SUMMARY
On February 1, 2012, Supervisor Michael D. Antonovich announced the 2012
Competitive Tree Planting Grant Program. The Tree Planting Grant Program is a
competitive grant for communities that suffered unprecedented tree loss as a result of
the December 2011 windstorm. Eligible projects through this grant opportunity include
projects to plant trees in parks, open spaces, and other public land including parkways
in commercial and residential areas. In order to submit an application for this grant, the
City Council must certify, by resolution, the approval of an application.
Therefore, staff recommends that the City Council adopt Resolutions No. 6824 and
6825 approving the applications for Tree Planting Grant funds from the Los Angeles
County Regional Park and Open Space District for Fifth Supervisorial District Excess
Funding for the windstorm tree replacement project in parkways of residential areas and

multi-family residential areas.
BACKGROUND
On November 30, 2011, a severe windstorm caused widespread destruction throughout
the City of Arcadia as it knocked down trees, utility poles, and power lines and lifted
sidewalks. Due to the severity of the storm, the City of Arcadia declared a state of
emergency. Staff estimated approximately $2.8 million in public cost due to the
windstorm. This estimate includes staffing, contract services, and equipment necessary
for the clean up process as well as follow up costs. The City sought financial assistance
from the California Emergency Management Agency (Cal EMA) and the Federal
Emergency Management Agency (FEMA). Unfortunately, despite the tremendous loss
to the City's tree inventory as well as infrastructure damages, relief funds have not been
made available. The City of Arcadia is optimistic that this Tree Planting Grant Program
will assist the City by providing funds to replace the trees which were lost due to the
windstorm.
DISCUSSION
The Tree Panting Grant Program is a competitive grant for communities that suffered
extraordinary tree loss as a result of the December 2011 windstorm. The maximum
grant amount that an applicant can apply for per proposal is $100,000. This grant
opportunity allows the City to submit more than one proposal.
Eligible projects include capital improvement tree planting projects (projects to plant
trees in parks, open space, and on other public land including parkways in commercial
and residential areas). Due to the windstorm, the City of Arcadia lost approximately 500
trees. Of these 500 trees, approximately 70 posed a hazard to the public and were
replaced immediately. Through this grant opportunity, the City hopes to be able to
receive funds to replant the remaining trees. Based on the requirements of this grant, it
is prudent to submit two proposals. One proposal will request funds to replant trees in
parkways of residential areas and the other proposal will request funds to replant trees
in parkways in commercial areas, parks, and multi-family residential areas (See Grant
Proposals Attached). The following indicates the amounts that will be requested:
I. Windstorm Tree Replacement Project in Parkways of Residential Areas
Total project cost $117,700.00
Cost to be requested through grant $100,000.00
Funds to be paid by City to complete the project $ 17,700.00
II. Windstorm Tree Replacement Project in Parkways of Commercial Areas, Parks,
and Multi-Family Residential Areas
Total Project Cost $86,600.00
Cost to be requested through grant $86,600.00

Priority will be given for projects that demonstrate the greatest need to replace trees lost
in the windstorm and for applicants that can provide matching funds, in kind donations,
and volunteer participation. Although the City was not able to obtain in kind donations,
the City has received letters of commitment from the A.P. Environmental Science Class
and the Campus Environmentalist Club at Arcadia High School to volunteer in this tree
replacement project. Should the City of Arcadia receive Tree Planting Grant funds, the
City will begin removing tree stumps and replacing trees that were lost by September
2012. All trees must be planted by December 13, 2014.
CONCLUSION
Staff has carefully reviewed the application requirements and put two projects together
that are eligible for grant funding. Therefore, staff recommends that the City Council
adopt Resolutions No. 6824 and 6825 approving the applications for Tree Planting
Grant funds from the Los Angeles County Regional Park and Open Space District for
Fifth Supervisorial District Excess Funding for the windstorm tree replacement project in
parkways of residential areas and for the windstorm tree replacement project in
parkways of commercial areas, parks, and multi-family residential areas.
FISCAL IMPACT
Both windstorm tree replacement projects (Grant I $117,700 and Grant II $86,600), are
budgeted in the 2012-13 Capital Improvement Program. The funding source for these
projects is through the December 2011 Windstorm Emergency Fund. However, should
both grant applications be approved, the total project cost to the City will be $17,700.
RECOMMENDATION
1. Adopt Resolution No. 6824 approving the application for Tree Planting
Grant funds from the Los Angeles County Regional Park and Open Space
District for Fifth Supervisorial District Excess Funding for the windstorm
tree replacement project in parkways of commercial areas, parks, and
multi-family residential areas.
2. Adopt Resolution No. 6825 approving the application for Tree Planting
Grant funds from the Los Angeles County Regional Park and Open Space
District for Fifth Supervisorial District Excess Funding for the windstorm

WHEREAS, the people of the County of Los Angeles on November 3, 1992, and
on November 5, 1996, enacted Los Angeles County Proposition A, Safe Neighborhood
Parks, Gang Prevention, Tree-Planting, Senior and Youth Recreation, Beach and
Wildlife Protection (the "Propositions"), which among other uses, provides funds to
public agencies and nonprofit organizations in the County for the purpose of acquiring
and/or developing facilities and open space for public recreation; and
WHEREAS, the Propositions also created the Los Angeles County Regional Park
and Open Space District (the "District") to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing
application for grant funds under the Propositions; and
WHEREAS, the City of Arcadia (the "City") has prepared a proposed application
for consideration by the City Council for funding for replacement of trees within
parkways of commercial areas, parks, and multi-family residential areas within the City
which were destroyed by a windstorm in late 2011 (the "Project"); and
WHEREAS, the District's procedures require the City to certify, by resolution, the
approval of an application before submission of said application to the District; and
WHEREAS, the proposed application contains assurances that the City must
comply with; and

WHEREAS, upon approval of the application by the District, the City will enter
into an agreement with the District to provide funds for the Project.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. The City Council approves the filing of an application with the
District for purposes of obtaining Fifth Supervisorial District Excess Funds for the
Project.
SECTION 2. The City Council certifies that the City understands the assurances
set forth in the application and approves the filing of the application.
SECTION 3. The City Council certifies that the City has, or will have, sufficient
funds to operate and maintain the Project in perpetuity.
SECTION 4. The City Council appoints the City's Public Works Services
Director, or designee, to conduct all negotiations, and to execute and submit all
documents including, but not limited to, applications, agreements, amendments,
payment requests and so forth, which may be necessary for the completion of the
Project.
SECTION 5. The City Clerk shall certify to the adoption of this Resolution

IV. TIMELINE
1. Assuming availability of this grant by September 1, 2012, please provide estimated dates for the following project

V. NARRATIVE
See Attachment E for concise description of the scope of the project, of the importance or value of this project, how the
project will be maintained, and any sources of additional funds, in kind donations, and volunteer efforts.
VI. EMPLOYMENT OF AT-RISK YOUTH
Identify how these grant funds will be used, to the maximum extent feasible, to employ at-risk youth in performance of the
proposed project. The applicant will be required, at a minimum, to employ the number of youth for the number of hours
described in the application. Applicants are encouraged to partner on projects with local conservation corps and other
entities that provide youth workers. (See Attachment F)
The City of Arcadia understands that Grants awarded pursuant to this competitive grant program will be administered
pursuant to the Open Space District's Procedural Guide for the Specified Project, the Per Parcel Discretionary, and the
Excess Funds Grant Programs.

On November 30, 2011, a severe windstorm caused widespread destruction
throughout the City of Arcadia as it knocked down trees, utility poles, and power lines.
Due to the severity of the storm, the City of Arcadia declared a state of emergency.
Staff estimated approximately $2.8 million in public cost due to the windstorm. This
estimate includes staffing, contract services, and equipment necessary for the clean up
process as well as the follow up costs that consists of tree replacement, sidewalk
repairs, traffic signals, street lights, and other public properties damaged by the
windstorm. The City sought financial assistance from the California Emergency
Management Agency (Cal EMA) and the Federal Emergency Management Agency
(FEMA). Unfortunately, despite the tremendous loss to the City's tree inventory as well
as other infrastructure, relief funds have not been made available. The City of Arcadia
is optimistic that this Tree Planting Grant Program will assist the City by providing funds
to replace the trees which were lost due to the windstorm.
The City of Arcadia is located in the foothills of the San Gabriel Valley and is a
mature, predominately residential community. There are approximately 56,800
residents occupying 11.2 square miles. The City's tree population is extremely diverse
consisting of over 50 different species. Each year since 1993, the City of Arcadia has
been designated as a Tree City USA. Losing so many trees during the windstorm was
very disheartening as trees have always been an integral part of the community.
Therefore, receiving funds through this Tree Planting Grant Program is of extreme
importance to the City.
Should the City of Arcadia receive funding through this opportunity, the City will
advertise the tree replacement project for trees in parkways of commercial areas, parks,
and multi-family residential areas and obtain a contract to have the trees planted.
Through this project, ninety five (95) trees in parkways of commercial areas, seventeen
(17) trees in parks and eighty (80) trees in multi-family residential areas will be planted
in locations where the City lost trees. Based on the City's Urban Forest Master Plan,
the City was able to determine which type of tree needs to be replaced. The total
estimated cost to replace trees in parkways of commercial areas, parks, and multi-
family residential areas is $63,600. The estimated cost for site preparation for this
project is $23,000. Furthermore, the City estimates that it will cost $20,000 to maintain
the trees during the maintenance period. The City is asking for $86,600 through this
grant proposal.
The project proposed under this grant application will involve the replacement of
trees by outside contracted services as well as through the assistance of volunteers and
City Crews. The City received interest from two groups from Arcadia High School who
would like to volunteer in this project. The A.P. Environmental Science Class and the
Campus Environmentalist Club submitted letters of commitment to volunteer in this tree
replacement project. The City will utilize the contractor to work on the more technical
aspects of planning, site preparation, excavation, and replanting of the trees and will
utilize the volunteers to assist in support of these activities. Once trees have been
replanted, the City will utilize the Street Maintenance Division, to handle the day-to-day
care and maintenance of trees which were planted. In addition, the City budgets
annually for tree maintenance services.
City trees within the public right of way and parks make up the City's urban
forest which provides social, economic, and environmental value to the community
through its beauty and natural function. Trees have long been recognized to have a
significant impact on the property value of homes and businesses within the City. The
City values trees and believes that trees improve air quality, save energy by providing
shade in the summer months, and serve as a windbreak during the winter.
Furthermore, trees reduce noise pollution, improve personal health, and provide natural
habitat for numerous species of birds, mammals, insects, plants, and a variety of other
wildlife. The City of Arcadia is encouraged by the opportunity that this grant provides in
being able to partner with the County of Los Angeles in a very tangible and meaningful
way through the restoration of one of the City's most valued assets, its trees. We are
very thankful for the Tree Planting Grant Program opportunity and hope that we will be
considered for this grant.

VI. EMPLOYMENT OF AT-RISK YOUTH
Identify how these grant funds will be used, to the maximum extent feasible, to employ at-risk youth in performance of the
proposed project. The applicant will be required, at a minimum, to employ the number of youth for the number of hours
described in the application. Applicants are encouraged to partner on projects with local conservation corps and other
entities that provide youth workers. (See Attachment E)

process as well as the follow up costs that would consist of tree replacement, sidewalk
repairs, traffic signals, street lights, and other public properties damaged by the
windstorm. The City of Arcadia sought financial assistance from the California
Emergency Management Agency (Cal EMA) and the Federal Emergency Management
Agency (FEMA). Unfortunately, despite the tremendous loss to the City's tree inventory
as well as other infrastructure, relief funds have not been made available. The City of
Arcadia is optimistic that this Tree Planting Grant Program will assist the City by
providing funds to replace the trees which were lost due to the windstorm.
The City of Arcadia is located in the foothills of the San Gabriel Valley and is a
mature, predominately residential community. There are approximately 56,800 residents
occupying 11.2 square miles. The City's tree population is extremely diverse consisting
of over 50 different species. Each year since 1993, the City of Arcadia has been
designated as a Tree City USA. Losing so many trees during the windstorm was very
disheartening as trees have always been an integral part of the community. Therefore,
receiving funds through this Tree Planting Grant Program is of extreme importance to
the City.
Should the City of Arcadia receive funding through this opportunity, the City will
advertise the tree replacement project for trees in parkways of residential areas and
obtain a contract to have trees planted. Through this project, two hundred and forty one
(241) trees will be planted in parkways of residential areas where previous trees fell.
Based on the City's Urban Forest Master Plan, the City was able to determine which
type of tree needs to be replaced. The total estimated cost to replace trees in parkways
of residential areas is $117,700. Furthermore, the City estimates that it will cost
$80,000 to maintain the trees during the maintenance period. The City is asking for
$100,000 through this grant proposal and will pay the remaining balance to complete
this project.
The project proposed under this grant application will involve the replacement of
trees by outside contracted services as well as through the assistance of volunteers and
City Crews. The City received interest from two groups from Arcadia High School who
would like to volunteer in this project. The A.P. Environmental Science Class and the
Campus Environmentalist Club submitted letters of commitment to volunteer in this tree
replacement project. The City will utilize the contractor to work on the more technical
aspects of planning, site preparation, excavation, and replanting of the trees and will
utilize the volunteers to assist in support of these activities. Once trees have been
replanted, the City will utilize the Street Maintenance Division, to handle the day-to-day
care and maintenance of trees which were planted. In addition, the City budgets
annually for tree maintenance services.
City trees within the public right of way and parks make up the City's urban forest
which provides social, economic, and environmental value to the community through its
beauty and natural function. Trees have long been recognized to have a significant
impact on the property value of homes and businesses within the City. The City of
Arcadia values trees and believes that trees improve air quality, save energy by
providing shade in the summer months, and serve as a windbreak during the winter.
Furthermore, trees reduce noise pollution, improve personal health, and provide natural
habitat for numerous species of birds, mammals, insects, plants, and a variety of other
wildlife. The City of Arcadia is encouraged by the opportunity that this grant provides in
being able to partner with the County of Los Angeles in a very tangible and meaningful
way through the restoration of one of the City's most valued assets, its trees. We are
very thankful for the Tree Planting Grant Program opportunity and hope that we will be
considered for this grant.

Although the City of Arcadia will not employ at risk youth to replant trees in the
community, the City is currently working with students from the A.P. Environmental
Science Class and the Campus Environmentalist Club at Arcadia High Scholl in this
project. Once the A.P. Environmental Science Class and the Campus Environmentalist
Club at Arcadia High Scholl became aware of the City's efforts in obtaining this grant
and starting this tree planting project, they expressed interest in volunteering in this
project. The City plans to utilize grant funds to obtain a contractor who will work on the
more technical aspects of planning, site preparation, excavation, and replanting of the
trees and will utilize the volunteers from the two groups at Arcadia High School to assist
in support of these activities. Their letters indicating their commitment to volunteer in
this tree replacement project can be found in Attachment C.
