Wray, Deputy Director of Development Services/City Engineer pAdi Linda Hui, Transportation Services Manager SUBJECT: REPORT, DISCUSSION AND DIRECTION REGARDING GOLD LINE PARKING STRUCTURE AND TRANSIT PLAZA Recommendation: Provide Direction SUMMARY The Metro Gold Line Foothill Extension Construction Authority (Authority) is now starting the formal design and construction process for the Gold Line Station parking structures. Arcadia City staff has worked with the Authority on preliminary design concepts for the Arcadia parking structure to establish a baseline design. Staff has also independently studied design concepts for facade improvements. These preliminary concepts were shared with Council in January and August 2011. Now that the parking structure footprint has been determined, staff is in the process of pursuing design concepts for the adjacent transit plaza. The purpose of this report is to give the City Council an update of staff's work in progress and to obtain input and direction on design elements for the parking structure. BACKGROUND With the contracts for the Iconic Freeway Structure and the Main Alignment in place, the Authority is now focusing its attention on pursuing the parking structure design/build work. This will be the third and final design/build contract administered by the Authority for this phase of the Gold Line. The Authority is planning to seek proposals that will cover five (5) parking structures, one parking lot and some improvements to adjacent parkways and transit plazas. The work in the parkways and transit plazas is the result of a grant obtained by the Authority for intermodal bus/pedestrian interface enhancements. Arcadia's transit plaza is proposed on the remaining MTA property unusable for the parking structure (please refer to the attached map.) The City obtained its own grant for improvements to the plaza and is currently coordinating with the Staff Report April 3, 2012 Page 2 Authority for the use of both grants. The parking structure and the transit plaza are discussed in more detail below. PARKING STRUCTURE City staff assisted the Authority in the review of parking structure design concepts to determine a baseline design. The Authority has now selected a baseline design that will be used as a standard for all five proposed parking structures (see the attached concept.) The Authority is currently preparing design guidelines and bid specifications, and plans to release a Request-for-Proposals for design/build services in August 2012 and award a design contract in February 2013. The proposed baseline parking structure design is generic with a smooth concrete exterior of panels and columns with openings between each level. Arcadia's parking structure is preliminarily planned to have one level above the ground floor. The elevator will be located at the southeast corner of the structure adjacent to Santa Clara Street and the Transit Plaza and the elevator housing will act as the focal point for the structure. Several months ago, in anticipation of the parking structure design, staff contracted the services of the IBI Group to consider some surface treatment alternatives to improve the look and quality of the structure. The IBI Group selected three alternatives using landscaping materials, painted concrete, and brick façade. The Authority reviewed the alternatives and responded that Metro will not accept the landscaping alternative because of maintenance issues. The other alternatives were applied to the baseline design and the examples are attached. Although all sides of the structure are visible from public streets, the side adjacent to the rail right-of-way was not considered in the scope of surface treatments because of the limited visibility and the variation in design caused by the vehicle ramp. For the two alternatives, the estimate of cost is as follows: Brick Façade — Columns Only — $183,000 Columns & Panels — $325,080 Painted & Etched Concrete — $55,080 If the City Council is interested in pursuing either of these or other options, the City must respond to the Authority by June 2012. These improvements are eligible for funding from the Proposition A and C Reserve/Grade Separation Fund, which is restricted to transit related expenditures. This fund is the source of funding for the City's share of the Santa Anita Avenue Grade Separation, and the other City Council approved Gold Line betterments such as the Station elements and the Colorado Boulevard Bridge lengthening. Removing these previous funding commitments from the Reserve Fund still leaves a current balance of over $1,500,000. Staff Report April 3, 2012 Page 3 Staff recommends that the City Council allocate funds from the Prop A and C Reserve/Grade Separation Fund to provide detail and enhancement to the Parking Structure. The painted and etched concrete alternative will provide detailing and visual relief at a minimum cost of approximately $55,000. If the Council wishes to explore additional options, staff can bring back information at a future meeting. The Gold Line needs a response from the City by June 2012. TRANSIT PLAZA The remaining triangular parcel east of the parking structure owned by the MTA has been identified by the City as an ideal location for a transit plaza. Staff felt that this parcel is a critical link between the parking structure and the Station. In 2009, in anticipation of the City obtaining the use of the parcel, staff applied for and received an MTA Call-for-Projects grant in the amount of $318,400 (with a local match of $136,500) to improve the plaza. In the grant application, staff proposed a theme of improvements with hardscape, landscape, and complimentary amenities at a total cost of $454,900 and this project was added to the Capital Improvement Program last year. Recently, the Authority received a federal grant for intermodal bus/pedestrian interface enhancements including pedestrian and transit amenities for areas immediately adjacent to the stations. The purpose of this federal grant is to improve other modes of transportation (such as bus, bicycle and pedestrian) connecting to the Gold Line stations. The grant does require a 20% local match. The Authority preliminarily allocated $1,200,000 for improvements immediately adjacent to the Arcadia Station. These improvements will include bus shelters, bus pads, benches, trash receptacles, pedestrian scaled-street lighting, landscaping, pedestrian walkways and amenities, and paving of the transit plaza. Staff will be providing design concepts for the transit plaza for Council review at an upcoming meeting. FISCAL IMPACT The level of fiscal impact depends upon the type of improvements selected for the parking structure. The primary source of funds for the Gold Line betterments is the Proposition A and C Reserve/Grade Separation Fund. The Santa Anita Bridge may not require all of the reserved funds and these unused reserve funds may be used to cover the cost of parking structure betterments. The current estimated reserve fund balance is over $1,500,000. Additional funding sources available to the City are Proposition A and C, and Measure R. The potential betterments for the parking structure range from $55,080 for painted concrete to $325,080 for a brick facade over the entire surface. The preliminary estimate for the Transit Plaza Improvements is $454,900. Although no decision will be made on the final scope and cost until more information is available, the City's local match of $136,500 is an eligible expenditure of Prop A and C funds.
