RESOLUTION NO. 4271
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARCADIA ESTABLISHING A COMPENSA-
TION PLAN FOR CERTAIN CLASSIFICATIONS
REPRESENTED BY THE ARCADIA CITY EMPLOYEES'
ASSOCIATION FOR THE PERIOD FROM JULY 1, 1972,
THROUGH JUNE 30, 1973.
WHEREAS, Kermit Francis, Director of Personnel, and the
Arcadia City Employees' Association have been meeting and conferring
pursuant to the provisions of the Meyers-Milias-Brown Act; and
WHEREAS, as a result of said conferences, a memorandum
of understanding has been executed and presented to the City Council
for approval; and
WHEREAS, said memorandum covers all matters relating to
economic considerations of employment for the period commencing
July 1, 1972, and ending June 30, 1973; and
WHEREAS, the City Council desires to make a determination
in relation to said memorandum that shall be effective for a period
of one (1) year, commending July 1, 1972;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA
DETERMINES AND RESOLVES AS FOLLOWS:
SECTION 1. The Memorandum of Understanding and Agreement
executed on and dated June 29, 1972, by the Director of Personnel
and the Arcadia City Employees' Association is hereby approved
and accepted.
1. This resolution does not apply to any matter which
relates to the merits, necessity or organization of any service or
activity ~rovided by the City, and the City has and will retain
the exclusive right to manage and direct the performance of City
services and work forces performing such services.
2. It is the intention of this resolution to settle
all matters relating to wages, hours, and all other matters relating

to the economic considerations of employment for the period from
July 1, 1972, through June 30, 1973, so that meeting and conferring
with relation to such matters will not occur during said period, and
no changes will be made to this resolution and the Memorandum of
Understanding and Agreement during said period,
3. For the period July 1, 1972, through June 30, 1973,
all currently effective provisions of the City Council, including
without limitation ordinances, resolutions, minute resolutions and
budgets, relating to any and all economic considerations of employ-
ment, as currently administered, shall remain in effect, except as
modified by this resolution and the terms of said memorandum.

Salary step schedules which are adjusted in accordance
with said memorandum shall be rounded to the nearest dollar.
5. The classifications covered by this resolution are:
Account Clerk, Assistant Civil Engineer, Typist Clerk II, Custodian,
Deputy City Clerk, Engineering Draftsman, PBX Receptionist, Secretary
and Senior Stenographer Clerk.
SECTION 2. The City Clerk shall certify to the adoption of
this resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular adjourned meeting of the City Council of the City of
Arcadia held on the 29th day of June, 1972, by the affirmative vote
of at least three Councilmen, to wit:
