A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, DENYING GENERAL PLAN
AMENDMENT NO. GP Ol-OOI TO CHANGE THE GENERAL
PLAN DESIGNATION FROM SINGLE FAMILY
RESIDENTIAL TO MULTIPLE FAMILY RESIDENTIAL (12
DUlAC MAXIMUM) FOR THE PROPERTY LOCATED AT
l012-l026 S. FIRST AVENUE
WHEREAS, on February l2, 200l, Mr. Hank long of EGL Associates,
Inc. filed an application for a General Plan Amendment to change the General
Plan Land Use Designation from Single-Family Residential (0-6 DUlAC) to
,
Multiple-Family Residential (12 DUlAC Maximum) for the property located at
10 l2-l 026 S. First Avenue, more particularly described as follows:
Lots 5, 6, 7 and 8 of Tract l0532, City of Arcadia, County of Los
Angeles, State of California, as per map recorded in Book 1l7,
Pages 2l and 22 of Maps, in the Office of the County Recorder of
Said County; and
WHEREAS, on March 27, 2001 a public hearing was held before the
Planning Commission on said matter at which time all interested persons were
given full opportunity to be heard and to present evidence; and
WHEREAS, the Planning Commission on March 27, 200l voted 4 to 0
with one member absent to adopt Resolution No. 1637 to recommend to the
City Council approval of General Plan Amendment No. GP 0 l-OO l; and

WHEREAS, a public hearing was held before the Arcadia City Council
on May 1, 200l at which time all interested persons were given full opportunity
to be heard and to present evidence; and
WHEREAS, as part of the record of this hearing, the City Council
reviewed and considered the following:
1. The staff report and related attachments submitted by the
Development Services Department to the City Council, including the initial
study and Draft Negative Declaration; and
2. The record of the Planning Commission's March 27, 200l public
hearing regarding this General Plan' Amendment, along with all letters,
information and material presented as part of the public testimony at that public
hearing; and
3. All letters, information and material presented as part of the public
testimony at the City Council public hearing of May l, 2001 and all oral
presentations at that public hearing; and
WHEREAS, at the conclusion of the public hearing the City Council
reviewed the record of the proceeding, discussed and deliberated the matter, and
denied the General Plan Amendment; and
WHEREAS, the above recitals are hereby incorporated as part of the
findings set forth below.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETERMINE AND
RESOLVEAS FOLLOWS:
SECTION l. The City Council finds:
l. That the proposed General Plan Land Use designation change to
Multiple Family Residential is inconsistent with the zoning and use of many of
the abutting properties. The General Plan Land Use designation to the south is
Single Family Residential and the General Plan Land Use designation to the
east is Single Family Residential. Property to the south and east is developed
with single-family homes.
2. That the requested General Plan Amendment conflicts with the
General Plan Land Use designations of many surrounding or nearby properties
and would cause negative impacts on the value and use of such nearby
properties, such as traffic, density and visual impacts.
SECTION 2. That for the foregoing reasons the City Council denied
General Plan Amendment No. GP Ol-OOl based upon the information submitted
and testimony taken at the public hearing.
SECTION 3.
The City Clerk shall certify to the adoption of this
Resolution.

the foregoing Resolution No. 6223 was passed and adopted by the City Council of the
