HomeMy WebLinkAbout6193 RESOLUTION NO. 6193 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, REQUESTING AN ALLOCATION AND PAYMENT OF $30,670 IN COUNTY AID-TO-CITIES FUNDS TO WIDEN THE INTERSECTION OF FOOTHILL BOULEVARD AND FIFTH AVENUE WHEREAS, the County of Los Angeles has appropriated certain monies to the City of Arcadia as County Aid to Cities; and WHEREAS, the Los Angeles County Board of Supervisors has adopted policies limiting the use of said monies to regional traffic signal synchronization projects, transportation system management (TSM, and congestion management (CM) projects) that improve regional traffic moblilty; or the design, acquisition of right of way, and construction of City streets on the County's highway plan which are of general County interest and regional significance; and WHEREAS, the City Council desires to expend the amount $30,670 of said funds accrued to the City for projects in accordance with said policies. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: SECTION 1. The County of Los Angeles is hereby requested to allocate $30,670 of the Aid to Cities Funds apportioned to the city for the projects listed on Attachment 1, which will improve regional traffic mobility in accordance with the Los Angeles County Board Supervisors policy regarding the use of said Aid to Cities Funds. SECTION 2. After the allocation is approved by the Board of Supervisors and funds are available, the County is requested to send such allocated amount to the City when 6193 claimed. The City will begin using the Funds for said projects listed on Attachment I according to the terms of the allocation. SECTION 3. The City Clerk shall certify to the adoption of this resolution and is hereby directed to forward a certified copy of this resolution to the Los Angeles County Director of Public Works for processing. ALFORD, City Clerk of the City of Arcadia, hereby certifies that the foregoing Resolution No. 6193 was passed and adopted by the City Council of the City of Arcadia, signed by the Mayor and attested to by the City Clerk at a regular meeting of said Council held on the 1st day of August, 2000 and that said Resolution was adopted by the following vote, to wit: AYES: Councilmember Chandler, Chang, Marshall, Segal and Kovacic NOES: None ABSENT: None 6193 ATTACHMENT 1 DESCRIPTION OF PROJECT This a joint project between the City of Monrovia and the City of Arcadia. The intersection of Foothill Boulevard and Fifth Avenue lies primarily with the corporate jurisdiction of the City of Monrovia. Approximately 12 Y, percent lies within the jurisdiction of Arcadia. Foothill Boulevard is a four-lane easUwest arterial and Fifth Avenue is a two-lane north/south collector. The intersection is signalized. In order to improve the capacity, increase the mobility and reduce current traffic delays the City of Monrovia is proposing to widen the approaches of Foothill Boulevard and install easUwest left turn lanes. The proposed modifications to the intersection include widening the intersection five to six feet on both sides of the street for a distance of approximately 200 feet west of the intersection. This will accommodate a left turn lane, four through lanes and parking at both curbs. Re-striping and modifications to the traffic signal are also included in the proposed modifications. Arcadia staff strongly supports the project and sharing the cost from an engineering point of view. Arcadia's share of the cost will be limited to actual improvements to Arcadia's infrastructure located within our incorporated limits. These improvements are felt to meet criterion B for Aid-to-Cities funding, in that both are a TSM and CM project, which will improve regional traffic mobility.
