HomeMy WebLinkAbout03/06/2012 54:0027 CITY COUNCIL/SUCCESSOR AGENCY REGULAR MEETING MINUTES TUESDAY, MARCH 6, 2012 CALL TO ORDER - Mayor Kovacic called the meeting to order at 6:00 p.m. ROLL CALL OF CITY COUNCIL: PRESENT: Council Member Amundson, Chandler, Harbicht, Segal and Kovacic ABSENT: None CLOSED SESSION/STUDY SESSION PUBLIC COMMENTS (5 minutes per person) — No one appeared. CLOSED SESSION a. Pursuant to Government Code Section 54956.9(b)(1) to meet with legal counsel regarding the Claim of Julia Huaringa-Lagomarsino. The Mayor adjourned the Closed Session at 6:10 p.m. to Study Session. STUDY SESSION a. Report, discussion and direction regarding downtown consulting services to assist with the establishment of a Property Based Business Improvement District (PBID)for Downtown Arcadia. Jason Kruckeberg, Assistant City Manager/Development Services Director and Jerry Schwartz, Economic Development Manager presented the staff report. Mayor Kovacic opened the meeting for public comments. The following individuals appeared and provided comments: Matt McSweeney, Matt Denny's Ale House Marty Wood Henry Nunez April Verlato Scott Hettrick It was moved by Council Member Harbicht, seconded by Council Member Kovacic and carried on roll call vote to appropriate $70,000 from the City's General Fund for a consultant for the establishment of a Property Based Business Improvement District (PBID). AYES: Council Member Harbicht, Kovacic, Amundson, Chandler and Segal NOES: None ABSENT: None The Mayor adjourned the Study Session at 6:57 p.m. 03-06-12 1 54:0028 CITY COUNCIL REGULAR MEETING Mayor Kovacic called the regular meeting to order at 7:00 p.m. wit INVOCATION — First Reader, Ted Lubeshkoff, First Church of Christ Scientist PLEDGE OF ALLEGIANCE — Alex Lee, Arcadia High School Constitution Team Member ROLL CALL OF CITY COUNCIL MEMBERS: PRESENT: Council Member Amundson, Chandler, Harbicht, Segal and Kovacic ABSENT: None REPORT FROM CITY ATTORNEY ON CLOSED SESSION/STUDY SESSION ITEMS City Attorney Deitsch reported that prior to the regular meeting, the City Council met in Closed Session to discuss a pending claim with the City; no reportable action was taken. In addition, Mr. Deitsch reported that the City Council also met in a Study Session to discuss and provide direction regarding the possibility of a Downtown consulting service contract to assist with the establishment of a Property Based Business Improvement District (PBID) for the Downtown Arcadia area; and upon motion by Council Member Harbicht, seconded by Mayor Kovacic, the City Council moved to appropriate the sum of $70,000 in the budget for purposes of ultimately retaining a consultant for consulting services regarding the establishment of that Property Based Business Improvement District(PBID). SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS - Mr. Penman advised that correspondence from DeWayne and Elaine Lupton, residents on La Ramada Avenue in Arcadia was received regarding City Manager Item 2.c. and distributed to the City Council prior to the meeting. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Chandler, seconded by Council Member Segal to read all ordinances and resolutions by title only and waive the reading in full. PRESENTATIONS a. Presentation by Los Angeles County Assessor John Noguez regarding tax relief information to property owners from wind storm damage. b. Presentation of a Proclamation designating March 14, 2012 as Arbor Day. c. Presentation of Certificate of Commendation to Arcadia High School Constitution Team for winning State Championship. d. Presentation of a Certificate of Commendation to the Arcadia High School Theatre Department for first place win at the Musical Competition of America. 03-06-12 2 54:0029 PUBLIC COMMENTS Mary Dougherty, appeared and announced that she is a City Council candidate and the current President of the Santa Anita Oaks Homeowners Association and discussed a 10 bedroom, 15 bathroom house being built at 18 E. Longden in Arcadia and commented on mansionization. REPORTS FROM THE CITY COUNCIL AND CITY CLERK Council Member Chandler had nothing to report. Council Member Segal congratulated both the Arcadia High School Constitution Team an d the Arcadia High School Theatre Department; he commented on the different accomplishments of the High School and encouraged everyone to continue supporting their events and see the play "Oklahoma". Council Member Amundson reported that the Planning Commission, at their next meeting, will be discussing the Downtown parking study; and announced that an ACTION Workshop will be held on Saturday, April 14th at the Library and will discuss emergency preparedness and encouraged everyone to attend. Mayor Pro Tern Harbicht echoed Council Member Segal's comments regarding the upcoming performance of"Oklahoma" by Arcadia High School Theatre Department students and encouraged everyone to attend. City Clerk James Barrows also congratulated both the Arcadia High School Constitution Team and the Arcadia High School Theatre Department; he commented on the Arcadia High School Orchestra Benefit Dinner he attended; he announced that Tuesday, March 13 is the Arcadia School District election and that ballots can be dropped off at City Hall; and noted that Tom Landis is retiring from Arcadia High School and a retirement festival will be held on Sunday, May 20th at Salter Stadium. Mayor Kovacic announced the Mayor's Community Breakfast on Friday, March 30 at 7:30 a.m. at the Front Runner Restaurant at the Race Track; that the keynote speaker will be Fritz Coleman, Channel 4 weatherman who will speak about volunteerism; and that 3 Arcadia organizations in Arcadia will benefit from the proceeds and tickets can be obtained by calling City Hall; and announced the Second Annual Battle of the Badges between the Arcadia Fire Department and Arcadia Police Department at 6:00 p.m. on Saturday, March 31 at the Arcadia High School Gym. Mr. Kovacic reminded everyone about the Arcadia Historical Museum Foundation raising funds for an education center which would be adjacent to the museum and reminded everyone to keep giving to the education center; and stated that he attended the bi-monthly PTA meeting earlier and thanked Lee Calendar for her tremendous year as president and commended her for committing to a second term as President of the PTA. He commented on the various resources, programs and opportunities at the Library and encouraged everyone to go to the Library website for additional information. 1. CONSENT CALENDAR a. Approve the Regular Meeting Minutes of February 21, 20.12. Recommended Action: Approve 03-06-12 3 54:0030 b. Adopt Ordinance No. 2294 repealing Ordinance No. 2286 electing to participate in the Alternative Voluntary Redevelopment Program pursuant to Health and Safety Code Section 34192 et seq. Recommended Action: Adopt c. Introduce Ordinance No. 2295 amending Section 2290.1, Chapter 2, Part 9, Division 1 of Article II of the Arcadia Municipal Code regarding the membership of the Arcadia Historical Museum Commission. Recommended Action: Introduce d. Authorize and direct the City Manager to execute a one (1) year contract extension with Clinical Laboratory of San Bernardino, Inc. for Laboratory Testing Services of City Water Samples in the amount of$46,150. Recommended Action: Approve e. Authorize and direct the City Manager to execute a Professional Services Agreement with Ryan Snyder Associates fora Bicycle Master Plan in the amount of $82,178. Recommended Action: Approve f. Approve Final Map No. 71653 for an eleven-unit, residential condominium subdivision at 19-31 Alta Street. Recommended Action: Approve g. Authorize the purchase of new uniforms and related support equipment for the Police Department from Quartermaster in an amount not to exceed $50,000. Recommended Action: Approve Mayor Pro Tern Harbicht pulled Consent Calendar item 1.e for separate discussion. It was moved by Council Member Chandler, seconded by Council Member Amundson and carried on roll call vote to approve Consent Calendar items 1.a through 1.d. and 1.f and 1.g AYES: Council Member Chandler, Amundson, Harbicht, Segal and Kovacic NOES: Council Member Kovacic(Consent Calendar item 1.c) ABSENT: None It was moved by Council Member Harbicht, seconded by Council Member Chandler and carried on roll call vote not to approve Consent Calendar item 1.e. AYES: Council Member Harbicht, Chandler, Amundson, Segal and Kovacic NOES: None ABSENT: None 2. CITY MANAGER ITEMS a. Report, discussion and direction regarding restricting use of tobacco products at City Parks and Recreation Areas. Recommended Action: Provide direction Sara Somogyi, Recreation and Community Services Director provided the staff report. 03-06-12 4 54:0031 It was moved by Council Member Amundson, seconded by Council Member Segal and carried on roll call vote to prohibit the use of tobacco products at City parks and recreation areas; excluding the Arcadia Par 3 Golf Course until a new contract is negotiated. Authorize and direct the City Manager to execute a Professional Services Agreement with TKE Engineering and Planning for the design and development of the Library Renovation Project(Cay Mortenson Library Auditorium) in the amount of$29,860. Recommended Action: Provide direction Tom Tait, Public Works Services Director provided the staff report. It was moved by Council Member Harbicht, seconded by Council Member Segal and carried on roll call vote to award a contract to TKE Engineering and Planning for the design and development of the Cay Mortenson Library Auditorium Project in the amount of $29,860; and increase the budget for next fiscal year for the construction phase of the Project from $100,000 to $160,000 by re- budgeting for the new total construction estimate or use donations to the library to make up the gap in funding. Report, discussion and direction regarding parking regulations and exceptions for recreational vehicles in residential zones. Recommended Action: Provide direction Jim Kasama, Community Development Administrator provided the staff report. It was moved by Council Member Harbicht, seconded by Council Member Segal and carried on roll call vote to direct staff to prepare a draft plan for updating parking regulations and send to the Planning Commission for their consideration. Consideration of a request from Pasadena Symphony and POPS to place streetlight banners along Baldwin Avenue to promote the Summer Concert Series at the Arboretum. Recommended Action: Provide direction Jason Kruckeberg, Assistant City Manager/Development Services Director provided the staff report. The Mayor allowed public comments regarding this item. Paul Zdunek, CEO Pasadena Symphony and POPS discussed their streetlight banner request. 03-06-12 5 54:0032 Melinda Kernc, General Manager California Philharmonic discussed their streetlight banner request. Ivan Schustak spoke on behalf of allowing the placement of the streetlight banners. It was moved by Council Member Harbicht, seconded by Council Member Segal and carried on roll call vote to allow both Pasadena Symphony and POPS and California Philharmonic to place streetlight banners to promote the summer concert series at the Arboretum. AYES: Council Member Harbicht, Segal, Amundson, Chandler and Kovacic NOES: None ABSENT: None e. Appointments to the Oversight Board for the Successor Agency to the Arcadia Redevelopment Agency and recommendations for appointments to the Oversight Board by Los Angeles County Supervisor Michael Antonovich and the Los Angeles County Sanitation District.
