RESOLUTION NO. 4851
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARCADIA MAKING FINDINGS OF FACT, ADOPTING A NEGA-
TIVE DECLARATION AND AUTHORIZING A ONE-YEAR CLOSURE
OF 200 FEET OF CALIFORNIA STREET BETWEEN FIRST AND
SANTA ANITA AVENUES AT THE REQUEST OF THE ARCADIA
UNIF~ED SCHOOL DISTRICT TO FACILITATE RECONSTRUCTION
OF FIRST AVENUE JUNIOR HIGH SCHOOL.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES HEREBY RESOLVE
AND DETERMINE AS FOLLOWS:
SECTION 1. That we hereby make the following findings of fact:
A. That due to the recent fire that destroyed First Avenue
Junior High School, a request has been received by this Council from
the Superintendent of the Arcadia Unified School District to close a
200-feet portion of California Street between First and Santa Anita
Avenues in the City of Arcadia for a one-year period, for the purpose
of providing space for additional temporary classrooms until the
reconstruction is completed and to ensure the safety of student,
faculty and pedestrian traffic walking to and from those portions
of First Avenue Junior High School grounds on the north and south
sides of California Street. A copy of said request is attached here-
to, marked Exhibit "A" and by this reference incorporated herein.
B. That a public hearing was held by this Council on August 7,
1979 at which time all interested persons were given an opportunity
to be heard and to present evidence.
C. That California Street is a local street under the exclusive
jurisdiction of the City of Arcadia and that portion between First and
Santa Anita Avenues divides the school grounds of First Avenue Junior
High School.
D. That pursuant to the California Vehicle Code, the closure
of California Street to vehicular traffic at the points depicted in
Exhibit "A", is hereby found to be and is hereby deemed in the opinion

of this City Council, to be necessary for the protection of persons
attending First Avenue School and its school grounds for a one-year
period and for such additional extensions of time applied for by
District and expressly granted by this Council in order to complete
reconstruction.
E. That the negative declaration for this project is hereby
approved and we hereby find the project will not have a significant
effect on, the environment and the Director of Public Works is hereby
ordered to file a notice of determination pertaining to this resolu-
tion with the Office of the Los Angeles County Clerk.
SECTION 2. Based on the above-described findings of fact:
A. The Director of Public Works is hereby ordered to close
California Street between First and Santa Anita Avenues at the points
depicted in Exhibit "A" and in the manner set forth in Exhibit "B"
effective upon his posting the appropriate signs along said street and
on the condition the conditions specified in Exhibit "c" are complied
with to the satisfaction of the Director of Public Works.
B. That the District may place and maintain classroom buildings
on the aforedescribed closed portion of California Street subject to
all conditions of approval of Section 1 A above, and subject to the
approval of the Fire Chief and Building Superintendent and provided
that a street encroachment permit is applied for and approved by the
Director of Public Works.
C. Said closure and any encroachment permit issued as specified
in Section 2 B., shall terminate August 7, 1980 and by which date
signs shall be removed, and by which date the Arcadia Unified School
District shall remove all impediments in California Street unless prior
to said date said District applies for or receives approval of this
Council of an extension of aforesaid closure and encroachment permit
for a permit not exceeding an additional one-year.

SECTION 3. That the Clerk of the Council shall certify
to the ,adoption of this resolution.
I HEREBY CERTIFY that the foregoing Resolution was adopted
at a regular meeting of the City Council of the City of Arcadia
held on the 7th day of August , 1979, by the affirmative
vote of at least three Councilmen; to wit:

Dear Mr. Alberg:
This letter is to revise the District's request that the City close
a portion of California Street for approximately one year. Barring
any unforseen delays in reconstruction of First Avenue Junior High
School, the District is anticipating completion of the construction
by the opening of school in September, 1980.
After reviewing the suggestions made by the City Council and receiving
final information concerning our housing needs for First Avenue Junior
High School for the next school year, the District is requesting that
approximately 200' of California Street be closed as soon as possible.
The District is requesting closure of California Street from the begin-
ning of our property line on the north side of the street and extending
westwardly for 200'.
By making this adjustment to the District's original request, the area
in front of the rental properties, about which the City Council has
expressed concern, will be open for public use.
The District has recently met with the Fire Department in order to
determine the best location for the portable buildings. The enclosed
diagram indicates the location of three double units which will contain
six classrooms on California Street. Each of these units will be 30' K 60'.
Our property on North California Street will also contain a 40' x 60' build-
ing for office use.
The District's request to close this portion of California Street is essential
not only for the additional space needed for classrooms but also for safety
purposes, since there will be a great deal of student and pedestrian traffic
in the area in question.
If the City wishes any additional information concerning the request, please
contact us. Mr. John L. Nelson, Assistant Superintendent, Business Services,
will attend the Public Hearing on behalf of the District in order to answer
any questions that may be asked.

SUBJECT: REQUEST FOR CLOSURE OF CALIFORNIA STREET
Reference is made to the revised letter from the Arcadia Unified School District
dated July 25, 1979.
It is recommended that the requested be granted subject to the following conditions:
1. At the easterly end, the street be closed at the easterly side of the band
room. In order to provide a turn around for traffic at this location, the
driveway apron on the southerly side of the street at this location be fenced
off at the back side of the sidewalk to protect the students from vehicular
traffic,
2, At the westerly end, the street be closed at the easterly property line of
the School District property at 17 California Street.
3. Temporary structures in the street area to be located in a manner that will
permit access to sewer manholes, meters, and other utilities. Street
drainage is to be maintained at all times.
4. Any damage to curb, gutter, or sidewalks due to the closure be repaired by
the District prior to reopening of the street.
5. All required signs and barricades to advise the motorist or to protect
the public shall be of a type and at locations satisfactory to the Director
of Public Works.
6. Pedestrian access through the area shall be maintained at all times.
7. The School District shall arrange to have the Edison Company install a
temporary 7000 lumen street light at each end of the closure and the District
shall pay all costs including power and maintenance.
8. Space permitting, it is recommended that three of the four temporary class-
rooms be placed in the street area adjacent to the southerly curb line. The
fourth classroom could be placed in the storage yard in the area bordered
by existing music room and sidewalk. A 20 foot separation is recommended
between the classroom and the music room. site acces:; subj ect to review and

Arcadia Temporary Closure of California Street
13b. Effect on existing parking
The area proposed to be closed is occassionally used for school staff
parking. However, a reduction in number of pupils will result in staff
reduction and the overall parking needs will not change. If necessary,
the staff could park at the westerly end of the school site on Santa
Anita Avenue.
13d. Alternation to the present patterns of circulation or movement of
peop Ie and goods? Ans\.,.er: Haybe
The section of California Street that will be temporarily vacated is
presently not extensively used, The last traffic count (June, 1973)
taken on this segment showed only 840 vehicles on this street per day,
Various parallel streets, such as Diamond Street and Bonita should
carry the additional traffic load with no significant problems.
The doctor's office on the corner ~ill still have street access by not
\"acating the ....'hole of California Street. T'ne adcition of a drive..:ay to
California Street in the unused COrr.er or the vacated street adjacent
to the ren,tal units would also provide the rental units with street
access as ~el1. Toerefore, the traffic circulation co these yropercies
t~'ill not substantially c.hange.
