RESOLUTION NO. 5211
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA, CALIFORNIA,
SUPPORTING THE SOUTHERN CALIFORNIA
PUBLIC-PRIVATE FILM CENTER
WHEREAS, the motion picture and television film production
industry is the second largest service industry in Southern
California, generating $1.6 billion in economic activity and
employing 77,000 workers not including support services; and
WHEREAS, the industry is being lured out of the region and
State by 65 government-funded out-of-state film commissions; and
WHEREAS, the industry would be more likely to stay in the
region if the location filming permit process could be
streamlined through the cooperative efforts of individual local
governments for the financial benefit of the region; and
WHEREAS, local governments must retain the right to protect
constituents' rights and safety; and
WHEREAS, there are issues of mutual concern to local
governments and the industry related to location filming; and
WHEREAS, the Governor, the Legislature, the Mayor of the
City of Arcadia, the Alliance of Motion Picture and Television
Producers, the Southern California Association of Governments
(SCAG), and this City of Arcadia recognize the economic impact of
the industry in this region; and
WHEREAS, the Legislature has created the Southern California
Public-Private Film Commission as a regional, one-stop, location
filming permit center pilot project, to be operated by SCAG for
the participating cities and counties in the region, for the
purpose of:

a. streamlining the permit process
b. protecting the rights of local governments to negotiate
directly with the industry
c. assisting local governments in generating additional
revenue through the permit process
d. saving local governments the cost of additional staff
and office space by allowing the Center to act as
permit-writing agent
e. providing a forum to address issues of mutual concern
to local governments and the industry (i.e., account-
ability, industry code of conduct, government flex-
ibility)
f. demonstrating through its operation the functional value
of a regional one-stop permit center; and
WHEREAS, the City of Arcadia can participate In the Center
for the first six months at no direct cost;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the City of Arcadia supports the formation
and goals of the Southern California Public-Private Film
Commission one-stop permit center.
SECTION 2. That this City Council expresses its support of
the motion picture and television industry as a maJor contributor
to the economics of this region, and authorizes the City of
Arcadia to participate in the Center when it is established,
subject to assurance that the City does not lose basic regulatory
powers such as protection from liability exposure through
insurance protection, and imposition of safety requirements
deemed necessary by the City.
SECTION 3. The City Clerk shall certify to the adoption of
this Resolution.

hereby certify that the foregoing Resolution No. 5211 was passed
and adopted by the City Council of the City of Arcadia, signed by
the Mayor and attested to by the City Clerk at a regular meeting
of said Council on the 5th day of February, 1985, and that said
Resolution was adopted by the following vote, to wit:
