Wray, Deputy Director of Development Services/City Enginee Prepared by: Linda Hui, Transportation Services Manage - SUBJECT: AUTHORIZE THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH RYAN SNYDER ASSOCIATES FOR A BICYCLE MASTER PLAN IN THE AMOUNT OF $82,178 Recommendation: Approve SUMMARY In 2010 the City updated its General Plan to include among other things a preliminary Bicycle Plan. The General Plan included a preliminary Bicycle Network Map and an implementation measure to conduct a Citywide Bicycle Study and develop a Bicycle Master Plan. The 2011-2012 fiscal year budget included a work item dedicated to completion of a Citywide Bicycle Master Plan ("Plan"). The Development Services Department staff recently released a Request-for-Proposals (RFP) for the Plan to seven (7) planning firms and three (3) proposals were received. Ryan Snyder Associates was selected based on their qualifications and experience, and the scope of services proposal. Staff recommends that the City Council authorize the City Manager to execute a Professional Services Agreement with Ryan Snyder Associates for a Bicycle Master Plan in the amount of$82,178. BACKGROUND The City has not previously prepared or adopted a bicycle plan, nor has it focused on the construction or designation of Citywide bike facilities. Given that the City contains and is in close proximity to many regional and local recreational, retail, employment and civic facilities/centers, a well planned bicycle network would not only make bicycling a more viable mode of transportation, but also contribute to an enhanced quality of life for residents. Staff Report March 6, 2012 Page 2 The City's recently updated General Plan calls for a bicycle system that connects residential neighborhoods to community destinations and transit access locations. A preliminary bicycle plan was proposed in the General Plan Circulation Element. One of the General Plan's implementation measures is to conduct a Citywide Bicycle Study and develop a Bicycle Plan. Funding was set aside in the FY 2011-12 Budget for this purpose. DISCUSSION The purpose of the study is to develop a comprehensive plan that identifies an optimal network of bicycle facilities throughout the City. When implemented, the Plan will improve bicycle transportation and provide a viable alternative to the use of automobiles. The Plan will also serve as an important guiding document that can ensure that bicycle facilities are considered during road maintenance and reconstruction, as well as when important land use decisions are made. In addition, the Plan will prioritize bicycle lane/facility projects for implementation, and identify available funding sources. The City has not been qualified to apply for Bicycle Transportation Account (BTA) funds, an annual State fund program, due to the lack of an approved bicycle plan. An approved bicycle plan is a requirement for state and federal funding. This Plan will qualify and/or provide advantages to the City to pursue regional, state and federal bicycle transportation funds. Based on the General Plan Update's recommendations and the potential benefits from bicycle funding programs, staff released a Request-for-Proposals for the development of a Bicycle Master Plan. The RFP was sent to seven (7) planning firms, and three (3) firms responded as follows. COMPANY AMOUNT Alta Planning + Design $99,180 KTU+A Planning + Landscape Architecture $99,485 Ryan Snyder Associates $80,678 The proposals were evaluated based on the established criteria including the firm's professional qualifications, experience, understanding of the scope, proposed project approach, and proposed cost. Although all of the firms met the minimum requirements, it was determined after careful consideration that Ryan Snyder Associates was the best and most qualified of the three firms. Ryan Snyder Associates demonstrated a strong project approach and project management and is very familiar with this region. In addition, Ryan Snyder Associates' cost proposal was the lowest of the three proposals. Staff has engaged in a project scope refinement with Ryan Snyder Associates with the intention of contract award. As a result, a few optional items such as an additional Staff Report March 6, 2012 Page 3 public workshop, photo simulations, etc. were added to the scope of work, making the total contract amount $82,178. At appropriate times during the project, staff will determine whether there is a need to exercise these optional tasks. FISCAL IMPACT An amount of $100,000 in Proposition C funds has been allocated in the fiscal year 2011-2012 budget for the Bicycle Master Plan project. The proposed contract cost is well within the budgeted amount and no General Fund dollars are needed. RECOMMENDATION It is recommended that the City Council authorize the City Manager to execute a Professional Services Agreement with Ryan Snyder Associates for a Bicycle Master Plan in the amount of$82,178.
