SUBJECT: Resolution No. 6822 terminating the proclamation of the existence of
the local emergency within the City issued on December 1, 2011
pertaining to the extreme wind event which began on November 30,
2011.
Recommended Action: Adopt
SUMMARY
Beginning in the late evening on November 30, 2011, and continuing through December
1, 2011, an extreme wind event occurred in the City of Arcadia. Hundreds of large
trees were knocked down causing substantial damage to private and public property.
The Emergency Operation Center was activated and a local emergency was declared
by the City Manager in the early morning of December 1, 2011. On December 6, 2011,
the City Council ratified the proclamation of the existence of the local emergency by
passing Resolution No. 6811.
DISCUSSION
As required in the Emergency Services Act, Article 14, Section 8630, the City Council
has extended Resolution No. 6811 at subsequent council meetings with the last
extension granted at the council meeting on February 7, 2012.
Since the declaration of a local emergency on December 1, 2011 , City staff has been
aggressive in the removal of debris and the restoration of services. Repair of public
infrastructure has begun and is still in progress. City Staff has determined that the
conditions requiring the declaration of a local emergency no longer exist.
FISCAL IMPACT
Terminating the existence of a local emergency would not make the City ineligible for
disaster assistance funding should it come available.
RECOMMENDATION
Adopt Resolution No. 6822 terminating the proclamation of the existence of the local
emergency within the City issued on December 1, 2011 pertaining to the extreme wind
event which began on November 30, 2011.

RESOLUTION NO. 6822
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, TERMINATING THE PROCLAMATION
OF THE EXISTENCE OF THE LOCAL EMERGENCY WITHIN
THE CITY ISSUED ON DECEMBER 1, 2011 PERTAINING TO
THE EXTREME WIND EVENT WHICH BEGAN ON NOVEMBER
30, 2011
WHEREAS, Ordinance No. 1432 of the City of Arcadia empowers the Director of
Emergency Services to proclaim the existence or threatened existence of a local
emergency when the City is affected or likely to be affected by a public calamity and the
City Council is not in session; and
WHEREAS, beginning on November 30, 2011, conditions of extreme peril to the
safety of persons and property arose within the City caused by a high wind event, at
which time the City Council was not in session; and
WHEREAS, the Director of Emergency Services did proclaim the existence of a
local emergency within the City on the 1st day of December, 2011 as a result of said
high wind event having caused damage to property throughout the City, which resulted
in downed trees and utility poles and disrupted power service to the City; and
WHEREAS, the City Council did on December 6, 2011 adopt Resolution No.
6811 ratifying the proclamation of the existence of the local emergency; and
WHEREAS, on December 1, 2011, the County of Los Angeles declared a state
of emergency because of said high wind event; and
WHEREAS, the neighboring cities of Pasadena, Sierra Madre, San Marino,
Temple City and Monrovia also declared a local emergency because of said high wind
event; and

WHEREAS, said proclamation by the Director of Emergency Services was
subject to ratification by the City Council within seven (7) days; and
WHEREAS, the City Council did find that the aforesaid conditions of extreme
peril warranted and necessitated the proclamation of the existence of a local emergency
and, thus, the City Council adopted Resolution No. 6811 on December 6, 2011 ratifying
the proclamation.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. The situation resulting from said conditions of extreme peril is
now deemed to be within the control of the normal protective services, personnel,
equipment, and facilities of and within said City of Arcadia.
SECTION 2. The City Council of the City of Arcadia, State of California, does
hereby proclaim the termination of said local emergency.
SECTION 3. This Resolution shall take effect immediately.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
