RESOLUTION NO. 5854
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA AMENDING THE PERSONNEL RULES
AND REGULATIONS, PERMITTING OPEN-CONTINUOUS
RECRUITMENTS FOR SWORN AND PRE-SWORN POLICE AND
FIRE POSITIONS.
WHEREAS, after studying proposed Rule revision, the Human Resources
Commission did on May 11, 1995, recommend to the City Council the adoption of the
revised Rules; and
WHEREAS, the best interests of the City of Arcadia and its employees will be
served by the adoption of said revised Rules.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES
HEREBY DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That Rule III and Rule IV of the Personnel Rules and Regulations
be amended to read as follows:
RULE III - RECRUITMENT. SELECTION AND APPOINTMENT. SECTION 2.
EXAMINATIONS, la!.
The basic types of examination shall be open and promotional examinations.
Entrance examinations are open to any person who meets the minimum
qualifications and other, requirements published in the examination
announcements. Promotional examinations are open only to employees who
have completed at least one probationary period in the Classified Service and
who meet the qualifications and requirements published in the examination
announcement, provided that competition in open and promotional
examinations for the sworn positions in the Fire and Police Departments may
be limited to designated ranks in each respective department.
If, in the opinion of the Board, insufficient competition exists for filling a
promotional examination, an open competitive examination may be held for any
position,
In order to attract highly qualified candidates, and to timely fill vacant City
positions due to a high turnover rate, the closing date for the selection of
sworn and pre-sworn Police and Fire positions may be indefinite and applicants
may be tested continuously in such manner and at such times and places as
determined by the Personnel Officer, Applicants who fail to achieve a passing
score in such an open continuous examination may not compete again until the
lapse of one hundred and twenty (120) days between the first and second
testing and (180) days between the second and third such testing, unless
stipulated to the contrary on the job announcement. The Personnel Officer, at
his/her discretion, may exclude unsuccessful applicants from further testing.
Those applicants who fail a background investigation may reapply after twenty-
four (24) months.
RULE IV - ELIGIBLE LISTS. SECTION 2. LIFE OF LISTS. (bl.
Eligible lists shall become effective upon the announcement thereof by the
Personnel Dimctor, giving the relative ratings of the names appearing thereon.
Eligible lists shall remain in effect for one year unless the list is extended or
abolished. Cancellation or any change made in an eligible list shall not
invalidate an appointment previously made from such list.
Eligible lists may be extended by the Personnel Board for a period not to exceed
one year.
Eligible lists may be abolished by the Personnel Board when there are less than
three available names remaining thereon,
Reemployment lists shall remain effective for two years from the date of the
latest separation from service.
For open-continuous recruitments, new names shall be added to an eligible list
upon obtainin~l additional qualified candidates pursuant to the selection process.
Each candidate's eligibility shall continue for a period not to exceed twelve
months, or until such time that a list is abolished.
SECTION 2. That the City Clerk shall certify to the adoption of this Resolution.
Passed, approved, and adopted this 6th day of June. 1995.
