SUBJECT: AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT
WITH NOBEST, INC. IN THE AMOUNT OF $38,560 FOR HANDICAP
RAMPS/SIDEWALK IMPROVEMENTS IN THE VICINITY OF
COLORADO BOULEVARD BETWEEN COLORADO PLACE AND SAN
ANTONIO ROAD, AND APPROVE A 10% CONTINGENCY

SUMMARY
This project consists of the construction of 19 new handicap accessible curb ramps and
portions of sidewalk repairs in the vicinity of Colorado Boulevard, between Colorado
Place and San Antonio Road. This project is different from the project budgeted in the
FY 2011-12 Capital Improvement Program. The original project was for a sidewalk on
Sunset Boulevard and was funded under a separate grant after the CIP was approved,
so staff selected the next highest priority project, based on the inventory of missing
handicap ramps and sidewalks, and recent requests and complaints.
The project was advertised and bids were opened on April 19, 2012. Nobest, Inc.
submitted the successful low bid in the amount of $38,560. Staff recommends that the
City Council award a contract for Handicap Ramps / Sidewalk Improvements in the
Vicinity of Colorado Boulevard between Colorado Place and San Antonio Road Project
to Nobest, Inc.
DISCUSSION
Funding for this project comes from the Transportation Development Act (TDA) Article 3
local funds, which are allocated to local agencies on a per capita basis for the planning
and construction of bicycle and pedestrian facilities.
For the FY 2011-12 Capital Improvement Program, TDA funds were budgeted for the
Sidewalk Gap Closure project, to construct new sidewalk along Sunset Boulevard
between Portola Drive and Balboa Drive. This project was subsequently included in the

grant application for the Safe Routes to Schools program, which was approved. This
allowed staff to consider alternative locations for pedestrian improvements.
When selecting an alternative location for a pedestrian improvement project, staff
considered both the inventory of missing sidewalks and recent citizen requests and
complaints. Priority is given to locations with significant missing sidewalks or high
concentration of missing ramps and the number of requests and complaints received.
The highest priority appears to be Colorado Boulevard between Colorado Place and
San Antonio Road which currently has portions of sidewalk in poor condition and no
handicap accessible curb ramps. The proposed project will construct 19 new handicap
curb ramps and replace portions of damaged sidewalk.
In addition, this project will complement two other capital improvement projects already
budgeted. The first is a new sidewalk along Colorado Street between Colorado Place
and Harvard Drive project, which will include a new crosswalk. The other project is
related to the Metro Gold Line Foothill Extension, which will replace the existing railroad
bridge on Colorado Boulevard, and move the existing abutments to allow sidewalk to be
constructed under the bridge. The combination of these projects will provide a
handicap-accessible pedestrian path from Harvard Drive to San Antonio Road and
eliminate a major barrier at the railroad bridge to eventually connect sidewalk to Santa
Anita Avenue.
ENVIRONMENTAL IMPACT
This project is categorically exempt per section 15301(c) of the California Environmental
Quality Act.
FISCAL IMPACT
The project was budgeted in the FY 2011/12 Capital Improvement Program with
$90,000 from Transportation Development Act, Article 3 Funds. Therefore, there are
sufficient funds available to cover these costs.
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to enter into a
contract with Nobest, Inc. in the amount of $38,560 for Handicap Ramps/Sidewalk
Improvements in the vicinity of Colorado Boulevard between Colorado Place and San
Antonio Road and approve a 10% contingency.
