RESOLUTION OF INTENTION NO. 574.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA
DECLARING ITS INTENTION TO I~~ROVE A PORTION OF HUNTINGTON DRIVE
IN SAID CITY OF ARCADIA:,DECLARING SAID WORK OR IMPROVEMENT TO BE
OF MORE THAN LOCAL OR ORDINARY PUBLIC BENEFIT AND DESCRIBING THE '
DISTRICT TO BE BENEFITED BY SAID WORK OR IMPROVEMENT AND TO BE
ASSESSED TO PAY A PORTION OF THE COSTS AND EXPENSES THEREOF; DE-
TERMINING THAT SERIAL BONDS SHALL BE I SSUED TO REPRESENT A PORTION
OF THE CO STS AND EXPENSES THEREOFL DECLARING THAT FI FTY (50,%) PER '
CENT OF THE COSTS AND EXPENSES THEREOF SHALL BE BORNE BY SAID CI TY
OF ARCADIA AND PAID FROM THE GENERAL FUND OF SAID CIT~ FIXING A
TIME AND PLACE FOR HEARING OBJECTIONS TO SAID PROPOSED WORK OR IIII-
PROVEMENT OR TO THE EXTENT OF THE DISTRICT TO BE ASSESSED, OR BOTH,
AND PROVIDING THAT THE PROPOSED WORK OR IMPROVEMENT SHALL BE DONE
UNDER THE PROVISIONS OF THAT CERTAIN ACT OF THE LEGISLATUR~ OF THE
STATE OF CALIFORNIA, DESIGNATED "THE IMPROVEMENT ACT OF 191111 ,
APPROVED APRIL 7, 1911, AND OF ALL ACTS SUPPLEMENTARY THERETO OR
AM~~DATORY THEREOF.
THE CITY COUNCIL OF THE CITY OF ARCADIA DO RESOLVE AS
FOLLOWS:
SECTION 1: That the public interest and convenience re- I
quire and it is the intention of the City Council of said City of
Arcadia to order the following work or improvement to be done in ,
said City of Arcadia, to-wit:
I
That that portion of the roadway of said Huntington Drive
from the center line of Santa Anita Avenue to the Easterly line
of the right of way of the southern Pacific Company be improvee
by certain grading and by the construction of certain asphaltic
concret e pavement;
That a corrugated iron pipe culvert, together with con-
crete headwalls, be constructed across said Huntington Drive, the
center line of said culvert intersecting the center line of said
Huntington Drive at a point distant 1045 feet Westerly from the
intersection of the center line of said Huntington Drive with the'
center line of said Santa Anita Avenue.
SECTION 2: That the grade to which the work hereinabove
described shall be done and the improvement made as provided in
Section 1 hereof, is that shown on Profile and Improvement Plan
No. 0-152, on file in the office of the City Engineer of said
City, to which Profile and Improvement Plan reference is hereby
made for the description of such grade.

SECTION 3: All the foregoing work shall be done in
accordance with said Profile and Improvement Plan No. C-152, on
file in the office of the City Engineer of said City of Arcadia.
Sai d work shall al so be in accordance wi th the fol-
lowing Specifications on file in the office of the City Clerk of
said City of Arcadia, to-wit:
"Special Specifications No.3 for the construction
of cement concrete curbs, cement concrete gutters, cement concrete
drainage structures, corrugated iron pipe culverts, asphaltic con-
crete pavement, guard pasts and redwood plank curbs",
Said Profile and Improvement Plan No. C-152 and the
Special Specifications, hereinabove referred to, were adopted by :
Resolution No. 572 of said City Council and the same are hereby
made a part of this Resolution and are hereby referred to for a
more particular description of said work.
All streets, Drives and Avenues referred to in this
Resolution are Public Streets, Drives and Avenues in said City Of!
Arcadia.
SECTION 4: That said contemplated work or improve-
ment in the opinion of the City Council of said City of Arcadia
is of more than local or ordinary public benefit and said City
Council hereby determines and declares that the City of Arcadia
shall payout of the General Fund of said Ci ty of Arcadia towards
the co st and expense of, the work or improvement to be performed
and made hereunder, a sum equivalent to fifty (50~) per cent of

the total co st and expense of such work or improvement and said
City Council hereby declares that the balance of the cost and
expense of said work or improvement shall be chargeable upon a
District, which District said City Council hereby declares to be ,
the Distriot benefited by said work and improvement and to be
assessed to pay the said balance of the cost and expense thereof,
and which District is bounded and described as follows:

Beginning at the Southwesterly corner of Lot 3, in
Tract No. 949, in the City of Arcadia, Oounty of Los Angeles,
state of Oalifornia, as per Map recorded in Book 17, Page 13 of
Maps, Records of said County, said point being the intersection
of the Easterly line of the right of way of the Southern Pacific
Company with the SoutherlY line of said Lot 3; thence Southerly
and Westerly along the Easterly line of said right of way to the
intersection thereof wi th the Southerly line of said Huntington
Drive; thence Easterly along the Southerly line of said Hunting-
ton Drive, and its prolongation EasterlY to the intersection
thereof with the center line of said Santa Anita Avenue; thence
Northerly in a direct line and along the center line of said
Santa Anita Avenue to the intersection thereof with the prolonga-:
tion Easterly of the Southerly line of said right of way; thence
westerly and Southerly along the Southerly line of said right of
! '
way to the place of beginning.
The above description is general only. A Plat or' Map
of said District indicating by a boundary line the extent of the
territory included in the proposed Assessment District is on file
in the office of said City Engineer. Reference is hereoy made
to said Plat or Map for a further, full and complete description
of said Assessment District. The said plat or Map so on file
shall govern for all details as to the extent of such Assessment
District.
SECTION 5: Said City Oouncil, also determines and de-
clares that Serial Bonds shall be issued to represent each as-
sessment of Twenty-five ($25.00) Dollars or more remaining un9ai~
for thirty days after the date of the Warrant to represent the
expenses of said work and improvement. Said Serial Bonds shall
extend over a period ending nine (9) years from the second day of
January next succeeding the fifteenth day of the next November

following their date and an even annual proportion of the princi-
pal sum thereof shall be payable by coupon on the second day of
January every year after the fifteenth day of the next November
following their date, until the whole is paid, and the interest
shall be payable semi-annually by coupon on the second days of
January and July, respectively, of each year after their date at
the rate of seven (7) per cent per annum on all sums unpaid, un-
til the whole of said prinoipal and interest are paid. Payments
upon the principal of unpaid assessments and interest shall be
made by the property owners to the City Treasurer and the same
shall be disbursed by said City Treasurer, all as provided in sai4
Improvement Act of 1911.
SECTION 6: Notice is hereby given that on Wednesday, the
first day of October, 1930, at the hour of eight o'clock P.M. of
said day, in the Council Chamber of the City Council of the City
of Arcadia, in the City Hall of said City, any and all persons
having any objections to said proposed work or improvement, or
to the extent of the District to be assessed, or both, may ap-
pear before said City Council and show cause why said proposed
work or improvement should not be carried out in accordance with
thi s Reso lution.
SECTION 7: All of the proceedings for the aforesaid
work and improvement and for the issuance of said bonds shall be
had and taken under and in accordance with the provisions of an
Act of the Legislature of the State of California, known and
designated as the "Improvement Act of 191111, approved April 7,
1911, and of all Acts supplementary thereto or amendatory thereot.
SECTION S: The Superintendent of Streets shall post or
cause to be posted conspicuously along the line of said contem-
plated work or improvement and also along all the open streets
within the District liable to be assessed and hereinabove de-

7; Said City Council does not deem it advisable that the Oity Olerk
mail copies of IINotice of Improvement" to the owners or reputed
owners of property within the said Assessment District and the
mailing of such notices is hereby dispensed with.

The foregoing Resolution was adopted at a regular meeting
of the City Council of Arcadia, held on the 3rd. day of September;
1930, by the affirmative vote of at least three Councilmen, to-
wit:
AYES: Councilmen: Bolz, Bottema, Link, Seaman and Walshe,
NOES: None,
and signed and approved this 3rd. day of september, 1930.
