SUBJECT: ACCEPT ALL WORK PERFORMED BY FLATIRON ELECTRIC GROUP
INC. FOR CONSTRUCTION OF FIBER OPTIC CONNECTIONS TO CITY
FACILITIES AS COMPLETE

SUMMARY
On November 1, 2011, the City Council awarded a contract to Flatiron Electric Group,
Inc. in the amount of $71,590 for the construction of fiber optic connections to City
facilities. There was one (1) change order for extra work and with the final adjustment
for actual quantities, the contract increased by $7,157.75.
The terms and conditions of this project have been complied with and the required work
has been performed to staffs satisfaction for a final cost of $78,747.75. Staff is
recommending that the City Council accept the project as complete and authorize the
final payment in accordance with the approved contract documents.
BACKGROUND
The City of Arcadia had several City facilities that were on separate connections for
data and telecommunications. This project provided new fiber optic connections from
City Hall to three (3) City facilities, thus consolidating communication systems. In
addition, the project upgraded the fiber optic connection at City Hall, putting in place the
infrastructure for future communication improvements there.
Installing and upgrading to the latest technology of fiber optic cable will provide the City
with the following benefits:

• Consolidation to one internet connection.
• The ability to easily upgrade Internet and telecommunication services in the
future.
• Eliminate recurring monthly costs by using utility company-owned communication
(T1) lines.
• Obtain the most competitive price available on the market with one of the several
utility providers (i.e. AT&T, Time Warner Cable and Champion Broadband) for all
the City's communication needs.
• Increase current data transfer rates, thus increasing speed and access to email,
documents, network applications, Internet, and Intranet sites.
• Stronger security; fiber optic cable is extremely difficult to tap into, thereby
ensuring network data security.
• By installing the latest fiber optic technology, the City will have the infrastructure
in place to greatly enhance communications to better serve the public.
Within the past few years, the Library was upgraded with a fiber optic connection to City
Hall providing for current and future communication improvements to serve the public.
Connection to the Library eliminated recurring monthly costs to the City by allowing
consolidation of the internet connection with City Hall. With the installation of fiber optic
connections to the following three (3) City facilities, Fire Station 105, Fire Station 106
and the Community Center, along with the upgrade at City Hall, the City will consolidate
these three additional facilities into one contract. Therefore, this project provides
improvements to data and telecommunications service, which is necessary to better
serve the public.
The project was advertised in September 2011 and bids opened on October 6, 2011,
with Flatiron Electric Group, Inc. as the qualifying low bidder. A contract in the amount
of $71,590 was awarded by the City Council on November 1, 2011 including a 10%
contingency.
DISCUSSION
Construction began in December 2011 and was completed in February 2012. The
project installed fiber optic cable and conduit beneath city streets and parkways making
connection from Fire Station 105, Fire Station 106, and the Community Center to the
City's existing fiber optic network. Additionally, the project upgraded the existing fiber
optic connection between City Hall and the Police Department.
There was one change order for extra work in the amount of$7,157.75 equaling 10% of
the contract amount. The extra work involved repairing existing fiber optic splices,
relocating conduit due to conflict with an existing storm drain pipe, and other site
conditions that increased the overall quantity of fiber optic cable constructed. After
confirming the final quantities, the final contract price is $78,747.75, which is a
$7,157.75 increase (or 10%) over the original contract price.

ENVIRONMENTAL IMPACT
The California Environmental Quality Act (CEQA) Section 15301 allows exemptions
from the Act for projects that are considered not to have a significant effect on the
environment. The types of projects for which the exemptions are allowed are separated
into categories. This project falls under Class 1(b) which is the provision of public utility
services to existing buildings.
FISCAL IMPACT
Funds in the amount of $200,000 from Capital Outlay Funds were budgeted in the
2011-12 Capital Improvement Program for this project. The cost of the construction
contract is $78,747.75. Sufficient Capital Outlay Funds are available to cover all costs.
RECOMMENDATION
That the City Council accepts all work performed by Flatiron Electric Group, Inc. as
complete and authorize the final payment to be made in accordance with the contract
documents.
