u c:;11C/ ,f</7 ~ For all water used in excess of the bi-monthly minimum five (0.05) cents for each 100 cubic feet or portion thereof. For apartment houses, hotels, bungalow courts, automobile courts, trailer camps and building arcades, for each unit up to and including ten units, a minimum of $2.00 for each unit; provided, that the minimum will not be charged when a unit is unoccupied. For all water used in excess of the bi-monthly minimum, five (0.05) cents for each 100 cubic feet or portion thereof. In the case of all metered service in the City of Arcadia, meters shall be read by the Water Department of the City of Arcadia at intervals of approximately two calendar months, or as near thereto as the convenient and efficient operation of said Department will in the judgment of the Superintendent thereof permit. The interval between two successive readings of a meter shall be deemed and construed as a bi-monthly period for the purpose of computing water bills and for all other purposes under this Ordinance with respect to metered water service. Water bills shall be rendered bi-monthly by the Water Department of the City of Arcadia and within 5 days, excluding holidays, after the period represented by such bill. As to all water service other than metered service, the term Rbi-monthly periodll shall mean such period of approximately two calendar months as the Superintendent of the Water Department of the City of Arcadia may from time to time designate. SECTION 2. This Ordinance is hereby declared to be an emergency measure for preserving the public peace, health and safety. The following is a statement of the reasons for its urgency: The efficient management of the City Water Department is necessary for preserving the PUblic peace, health and safety, and requires a change in the procedure of meter reading and the billing and - 2 - o /l-C'/ f'<j}' ..4 collecting of water charges. The forthcoming vacation period will result in a decrease of the personnel of the Water Department. The widespread manpower shortage makes it extremely difficult, if not impossible, to obtain competent temporary employees during such vacation periods. The enactment of this Ordinance will permit the immediate establishment of various bi-monthly periods and permit the assignment of regular employees of the Water Department to duties in such a manner as to increase the efficiency of the depart- ment, to better serve the community, and to best overcome the unavailability of trained and competent replacements. SECTION 3. The City Clerk shall certify to the adoption of this Ordinance and prior to the expiration of fifteen (15) days from the passage thereof shall cause the same to be published once in the Arcadia Bulletin, a newspaper of general circulation, pub- lished and circulated in the City of Arcadia. I HEREBY CERTIFY that the foregoing Ordinance was adopted at a regular meeting of the City Council of the City of Arcadia held on the 15th day of April , 1952, by the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen DOlT.
