SUMMARY Staff is recommending that the City Council authorize the purchase of police uniforms for sworn and civilian personnel not to exceed the amount of $50,000.00 from Quartermaster. The formal bidding requirements have been satisfied and funds are available in the FY 2011-2012 budget. DISCUSSION A Uniform Committee was formed within the Department at the direction of Chief Guthrie to establish a consistent uniform appearance for all Department personnel. The findings of the committee revealed a common practice among vendors of providing uniforms using a random "mix and match" method without consideration for fabric weight, dye and weave pattern. This practice amongst various vendors has adversely affected personnel across all Divisions in the Department — resulting in varying degrees of mismatched uniforms. With committee input, Chief Guthrie directed the issuance of two types of authorized uniforms — Class A and Class B. Class A is the Department's formal dress uniform and Class B is the Department's field uniform. This directive, in conjunction with a single vendor and product line, will establish the desired consistency of uniform appearance throughout the Department. The Department is currently authorized to purchase uniforms and related support equipment from Tom's Uniforms, West End Uniforms and Galls Long Beach Uniforms. In addition to supplying uniforms and related support equipment, these vendors also provide tailoring services. In recent years, however, inventory of products and quality of workmanship have been on the decline. The committee determined that a single vendor, capable of maintaining a large inventory of uniforms and related support equipment, would better suit the needs of the Department. Furthermore, a vendor capable of providing one-stop shopping would prove both more efficient and more cost effective for the Department and its personnel. The Department annually budgets for uniforms for issue and replacement. Related support equipment such as name tags, whistle chains, rank insignias, tie bars, and departmental patches are also included in the budget. To ensure the City would receive the best pricing for the uniforms and accessories, a formal bid process was conducted and invited vendors to submit quotations. Quartermaster was the only vendor to submit a response. The price agreement is for a period of one (1) year with the option to renew annually for a maximum of three (3) years. FISCAL IMPACT The uniform purchase will not exceed the amount of $50,000.00. This amount is included in the current approved budget.
