RESOLUTION OF INTENTION NO. 50?
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA I
DECLARING ITS INTENTION TO IMPROVE A PORTION OF FIRST AVENUE AND
HAVEN AVENUE, IN SAID CITY OF ARCADIA AND DECLARING SAID WORK I
OR IMPROVEMENT TO BE OF I:ORE THAN LOCAL OR ORDINARY PUBLIC BENE- .
FIT AND DESCRIBING THE DISTRICT TO BE BENEFITED BY SAID WORK OR ;
IMPROVEMENT AND TO BE ASSESSED TO PAY THE COSTS AND EXPENSES I
THEREOF AND DETERMINING THAT SERIAL BONDS SHALL BE ISSUED TO REP~
RESENT SAID COSTS AND EXPENSES AND FIXING A TIME AND PLACE FOR
HEARING OBJECTIONS TO SAID WORK OR IMPROVEMENT OR TO THE EXTENT
OF THE DISTRICT TO BE ASSESSED OR BOTH.
THE CITY COUNCIL OF THE CITY OF ARCADIA DO RESOLVE AS
FOLLOWS:
SECTION 1: That the public interest and convenience re-
quire and it is the intention of the City Council of said City
of Arcadia to order the following work and improvement to be
done in said City of Arcadia, to-wit:
FIRST AVENUE.
FIRST: That a concrete curb be constructed in said
First Avenue from the Northerly line of Haven Avenue to a line
drawn across said First Avenue seventy-two (72) feet Southerly

of and parallel to the center line of Foothill Boulevard in said i

City of Arcadia, along a line twenty-eight (28) feet Westerly of
and parallel to the center line of said First Avenue, including
returns at First Avenue and Haven Aven~e; First Avenue and Forest
Avenue, and First Avenue and Floral Avenue.
SECOND: That a concrete curb be constructed in said
First Avenue between the limits hereinabove described,along a
line twenty-eight (28) feet Easterly of and parallel to the cen-
ter line of said First Avenue, including returns at First Avenue
and Haven Avenue.
THIRD: That a cement gutter be constructed in the East-
erly and Westerly sides of said portion of First Avenue.
FOURTH: That tn,e roa,dway space in said portion of First
Avenue, between the Easterly gutter line thereof and the existingl
oil macadam pavement in said portion of First Avenue, be graded
and paved with an oil macadam pavement four (4) inches thick,
including the intersection of Haven Avenue, except where such oil

All of the foregoing work shall be done
in accordance with said profile and Improvement Plan No. c-148,
on file in the office of the City Engineer of said City
Said work shall also be in accordance with the fol-
lowing Specifications on file in the office of the City Clerk of
said City of Arcadia,to-wit:
"Standard Speoifioations No. 0 for the oonstruotion
of curbs, sidewalks, gutters, oil maoadam pavement and conorete
pavement".
"Standard Specifioations No.1 for the installa..tion
of street lighting standards, wires, oonduits and all acoessory
fixtures tnereto".

tion are Public Streets and Avenues of said City of Aroadia.
SECTION 4: That said contemplated work and improve-
ment in the opinion of the City Counoil of said City of Aroadia
is of more than looal or ordinary publio benefit and said City
Council hereby makes the expense of said work and improvement
ohargeable upon a Distriot, which Distriot said City Council de-
clares to be the District benefited by said work and improvement
and to be assessed to pay the oosts and expenses thereof, which
said District is bounded and described as follows:

of said Assessment District. The said Plat or Map so on file
shall govern for all details as to the extent of such Assessment
District.
SECTION 5: Said City Council also determines and
declares that Serial Bonds shall be issued to represent each as-
sessment of Twenty-five (125.00) Dollars, or more, remaining unpai4

for thirty (30) days after the date of the Warrant to represent I

the expenses of said work and improvement. Said Serial Bonds shall
I
extend over a period ending nine (9) years from the second day of
January next succeeding the fifteenth day of the next Noyember
following their date and an even annual proportion of the principal
sum thereof shall be payable by coupon on the second day of Jan-
uary every year after the fifteenth day of the next November fol-
10wing their date, until the whole is paid, and the interest shall
be payable semi-annually by coupon, on the second days of January
and July, respectively, of each year after their date at the rate
of seven (7) per cent per annumon all sums unpaid until the whole
of said principal and interest are paid. Said bonds and interest
thereon shall be paid at the office of the City Treasurer of said
City of Arcadia.
SECTION 6: Notice is hereby given that on Wednesday,the

fifteenth day of May, 1929, at the hour of eight o'clock P. M. of
said day, in the Council Chamber of the City Council of said City
of Arcadia, in the City Hall of said City, any and all persons
having any objections to said proposed work or improvement or to
the extent of the District to be assessed, or both, may appear
before said City Council and show cause why said proposed work
and improvement should not be carried out in accordance with this
Resolution.
SECTION 7: All of the proceedings for the afore sa d
work and improvement and for the issuance of said Bonds shall be
had and taken under and in accordance with the provisions of an
Act of the Legislature of the State of California, known and des-
ignated as the "Improvement Act of 1911", approved April 7, 1911,
and of all Acts supplementary thereto or amendatory thereof.
SECTION 8: The Superintendent of Streets shall post
,
or cause to be posted conspicuously along the line of said con-
templated work or improvement and also along all the open Streets
and Alleys within the District liable to be assessed and herein-
above described, notices of the passage of this Resolution in
the manner and form required by law.
SECTION 9: The City Clerk shall certify to the ado~-
tion of this Resolution and shall cause the same to be published I

twice in The Arcadia News-Journal, a weekly newspaper published and
circulated in said City of Arcadia and hereby designated for that I
purpose. Said City Council does not deem it advisable that the I
City Clerk mail copies of "Notices of Improvement" to the owners I
or reputed owners of property within the said Assessment District
and the mailing of such notices is hereby dispensed with.
The foregoing Resolution was adopted at a regular
meeting of the City Council of the City of Arcadia, held on the
17th. day of April, 1929, by the affirmative vote of at least
