HomeMy WebLinkAbout0849 ORDINANCE No.849 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA,.CALIFORNIA, CREATING A PURCHASING DEPARTMENT, THE OFFICE OF PURCHASmG AGENT, AND PRESCRIBING RULES RELATIVE THERETO. The City Council of the City of Arcadia, California, does ordain as follows: , SECTION 1. Pursuant to Section 600 of the Arcadia City Charter, there is hereby created a Purchasing Department of the City of Arcadia,t and the office of Purchasing Agent as department head thereof. ~he Purchasing Agent shall be appointed by, subject to removal by and accountable to the City Manager. SECTION 2. Pursuant to Section 501 (e) of the Arc~dia City Charter, the following rules and regulations are hereby adopted governing the contracting for, purchasing, storing, distribution and disposal of all supplies, materials and equipment required by any office, department or agency of the City Government: 1. To make all purchases required by the various departments, divisions, offices, sections and units of the City Government, in conformity with the control procedures established for that purpose. ' 2. To 'supervise the warehouse and storage facilities of the City, and such control records as are necessary for the proper inventory of stocks and supplies. 3. To prepare standard specifications for materials, supplies and equipment wherever practicable. 4. To maintain records as to the sources of supply for all classes of purchases, bids and price quotation and other related items. 5. To cooperate with the City Controller in keeping inventory records of all equipment and major items of supplies owned by the City. 6. 8. To cooperate with the City Controller in making periodiC inventories. To authorize and control emergency purchasing in accordance with procedures approved by the City Manager, when centralized procurement is not practicable. To consolidate purchases of like or commercial items to obtain the maximum economic benefits. 7. 9. To negotiate for and recommend acceptance of contracts with suppliers to the best interest of the City. ~ d-<-c/ Ff? 10. To establish information sources in order to secure data relative to materials used by operating department. 11. To analyze markets and prices for materials and equipment; to suggest methods of obtaining savings through standardization and specifications, and to disseminate such information to field departments. 12. To expedite deliveries of needed materials and equipment. 13. Under the City Manager, to supervise office reproduction or duplicating services. SECTION 3. This ordinance is hereby declared to be an emergency measure for preserving the public peace, health and safety, and shall take effect immediately upon its adoption. The following is a statement of the reasons for its urgency: The Arcadia City Charter, heretofore duly adopted, became effective on May 14, 1951. Said Charter provides that the City Council shall adopt rules and regulations governing the contracting for, purchasing, storing, distribution or disposal of all supplies, materials and equipment required for any office, department or agency of the City Government. The efficient management of the City Government and the welfare of the community require the prompt adoption and use of the rules hereinbefore set forth. SECTION 4. The City Clerk shall certify to the adoption of this ordinance and within fifteen days after its adoption shall cause the same to be published once in the Arcadia BUlletin, a newspaper of general circulation, published and circulated in the City of Arcadia.
