ARCADIA PLANNING COMMISSION

Arcadia City Council Chambers
The Planning Commission of the City of Arcadia met in regular session on Tuesday, February
14, 2012, at 7:00 p.m., in the Council Chambers of the City of Arcadia, at 240 W. Huntington
Drive with Chairman Baerg presiding.
PLEDGE OF ALLEGIANCE
Chairman Baerg led the Pledge of Allegiance.

PUBLIC HEARING
1. CONDITIONAL USE PERMIT NO CUP 12 -01

The applicant is requesting a Conditional Use Permit to allow a 1,140 square -foot personal
service use (hair salon).
RESOLUTION NO. 1850
A Resolution of the Planning Commission of the City of Arcadia, Califomia, approving
Conditional Use Permit No. CUP 12 -01 for a 1,140 square -foot hair salon in an existing one -
story commercial building at 1010 North Santa Anita Avenue.
RECOMMENDATION: Conditionally approve CUP 12 -01 and adopt Resolution No. 1850
Mr. Li presented the staff report.
Commissioner Beranek noted that the staff report states that the business cannot operate
for more than 16 hours per day and he asked if that is normal. Mr. Li explained that if the
owner wanted to expand their business hours beyond 16 hours per day, the Municipal Code
would require them to apply for a new Conditional Use Permit.
Commissioner Baderian asked if there are other personal service businesses nearby. Mr. Li
said there is a day spa in the same building.
Chairman Baerg asked if anyone would like to speak in favor of this project.
Mr. Nigol Parshegian, the business owner, said that he is only moving because he must; it is
not by choice. He explained that he has been at the same location (159 N. Santa Anita
Ave.) for 19 years and would prefer to stay there. But the Redevelopment Agency bought
the building and is moving everyone out. He needs to stay near his customer base, and this
location should be satisfactory.
Commissioner Baderian asked Mr. Parshegian if he had read the conditions of approval in
the staff report and if he would be able to comply with all of them. Mr. Parshegian said that
he would comply with all conditions.
Chairman Baerg asked if anyone would like to speak in opposition to this project.
There were none.
MOTION
It was moved by Commissioner ParrIle, seconded by Commissioner Chiao to close the
Public Hearing. Without objection the motion was approved.
MOTION
It was moved by Commissioner Chiao, seconded by Commissioner ParriIle to approve
Conditional Use Permit No. CUP 12 -01 subject to the conditions in the staff report and to
adopt Resolution No. 1850.

There is a five (5) working day appeal period after the adoption of the Resolution. Appeals
are to be filed by 5:30 p.m. on Wednesday, February 22, 2012.

the minutes of January 24, 2012 as presented.

MODIFICATION COMMITTEE AGENDA
Chairman Baerg reported that the Modification Committee meeting was cancelled.
MATTERS FROM STAFF & UPCOMING AGENDA ITEMS
Mr. Kasama said that, at present, there are no items scheduled for the February 28 meeting and
he will advise the Commissioners if the meeting is cancelled.
Mr. Kasama mentioned that staff had a pre - application meeting with the owner of the Santa
Anita Inn to discuss a specific plan for two hotels, one full service and one long term, and a
residential condominium at the site. He said he expects an application will be filed by the end of
this month.
