HomeMy WebLinkAbout4297 (2) I RESOLUTION NO. 4297 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA EXPRESSING OPPOSITION TO INITIATIVE CONSTITUTIONAL AMENDMENT KNOWN AS PROPOSITION 14. WHEREAS, Proposition 14 would unrealistically limit the powen of elected local officials and the local electorate to levy property taxes and create indebtedness for the benefit of their communities; and osition 14 will not provide d.-J:-ea')< relief for homeowners ,and rent,e.I>s U will r massive . g single-family homeowners, renters and aged WHEREAS~ Proposition 14 will seriously weaken local self- government by removing the ability of cities and school districts to adequately finance needed services and facilities; and WHEREAS, Proposition 14 will also remove the ability of the State Legislature to deal effectively with revenue and taxation matters by freezing critically deficient requirements into the Constitution; and WHEREAS, Proposition 14 includes substantial increases in State taxes and will require still further substantial increases . by the Stat.e 'Leg;1.slatureto 'replace a $1.2 billion deficit .which the initiative creates; and WHEREAS, Proposition 14 will cre~te a chaotic situation threatening ongoing city and school activities as well as preventing orderly, long-term development; and WHEREAS, Proposition 14 is opposed by Governor Ronald Reagan, the California School Boards Association, the California -1- 4297 Congress of Parents and Teachers... .the California State Chamber of Commerce, the California' Labor Federation AFL-CIO, the League of California Cities, and the County Supervisors Association; and WHEREAS, it is the opinion of the Arcadia City Council that the serious problem of tax reform is not,aided but is impaired by this irresponsible approach leading some voters to believe mistakenly that it will reduce taxes; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA RESOLVES AS FO~LOWS: SECTION 1. That the citizens of Arcadia are urged to vote "No" on Proposition 14 at the November 7, 1972 General Election. , SECTION 2. That this opposition be communicated to all groups and individuals within the community who are interested ,in effective local government. SECTION 3. The City Clerk shall certify to the adoption of this resolution. ; .
