SPECIFICATION FOR PRINCIPAL LIBRARIAN
Recommendation: Approve
SUMMARY
It is recommended that the City Council approve the new classification specification and
compensation level for Accountant and approve the revisions to the existing
classification specification of Principal Librarian.
BACKGROUND
Accountant
In an effort to improve operational efficiency, the Administrative Services Department
proposed the creation of the new job classification of Accountant at the February 21,
2012, City Council Study Session. With the resignation of the Revenue Collection
Specialist, the Administrative Services Director proposed a reorganization of the
Finance Division to better meet the Department's need for a higher level technical
position.
Principal Librarian
To improve operational efficiency, the Library and Museum Services Department is
proposing to separate the current Principal Librarian specification into three
specifications: Principal Librarian - Adult and Teen Services, Principal Librarian -
Children's Services and Principal Librarian - Technical Services.
The classification specifications were approved by the Human Resources Commission
on May 12, 2012. In addition, representatives from the Arcadia City Employees
New Classification Specification and Salary Schedule for Accountant and Revised

Association (ACEA) have agreed to the new class specification of Accountant and
changes to the existing Principal Librarian job specification.
DISCUSSION
Accountant
Currently, there are three positions (including the Director) that handle the technical
work relating to accounting and finance. The Department would benefit greatly by
having another professional position to assist with general ledger, year-end closing,
budget, special reporting projects, and year round analysis work on both expenditures
and revenues for savings and revenue enhancing opportunities. Additionally, this
position provides flexibility in the Department to temporarily provide coverage to other
positions without concerns of labor agreement violations. The Department has had a
number of medical related leaves and had to use temporary agencies to fill in while
those individuals were on leave. While this has worked, it becomes costly and time
consuming, as staff has had to provide training to new individuals as temporary workers
find permanent employment elsewhere.
Staff is recommending the salary range for Accountant be set at Range 64 ($4,716 -
$5,890) where the Fire Inspector and Librarian II positions are currently set.
Principal Librarian
By creating three separate specifications, the Library and Museum Services Department
would have the opportunity to attract and recruit qualified individuals for each section of
the library. The current specification has not allowed for this, and candidates on
eligibility lists have not possessed the experience or skills needed for specific
vacancies, thus causing the Department to wait for the list to expire and to re-recruit.
Although all three positions (Principal Librarian - Adult and Teen Services, Principal
Librarian - Children's Services and Principal Librarian - Technical Services) share
similarities with administrative tasks, they each have specific skill sets. The Principal
Librarian — Adult and Teen Services position requires a thorough understanding and
experience with reference and adult services and some experience supervising
professional staff. This would include familiarity with ready reference and in-depth
reference materials in a variety of formats, popular collections, and information literacy.
The Principal Librarian - Technical Services position requires candidates to be up to
date with current procedures for cataloging, acquisitions, and processing of materials.
The Principal Librarian - Children's Services position requires candidates to enjoy
working with children on a daily basis and be familiar with ages and stages of
development to plan and implement age appropriate programming, services, and
collections.
The proposed job specifications also reflect a few minor updates to the class
specification to more accurately reflect the essential duties of each position.

FISCAL IMPACT
Accountant:
There is no fiscal impact for Fiscal Year 2011-12. This reorganization will result in an
annualized cost increase of approximately $4,000 to $10,000 annually, depending on
salary step placement.
Principal Librarian - Adult and Teen Services, Principal Librarian - Children's Services
and Principal Librarian - Technical Services:
There is no fiscal impact.
RECOMMENDATION
It is recommended that the City Council:
Approve the attached classification specification and salary schedule for Accountant
and classification specifications for Principal Librarian - Adult and Teen Services,

ACCOUNTANT
DEFINITION
Under direction, to perform advanced governmental and proprietary fund accounting; to prepare
financial and budgetary analysis and forecasts; and to perform a variety of related accounting
duties as necessary.
DISTINGUISHING CHARACTERISTICS
This is the full journey level class within the Administrative Services Department. This
professional accounting class requires the performance of the full range of professional
accounting duties that require application analysis and interpretation of accounting principles
and accepted practices. Employees at this level receive only occasional instruction or
assistance as new or unusual situations arise and are fully aware of the operating procedures
and policies of the work unit.
SUPERVISION EXERCISED
May exercise technical and functional supervision over clerical staff.
EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES
Prepare a variety of detailed accounting, statistical, and/or narrative financial statements or
reports requiring analysis and interpretation of source data.
Conduct and/or coordinate internal/external audits of financial records; examine, analyze, and
verify documents to ensure adherence to established internal controls and accepted professional
standards.
Perform bank account reconciliations, verifying accuracy of recorded transactions; prepare
related work sheets, cash balances, proofs, and other schedules; supervise or prepare daily
cash flow analysis.
Recommend and assist in the implementation of new or revised accounting systems,
procedures, and records; may participate in the development of computerized programs for
various accounting analyses.
May supervise and review the work of clerical staff in proper accounting procedures, making
entries, reconciliations, and performing other fiscal record keeping work.

Make complex or difficult adjusting entries affecting several subsystems of an accounting
system; assist in closing the City's financial records at the end of the accounting period.
Perform grant accounting functions; assist with preparation of various state and federal

auditing at a professional level.

Minimum Qualifications:
Experience:
Four years of responsible professional library experience including some
administrative and supervisory experience.

Training:
Equivalent to a Master's degree in Library Science from an ALA accredited
college or university.
