WHEREAS;-The City of Arcadia at its regUlar meeting held April 3, 1929
duly considered and informally approved a tentative plan presented by
A. N. Multer for the acquisition of the right-of-way and improvement of
Colorado Street, Orange Avenue and Huntington Drive through the property
known as the Baldwin Ranch, said plan providing for the dedication of
the necessary land for an fiO f09t highway for all of the above roads as
per official map previously adopt.ed, said dedication to be without cost
--tD-the,Qity_of ArCAniao,further providing that all of the delinquent
t~es on said land be paid with'all interest and penalties attached
thereto as provided by law and when so paid the City of Arcadia would
approp~iateandallocate to the cost of the improvement of all of said
roads inside the"Baldwin Ranch. the total, amount of the penalties and
interest on said delinquent taxes, the balance of cost of the improvement
of all of. these ~oa.ds' ,to be subject to negotiations with the owners of
the Baldwin Ranch, the Santa Fe and Pacific Electric Railroad Companies
and the County of ' Los Angele~, and
WHEREAS: Said City Counci~ by motion duly seconded and carried requested
and authorized A. N. Multer to go to San Francisco and use his best
endeavor to negotiate with the legal representatives of the Baldwin heirs
and with R. Me Colgan, all owners of the Baldwin Ranch, for the acquisition
and improvement of the above roads in accordance with the proposed plan.
On his return he filed a typed report in detail of the tentative agree-
ment arrived at and agreed upon in San Francisco subject to the approval
and acceptance of Anita M. Baldwin and the .approval of thi s Council ant.
the concurrence of the two Railroad Companies and the County Board of
Supervisors, as to their cooperation and financing. The Engi~eering
estimate of cost of the improvement costs of these roads was i87,400.00
for Huntington Drive, $86,272.00 for Colorado ,Street and $16,719.00 for
the Orange Avenue connection to the East limits of the Ranch,a total of
$190,391,'00, of which the owners Illf the Baldwin Ranch were to pay .
$57,538,00, waive all claims for damages to buildihgs and hog yards
and dedicate the Rights-of-Way free of cost. This Council has now been
officially notified that this agreement has been approved by Anita M.
Baldwin exactly as presented, now therefore be it:- '
RESOLVED: That this Council, in consideration of the granting of deeds
for an eo foot.highway for Colorado Street, Orange Avenue and Huntington
Drive by the owners of the Baldwin Ranch in accordance with the map
of same heretofore adopted officially by this City, without cost to the
City for said land conveyed by said deeds hereby agrees upon the pa;vment
of the delinquent taxes on said land to contribute to the improvement
.cost of said highways within the boundaries of said Ranch the ehtire
penalties and interest accrued on said delinquent taxes and it further
agrees that the owners of said Ranch shall not be assessed for the
improvement of all of these roads in excess of Thirty percent of the
total cos~ thereof not including any portion of the cost of the under-
ground crossing of the Santa Fe Railroad on Orange Avenue and that said
thi~ty percent cshall not exceed $58,000.00 and may be pl.id in cash or
go to. BQ~d ~der the provisions of. the Vroman Act of 1911 as they may
elect.",' ','

Arcad:ia on the 8th day of May, 1929, by the following vote: to-wit:
