CALL TO ORDER Mayor Kovacic called the meeting to order at 8:15 a.m.

PUBLIC COMMENTS — No one appeared.
1. CITY MANAGER
a. Report, discussion and possible action regarding Governor Brown's Realignment
Program and potential concerns for public safety.
Supervisor Antonovich and Anna Pembedjian, Public Safety Deputy reported on the Governor's
Realignment Program; she explained some of the options the County will exercise in order to
reduce prison over-crowding including the Fire Camp Program, the Public Community Correctional
Program and Post Release Community Supervision Program ("PSP"); she provided statistics on
services that have been provided to the PSP including assessment by the Department of Mental
Health and substance abuse treatments.
b. Report, discussion and possible action regarding Oversight Committee
Appointments.
Edel Vizcarra, Planning Deputy explained the Oversight Committee appointments process; he
reported that a letter was sent to 18 cities and 1 County with Redevelopment Agencies asking for

recommendations on Oversight Committee appointments; and stated that as soon as the
appointment list is ready, the Board will start scheduling meetings.
It was the consensus of the City Council to continue discussion on this matter to the end of the
meeting.
c. Report, discussion and possible action regarding the status of Santa Anita Canyon
Road.
Dave Pilker, County of Los Angeles Department of Public Works provided an update of the Santa
Anita Canyon Road project; he reported that the City of Arcadia, Sierra Madre and Los Angeles
County completed the Storm Damage Repair Project; that as of January 2012 the City of Monrovia
received final approval on funding to proceed with their project and once the construction begins it
will take 3 to 6 months to complete; and that as soon as Monrovia completes their portion of
improvements as required by the County the transfer will be accepted.
Mayor Kovacic excused himself from the meeting at 9:00 a.m.
d. Report, discussion and possible action regarding the windstorm including CAL EMA
denial of funding; and the County tree grant program and windstorm impact on local
County facilities.
Dave Pilker, County of Los Angeles Department of Public Works provided an update on the
windstorm and the impact to local County facilities; he reported that the County has provided
assistance to cities that were affected by the December 1, 2011 windstorm; that the initial focus
was damage assessment, public safety and the opening of streets to traffic; he also commented on
the Tree Grant program and explained that the County would like to maximize the amount of
grants the Supervisor is providing and any matching funds from local agencies would be
appreciated.
e. Report regarding tennis contract.
Kandy Hays, Division Chief of the Contract Section of the Department of Parks and Recreation
reported that the County solicited bids for the operation of the tennis courts which will be presented
to the Board of Supervisors this week; that the County also received letters of concern from
individuals regarding the proposed management of the tennis courts; and indicated that a
community meeting was held regarding the tennis courts becoming a private membership facility
and possible fee increases which she indicated was incorrect information.
Supervisor Antonovich provided an update regarding the High Speed Rail project which will connect
the Antelope Valley to San Diego; and the Desert Express which is a private funded train from
Victorville to Las Vegas; and noted that construction will begin at the end of 2012 and will begin be
operational in 2016.
The City Council continued their discussion regarding Oversight Committee Appointments and after
some discussion it was the consensus that this matter be placed on the March 20th regular City
Council meeting agenda.

CALL TO ORDER - Mayor Kovacic called the meeting to order at 6:00 p.m.
ROLL CALL OF CITY COUNCIL:

ABSENT: Council Member Harbicht
It was moved by Council Member Chandler seconded by Council Member Amundson to excuse
Mayor Pro Tern Harbicht.
CLOSED SESSION/STUDY SESSION PUBLIC COMMENTS (5 minutes per person) — No one

CLOSED SESSION
a. Pursuant to Government Code Section 54957.6 to confer with labor negotiators.

The Mayor adjourned the Closed Session at 6:15 p.m. to Study Session.
STUDY SESSION
a. Discussion of land uses in the former Redevelopment Project Area after
elimination of the Arcadia Redevelopment Agency and ARA Resolution No. 231.
Jason Kruckeberg, Assistant City Manager/Development Services Director and Jim Kasama,
Community Development Administrator presented the staff report
As directed by the City Council, staff will submit the appropriate text amendments to the Planning
Commission for consideration and return to the City Council for action and consideration.
The Mayor adjourned the Study Session at 6:50 p.m.

It was moved by Council Member Chandler seconded by Council Member Amundson to excuse

REPORT FROM CITY ATTORNEY ON CLOSED SESSION/STUDY SESSION ITEMS
City Attorney Deitsch reported that prior to the regular meeting, the City Council met in Closed
Session to consider the one (1) item listed on the posted agenda, no reportable action was taken.
In addition, Mr. Deitsch reported that the City Council met in a Study Session concerning Land
Uses in the former Redevelopment Project Area after elimination of the Arcadia Redevelopment
Agency and ARA Resolution No. 231.
Mr. Deitsch also read a prepared statement regarding the ballot error and correction process.
SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS
Mr. Penman advised that there were no supplemental agenda reports; however information from
Southern California Edison was distributed regarding "Reporting an Outage" and information on
how to submit a reimbursement claim to Southern California Edison as a result of the 2011
Windstorm Damages which will be discussed by an Edison representative during the public
comment period.

READING IN FULL
A motion was made by Council Member Chandler, seconded by Council Member Segal to read all
ordinances and resolutions by title only and waive the reading in full.
PRESENTATIONS
a. Presentation of Certificates to the Arcadia High School Boys Cross Country Team.
b. Presentation of "Believe in Arcadia...Volunteer!" award to the Arcadia High School
Senior Men and Women.
PUBLIC COMMENTS
Jenelle Godges, the Southern California Edison Public Affairs Region Manager appeared and
discussed how to report an outage and provided information on how customers can file a claim for
reimbursement if they were affected by the December 2011 windstorm.

Mary Dougherty, appeared and identified herself as a City Council candidate; she followed up on
the 10 bedroom, 15 bathroom house being built at 18 E. Longden in Arcadia that she reported at
the March 5, 2012 City Council meeting and urged the City Council to investigate how this home
was allowed and approved.
REPORTS FROM THE CITY COUNCIL AND CITY CLERK
Council Member Chandler congratulated Arcadia High School's Cross Country Team and Senior
Men and Women's Club and congratulated Mr. Penman on his retirement.
Council Member Segal also congratulated Arcadia High School's Cross Country Team and Senior
Men and Women's Club; and he also congratulated Mr. Penman on his retirement.
Council Member Amundson also congratulated Arcadia High School's Cross Country Team and
Senior Men and Women's Club; he noted on the Special Meeting with Supervisor Antonovich on
March 8, 2012 and commented on the Realignment Program and early release of prisoners; he
stated that two long time small businesses are going out of business and encouraged residents to
shop Arcadia; and also congratulated Mr. Penman on his retirement.
City Clerk James Barrows also congratulated Arcadia High School's Cross Country Team and
Senior Men and Women's club; he announced that the School District's Measure A passed; he
announced the April 10, 2012 election; he indicated that every vote does count and encouraged
everyone to vote; and he also congratulated Mr. Penman on his retirement.
Mayor Kovacic announced the Arcadia Chamber of Commerce Installation and Senior of the Year
Dinner on April 19th at the Race Track; the Mayor's Community Breakfast on Friday, March 30 at
7:30 a.m. at the Front Runner Restaurant at the Race Track; and noted that the keynote speaker
will be weatherman Fritz Coleman; the Second Annual Battle of the Badges between the Arcadia
Fire Department and Arcadia Police Department at 6:00 p.m. on Saturday, March 31 at the Arcadia
High School Gym; he announced Board and Commission openings; and noted that the City of
Arcadia was mentioned in the March edition of the Sunset Magazine; and also congratulated Mr.
Penman on his retirement.
1. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of March 6, 2012.
Recommended Action: Approve
b. Adopt Ordinance No. 2295 amending Section 2290.1, Chapter 2, Part 9, Division 1 of
Article II of the Arcadia Municipal Code regarding the membership of the Arcadia
Historical Museum Commission.
Recommended Action: Adopt
c. Adopt Resolution No. 6823 ordering the summary vacation of a portion of St. Joseph
Street east of Front Street.
Recommended Action: Adopt
d. Authorize and direct the City Manager to execute an amendment to the
Communications Site Lease Agreement between the City of Arcadia and Verizon
Wireless at Camino Grove Park, 1410 South Sixth Avenue.

e. Authorize and direct the City Manager to award a three year agreement to Bank of the
West for general banking services with the option to renew for two more years.
Recommended Action: Approve
f. Waive expenses related to traffic control services for the Eighteenth Annual Santa
Anita Derby Day 5K to be held on Saturday, April 7, 2012.
Recommended Action: Approve
Mayor Kovacic pulled Consent Calendar Item 1.d for discussion. Tom Tait, Public Works Services
Director responded.
It was moved by Council Member Segal, seconded by Council Member Amundson and carried on
roll call vote to approve Consent Calendar items 1.a through 1.f.

2. CITY MANAGER ITEMS
a. Consideration of an Administrative Budget for the Successor Agency to the Arcadia
Redevelopment Agency.
Recommended Action: Provide direction

It was moved by Council Member Segal, seconded by Council Member Chandler and carried on roll
call vote to approve the 2012-13 Successor Agency budget.

b. Appointments to the Oversight Board for the Successor Agency to the Arcadia
Redevelopment Agency and recommendation for appointments to the Oversight
Board by Los Angeles County Supervisor Michael Antonovich and the Los Angeles
County Sanitation District.
Recommended Action: Provide direction

call vote to recommend Ed Beranek to the Los Angeles County Sanitation District; and Vince Foley
